4.e) Part-Time Maintenance Worker Position Meeting Date: 2/8/2011 Agenda Item: / ��� �r� City Council Agenda Report City of Scandia 14727 209`h St. North Scandia, MN 55073 (651) 433-2274 Action Requested: Review the recommendation of Human Resources Committee regarding the part-time maintenance worker position in the 2011 budget, and give direction for next steps. Deadline/Timeline: N/A Background: • At the January 15 meeting, the City Council referred discussion on the proposed part-time position to the Human Resources Committee (Councilmember Amos, Councilmember Schneider and Administrator Hurlburt) with a request to report back at the February 8, 2011 work session. • The Committee met on February l. Amos and Schneider oppose filling the position, stating that they believe it is not necessary and that the work can be accomplished by the existing staff, supplemented with temporary or on-call personnel. Hurlburt disagrees. • The adopted 2011 budget includes a new part-time (.7 FTE/28 hrs/week average) maintenance worker position. The position is budgeted across three departments: Public Works (.25 FTE), Community Center (.25 FTE) and Parks (.2 FTE.) The estimated pay is $14.00 per hour, plus PERA, FICA and Medicare. • In the past, the city had a similar .6 FTE position in the Public Works department. It was eliminated in 2009 after a retirement, in favor of using temporary seasonal help. Staff has found that the position is needed year-round, and can replace some of the seasonal staffing and contractual services in the current budget. The total cost of the position is estimated at approximately $25,100. After taking into account the cost of reducing seasonal labor and contractual services, the net cost of the new position is estimated at about $10,900 across all three budgets. This estimate does not include additional savings in unemployment compensation by eliminating the need to lay off seasonal employee(s.) • Preliminary discussions with the Human Resources Committee and the Council in 2010 indicated a preference far filling the Page 1 of 2 02/03/11 position from within (a current seasonal employee.) Recommendation: The Council should discuss the recommendations of the Human Resource Committee and give direction regarding next steps. If the Council consensus is to not fill the position included in the budget but to use temporary seasonal workers instead, staff should be given direction to prepare budget amendments for action at a future Council meeting. Once the budget is amended, the Council would need to determine how to proceed with filling the position. If the Council consensus is to move forward with the part-time position as budgeted, then direction should be given regarding the next steps to fill the position. The city could advertise for applicants or decide to fill it with the internal candidate. Staff continues to recommend creation of the part-time position as anticipated by the 2011 budget.
