Re: Minor Collector Street Striping for 2018
Background:
In 2018 the road construction plan includes roads within the city that have tree limbs and
branches that encroach into the road right of way (ROW) that hinder the contractor’s ability to
perfume their contractual services efficiently. The tree trimming policy states that ; “Trees in the
ROW will be trimmed to allow for a 20’ minimum clear height.”. Following the height standard
noted in the policy will allow the milling machines and dump trucks to move through the work
zones more effectively.
Issue:
Staff is requesting City Council to accept the proposal from a private tree contractor to remove
the branches and limbs that the City staff cannot reach with their equipment.
Proposal Details:
The Public Works department has tools and equipment to reach about 10’ – 12’ in height.
Above that height staff does not have the ability to make quality cuts for the health of the tree
and meet the standards of the public. Staff is requesting tree pruning above our ability is
subcontracted out to a qualified vendor. Below are the contactors that have submitted bids.
Balsam tree is now too busy and feel they would not be able to safely perform the pruning
before tree disease begins to be viable.
Upper Cut Tree services - $15,500.00
Hugo Tree - $63,200.00
Balsam tree service - $34,774.00 – Withdrew – too late in the year
Fiscal Impact:
The PW budget has sufficient funds in the Misc. Contractual Fund – 101-43000-438 for 2018 to
cover the low bid amount.
Options:
1. Accept proposal from Upper Cut Tree service
2. Don’t perform the 20’ height removal of limbs or branches along the road
construction route.
Recommendation:
Option 1 – Accept the bid from Upper Cut Tree service
