Council Report December 2010 Steve Thorp Scandia Building Official/Maintenance Supervisor BUILDING INFORMATION: • #permits issued: DecembeY= 11 YTD=154 • # new residential units: 0 YTD=10 • Totals for December 2010 a) Valuation=$226,924.00 YTD=$3,971,517.50 b) Permit Fees=$2,467.30 YTD=$40,205.10 c) Plan Review Fees=$805.80 YTD=$17,514.46 d) Other Fees=$0 YTD=$2,761.45 Total Fees Generated= $3,273.10 YTD=$60,335.71 CODE ENFORCEMENT/ZONING ACTIONS: • TOTAL ENFORCEMENT ACTIONS: 108 1. court action: 0 2. actively pursuing: 25 3. closed cases: 83 • new cases: 2 for the month of December; • 6 Exterior Storage violations, 12 potentially dangerous dog and 6 miscellaneous cases, 1 case involving Scenic Riverway violations which will require a permit for cutting of trees. PUBLIC WORKS EQUIPMENT: • A new Ford F250 regular cab has been ordered, a VIN number has been issued and tentative delivery is scheduled for late January. The truck will still need a light bar, plow and bed liner installed after delivery. STREETS: • Snow plow meeting on January 11 th 2011 was attended by all full time staff and issues were identified. A second meeting will occur in February with a goal of having a snow plowing policy in place that is better understood; SAFETY: • Weekly meetings as well as monthly Safety committee meetings to attain OSHA compliance; • Plow truck operators checklist is being developed for the pick up trucks and will be along the lines of the MNDOT requirements for the larger trucks. SEWER/WATER: • A second round of collection samples will be taken from the Elim parking lot lift tank. BUILDINGS: • Salt shed is up except for the fabric door which has been ordered and should arrive soon. PARK MAINTENANCE: COMMUNITY DEVELOPMENT PLANNING: • Tii Gavo is working with the WC Soil Conservation District and CMSC Watershed District to finish up with their items so that the project can be completed early spring of 201 l. Addressing the drainage system will be the main focus of the Developer along with the punch list given them by our Engineer; • An application was made for a CUP regarding a 150' cell phone tower. ZONING: • Discussed the areas where towers can be placed with an AT&T representative and residents who are concerned about the placement of a tower. Plans for a second tower are in the works for the eastern portion of the City. The placement of this tower has generated a lot of concerns and questions even before application has been made for a CUP. ENGINEERING: PARKS: DAILY ACTIVITIES • Building and Zoning inspections; � Coordinating projects for Public Works; • Review of permits for the excavation into the ROW by Utility companies. • Resident interaction including phone calls, emails and in person regarding zoning,planning and building issues as well as calls regarding street maintenance; • Continuing education to maintain certifications for Wetland Conservation Act, Building Official, Water Operator and other licenses that may be required; • Training for the implementation of the sign reflectivity requirements ongoing; • Safety training per the League of MN Cities Insurance Trust.
