9.d Discussion on Resolution 03-20-18-03 authorizing application for and designating the primary contact for the MnDot Landscape Partnership Program application Staff Report Date of Meeting: March 7, 2018 To: City Council From: Neil Soltis, Administrator Re: MnDOT State Landscape Partnership Program Background: Based on a Council discussion in early 2017 the City requested design assistance from MnDOT for landscaping improvements along STH 97. In 2017 the EDA reviewed potential locations and focused on the intersection of STH 97 and Olinda as the initial locatio n. The EDA has been working with Todd Carroll, the Statewide Landscape Partnership Coordinator for MnDOT on a design for the improvements. At the February EDA meeting Todd presented updated plans for planting on the 4 corners of the intersection of MN 97 and Olinda Trail. The plans have been modified to reflect a greater emphasis on native species while keeping points of interest for all seasons. The intention of the project would be to help to create a brand identity for and attract interest to the downtown. To proceed further the City will need to make an application to the program. The application must include a formal resolution indicating community support for the desired improvements and authorization of a primary contact person to apply to MnDOT for funding. At the work session the Council requests that a resolution be presented. The draft resolution reflects the language provided by the MnDOT State Landscape Partnership Program. A copy of the plans are attached along with information on the program. Residents with plantings in the road rights-of-way adjacent to their properties have been contacted. Concerns voiced related to potentially restricting future access to a parcel, the location of stormwater culverts, and the location of the snowmobile trail. The design as shown in preliminary and modification will be made in determining the final design and placement. Issue: Should a resolution indicating community support for the desired improvements and authorization of a primary contact person to apply to MnDOT for funding be approved? Fiscal Impact: The cost for the materials in the design are estimated at $7,000 which would be paid by MnDOT with the City or community groups being responsible for the installation and future maintenance of the plantings. BE IT HEREBY that City Administrator Neil Soltis are hereby authorized to apply to the Minnesota Department of Transportation for funding on this project on behalf of the City of Scandia.
