Staff Report

Re: Summer 2018 Recreation Programs
Background:
Since 2007, the City has partnered with the Girl Scouts of the Minnesota and Wisconsin River
Valleys to offer summer recreation programs at Camp Lakamaga on Big Marine Lake. Last
month, staff met with Pam Wurster of Camp Lakamaga to discuss summer 2018 recreation
programs. The City has a Program Agreement with Camp Lakamaga to provide recreation
activities to the City's residents. In consideration of this Agreement, the City pays Camp
Lakamaga eighty percent (80%) of the registration fees.
Issue:
What summer recreation programs should be offered?
Proposal Details:
Camp Lakamaga will continue to offer the full-day "Camp Adventurers, Woods and Water"
camp that was offered last year at an increased rate of $200. (The rate last year was $190.)
Camp Lakamaga will continue to offer the half-day "Camp Explorers, 1St Stop -Camp!" program
at an increased rate of $110. (The rate last year was $100.) The two camps will be offered the
weeks of July 23 and August 6.
Staff is recommending to offer four one-hour per day week-long Tennis Camps. I have secured
a potential instructor, Kennedy Torgerson. Staff is recommending Kennedy Torgerson be hired
as the tennis instructor at a rate of $12.85 per hour. Torgerson has been a member of the
Chisago Lakes High School Tennis Team since 7th grade and will be attending 11th grade this
fall. Torgerson lives in Chisago City, is on the A honor roll at Chisago Lakes High School, and has
experience assisting the tennis coach. Torgerson's resume follows this staff report. The dates
for the sessions are set for June 11-15 and August 20-24. The rate will be the same as last year
at $35 a session.
The City Council has approved the Parks and Recreation Committee recommendation to offer
the Art in Action program. This program is scheduled for the week of August 13 and is already
being promoted.
Program details and registration forms will be an insert in the City spring newsletter that will be
sent to Scandia residents the end of March. In addition, all programs will be promoted on the
City's website and Facebook page, in press releases, in the digital backpack of all Forest Lake
School District students and at the Community Center.
Recommendation:
Staff recommends we offer all the summer recreation programs detailed.
