Re: Washington County BoldPlanning software
Background: At the February work session the Council approved participation in Washington
County’s BoldPlanning software program for emergency planning. The BoldPlanning software is
a cloud-based system that allows for the development of Emergency Operations and Continuity
of Operations Plans. The County is making the software available for use by all 31 communities
in the County. The County has FEMA funding to pay for the annual maintenance fee and an
initial training session. There is no cost to participate. When previous discussed the County
had proposed a Joint Powers Agreement; however, the participation by the City will require
executing a Cooperative Agreement for the access and utilization of the software.
Under the terms of the agreement the City will be responsible for designating a primary
contact, providing access to the City information to certain County officer, entering the City
information for the City’s Emergency Operations and Continuity of Operations Plans, annually
making any necessary changes to the plans, and sending at least one representative to a
training session. A copy of the Cooperative Agreement and execution page follow this report.
Issue: Should the City execute the agreement for the use of the BoldPlanning software ?
Fiscal Impact: No direct cost to the City. There will be significant staff time involved for
training and data entry. Once the data entry phase is comp leted, the will be additional staff
time for annual updates.
Options:
1. Approve the executing the agreement with Washington County
2. Take no action.
