Action Requested: Review the recommendation of Human Resources Committee
regarding the part-time maintenance worker position in the 2011
budget, and give direction for next steps.
Deadline/Timeline: N/A
Background: • At the January 15 meeting, the City Council referred discussion on
the proposed part-time position to the Human Resources
Committee (Councilmember Amos, Councilmember Schneider
and Administrator Hurlburt) with a request to report back at the
February 8, 2011 work session.
• The Committee met on February l. Amos and Schneider oppose
filling the position, stating that they believe it is not necessary and
that the work can be accomplished by the existing staff,
supplemented with temporary or on-call personnel. Hurlburt
disagrees.
• The adopted 2011 budget includes a new part-time (.7 FTE/28
hrs/week average) maintenance worker position. The position is
budgeted across three departments: Public Works (.25 FTE),
Community Center (.25 FTE) and Parks (.2 FTE.) The estimated
pay is $14.00 per hour, plus PERA, FICA and Medicare.
• In the past, the city had a similar .6 FTE position in the Public
Works department. It was eliminated in 2009 after a retirement, in
favor of using temporary seasonal help. Staff has found that the
position is needed year-round, and can replace some of the
seasonal staffing and contractual services in the current budget.
The total cost of the position is estimated at approximately
$25,100. After taking into account the cost of reducing seasonal
labor and contractual services, the net cost of the new position is
estimated at about $10,900 across all three budgets. This estimate
does not include additional savings in unemployment
compensation by eliminating the need to lay off seasonal
employee(s.)
• Preliminary discussions with the Human Resources Committee
and the Council in 2010 indicated a preference far filling the

position from within (a current seasonal employee.)
Recommendation: The Council should discuss the recommendations of the Human
Resource Committee and give direction regarding next steps.
If the Council consensus is to not fill the position included in the
budget but to use temporary seasonal workers instead, staff should be
given direction to prepare budget amendments for action at a future
Council meeting. Once the budget is amended, the Council would
need to determine how to proceed with filling the position.
If the Council consensus is to move forward with the part-time
position as budgeted, then direction should be given regarding the
next steps to fill the position. The city could advertise for applicants
or decide to fill it with the internal candidate.
Staff continues to recommend creation of the part-time position as
anticipated by the 2011 budget.

PRIMARY OBJECTIVE: Perform a wide variety of semi-skilled tasks involved in the
maintenance and operation of city facili#ies and infrastructure.
ESSENTIAL FUNCTIONS:
1. Maintain grounds of city facilities includ�ng Community Center, Public Works/Fire
Hall, Annex, par�Cs, bal! fields and b� landings,'Duties include cutting, trimming
and fertilizing, tree and shrub planting,and maintenance, brush and trash
removal, and similar tasks. �
2. Perform janitorial work a�Community Ce.�rfer and other city buildings, including
cleaning of office, shop, restrcjom and kitchen areas, floor cleaning, dusting, trash
and rec�cli�t�g removal, rnrindow cleaning, monitoring and maintaining supplies of
c+4nsumable pcodUcts and st�pplies. Set up and take down fumishings and
equipment for events and �ee�`ings.
3. P�rform building and equiprnent maintenance at the Community Center and
other crty buildings;including kitchen equipment maintenance, minor plumbing
and electrical repairs, painting, decorating and trash removal. Install, maintain
and remove street light and Community Center decorations.
4. Remove snow fro.�n city parking Iots, city sidewalks and other locations as
assigned. Plow snow, and sand and de-ice roads, as needed during snow
storms or emergency situations.
5. Assist with road maintenance including mowing, road sign replacement, trash
ana dead animal removal, inspection and removal of any road hazard such as
fallen trees, limbs or brush. Assist with road patching or other maintenance tasks
not requiring operation of heavy equipment or commercial vehicles as assigned.
6. Perform mechanical maintenance o�equipment including mower and lawn and
landscaping equipment.
7. PerForm and document routine inspections of city facilities for safety and

maintenance needs.
8. Read utility meters.
9. Determine and perform preventative maintenance and safety checks on all
equipment used.
10.Attend safety meetings and other training as required.

maintenance staff, maintain roads in safe driving condition and remove snow and ice
from city parking lots and sidewalks during the winter season.

1. Plow snow and sand and de-ice roads.
2. Perform snow removal at the Community Center, Public Works/ Fire Hall, Annex
and public sidewalks.
3. Perform preventative maintenance and safety checks on all equipment used.

PRIMARY OBJECTIVE: Under direction of full-time maintenance staff, perform a
wide variety of unskilled and semi-skilled tasks necessary to the seasonal maintenance
of grounds, equipment and buildings at city parks and municipal buildings.
ESSENTIAL FUNCTIONS:
1. Performs landscaping functions such as mowing turf and trimming around trees,
fences, buildings and paved areas.
2. Operates and performs simple maintenance on equipment such as riding or
walk-behind lawn mowers and weed whips.
3. Removes litter and garbage and handles recyclables.
4. Prepares facilities for recreational use, such as dragging ball fields.
5. Assists with other maintenance activities such as painting, cleaning, or setting up
and taking down equipment.
6. Attend safety meetings and other training as required.
7. Performs other duties as assigned.

4. Previous experience with grounds maintenance is desirable.
