9.b Discussion on Ordinance 195 adopting a fee schedule Staff Report Date of Meeting: March 20, 018 To: City Council From: Neil Soltis, Administrator Re: Ordinance 195 adopting the 2018 Fee Schedule Background: Currently the fees charged by the City are included in multiple ordinance, resolutions, and policies. Additionally, staff can find no action taken by the Council for certain fees. Two attachments are provided for discussion. Many of the current fees relate to ordinances, resolutions, and policies that were adopted over 10 years ago. The ordinance incorporates all of the existing fees and places them into a single ordinance which allow for better tracking of the fees, facilitates a review on a regular basis, and simplifies the process of updating fees. Other changes to the fee schedule are the establishment of fixed fees for certain building-related permits such as mechanical and plumbing, the establishment of fees for the use of or work performed in the City’s road rights-of-way, and increasing the escrow deposits for certain Planning application where the historic cost of consultant services have significantly exceeded the current escrow deposit schedule. Issue: Should the City adopt the proposed fee ordinance Fiscal Impact: Most of the fees collected by the City are derived from Building and Planning applications. Due to the variability in the number of applications from year-to-year the impact on General Fund revenues cannot be ascertained. In most instances the fees have remained the same from the previously approved fees. Options: 1. Approve Ordinance 195 as drafted 2. Defer action pending further discussion 3. Take no action on the ordinance Recommendation: Option 1
