Re: Minor Collector Street Striping for 2018
Background:
Each year, Washington County proposes to include Scandia in their bid for road striping. In 2017
32,163 ft. of roads in Scandia were striped by Washington County striped. The City’s road
striping policy notes the City will work with the County to have our “minor collectors” striped
when they are faded or every 2-3 years. The City Engineer and the PW Director have been
coordinating the striping of roads after maintenance improvements for striping longevity.
Issue:
Staff is requesting City Council to approve participating with Washington County in their
contract for 2018 and to pay for the services when completed.
Proposal Details:
Washington County will be contracting for striping operations for 2018. The County has
requested Scandia to submit a proposal by April 6th, 2018 along with a list of the city streets
that we would like to see striped this season. The list of streets to be striped is in the table
below. It represents about 1/3 of the City’s minor collector streets. None of the streets
proposed below are slated for construction or reconstruction within the 2-year window noted
in the City’s striping policy. Three of the roads, 240th – both ends, and Nolan will be proposed
spray patch roads for 2018 and would be striped after the spray patching occurs.
The striping request is a double yellow center line. The numbers noted on the far right in the
table are lineal feet of the road:

Fiscal Impact: Double yellow center line - Total 41,576 ft x 2 / 320 ft /gal. @ $12.60 per gal. =
$3,274.11 . These costs are an estimate since we don’t know the final paint use, this year’s
paint cost or what the bids for per lineal foot are for 2018.
The cost indicated above is not budgeted specifically but will come from the budget approved
Contractual Road Maintenance Fund – 101-43000-405 for 2018.
Options:
1. Participate in the Washington County contract and stripe the roads as requested.
2. Do not participate in the contract.
Recommendation:
Option 1 – The roads listed are the “minor collector” roads. The current lines are faded and
difficult to see. Striping the roads would enhance safety of those roads.
