Background:
Staff received a 2% or 1% increase in 2012, which was the first cost of living adjustment since 2009.
The draft 2013 budget includes a 2% cost of living adjushnent for most staff.
Issue:
What should the 2013 pay rate schedule be for employees?
Proposal Details:
Resolution No. 12-18-12-10 is included in your packet and attached to it is proposed pay rate
schedule for 2013 as discussed at the December work session. All of the increases have been
provided for in the draft 2013 budget. Rink attendants, snow plow drivers, election judges,
community center attendant and community center cleaner have not been increased, consistent
with the proposed 2013 draft budget.
The 2%increase was also applied to the Maintenance Worker(FT) Steps. One full time
maintenance worker will reach his 3 year anniversary in 2013 and be eligible for that step
increase.
Fiscal Impact:
The proposed increases have an impact of approximately$5,626.92 in the categories of wages,
FICA, Medicare, and PERA. As mentioned in the budget presentation,overall Personal Services
expenses are still projected to be less in 2013 than in 2012 due to staffing changes.
Options:
1) Approve Resolution No. 12-18-12-02
2) Amend and then Approve Resolution No. 12-18-12-02.
3) Make no changes to 2013 pay rates.

RESOLUTION ESTABLISHING EMPLOYEE PAY RATES FOR 2013
WHEREAS, after considering market data, inflation, and other factors the adopted budget
includes modifications to the pay rates for Scandia city employees for 2013;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it should and hereby does
approve the pay rates for 2013 as shown on E�ibit A to this Resolution, attached.
Adopted by the Scandia City Council this 18th day of December, 2012.
