5.c) Advisory Committee and Commission Vacancies and other Council Appointments Meeting Date: 01/04/2011 Agenda Item: � ', City Council Agenda Report City of Scandia 14727 209`h St. North Scandia, MN 55073 (651) 433-2274 Action Requested: Discuss the process for making citizen appointments to fill upcoming vacancies on city advisory committees (Planning Commission, Park and Recreation Committee and Capita] Improvements Committee) and for making other Council appointments. Deadline/ Timeline: Terms on some committees expire February 1, 2011; others have existing vacancies. Background: • The city began advertising for applicants for committees in November, 2010. Typically, the Council interviews applicants for Planning Commission and Park and Recreation Committee appointments in January. • The term of office of one Planning Commissioner, Susan Rodsjo, will expire on February 1, 2011. She is interested in reappointment. There is one application on file from December 2009 (Zack Johnson.) • Moose Malmquist, who applied for the City Council vacancy, indicated his interest in serving on the Planning Commission. The only other applicant for the Council vacancy(not already serving) who has expressed interest in appointment to a committee is Dan Lee. He indicated no preference for a committee assignment. • The Park and Recreation Committee will have only 4 (possibly 3) continuing members. The ordinance establishing the Committee provides for up to 9 members. Advertising has produced only one new applicant (Mike White.) • Current appointments to the Capital Improvements Committee continue through February 1, 2013. However, there is currently 1 vacant citizen position, for which there are no applicants. The 2 city Council positions are also vacant, along with 1 of the 2 Planning Commission representatives and the Parks and Recreation representative. (Typically, those committees nominate their own representatives for Council appointment.) • The Council may also want to appoint its own liaison to the Park and Recreation Committee, to replace former Council member Crum. A Council member must also be appointed as a director of Page 1 of 2 12/29/10 the Forest Lake Cable Commission. There is an immediate vacancy as former Council member Peterson has resigned. • An Acting Mayor must be appointed at the annual meeting (on January 18.) The Council might also decide to continue the Human Resources Committee (both Council positions are currently vacant) or create other committee or liaison assignments at that time. Recommendation: I recommend that the Council discuss the status of Committee appointments. You may wish to schedule interviews of one or more of the applicants for appointment or reappointment. Or you may wish to delay any action and re-advertise, or reconsider the membership of the committees. A more direct recruiting effort by the Council may be necessary to find citizen volunteers. Immediate action on Council liaison appointments or committee assignments is not required, but you may wish to discuss them briefly so that Council members may make their interests known for possible appointments at the annual meeting (January 18.) If there is a Council member interested in serving on the Cable Commission, it may be desirable to make that appointment immediately. The joint powers agreement requires that an elected official from Scandia serve. Citizen representatives to the Forest Lake Cable Commission and nominees to local watershed district boards are also needed. The nine-member Park and Recreation Committee meets the first Monday of each month, and advises the City Council on all matters relating to parks and recreation activities. The five- member Planning Commission meets the first Tuesday of each month, and advises the City Council on all matters related to planning and zoning. Members receive a small stipend to cover expenses. The Capital Improvement Committee meets several times in the spring of the year, and advises the Council on major projects and eyuipment purchases. The Forest Lake Cable Commission oversees community access cable television and is a joint powers board of the cities of Scandia, Columbus and Forest Lake. The board meets monthly. The City nominates board members for the Comfort Lake-Forest Lake and Carnelian-Marine-St Croix watershed districts. Appointments are made by the Washington County Board at various times from lists submitted by the municipalities. Residents with an interest in water quality and other water-related issues should apply for nomination. Application forms are available at the city office and on the website at www.ci.scandia.mn.us. The Commission reviews land development applications for conformance to the City's Comprehensive Plan and Development Code, and makes recommendations to the Council. They also participate in developing long- range plans, and in revising and updating the codes and ordinances governing land use in the city. The Planning Commission meets on the first Tuesday of each month. Additional subcommittee and work sessions may also be scheduled. Commission members receive a small stipend ($250 per quarter.) Park and Recreation Committee The Park and Recreation Advisory Committee consists of(up to) nine members appointed by the Council for staggered terms of five years, expiring on January 31 st of each year. The committee advises the Council in all matters relating to park and recreation programs and facilities. The committee meets the first Monday of each month. Committee members receive a small stipend ($60 per quarter.)
