Action Requested: Consider a request from May Township to share the cost of dust
control on 180�' Street.

Background: • 180th Street is on Scandia's boundary with May Township. The
Township provides most of the maintenance on this road.
• May Town Board Chair Bill Voedisch has requested that Scandia
consider sharing the cost of appl,ying dust control chemicals to this
road, a distance of about 7/8 of a mile. He estimated the cost to be
approximately$1,575.
• May Township applies dust control chemicals two times each
year. Scandia pays for only one application of dust control to its
gravel roads.
• Scandia should be able to absorb the cost within its contractual
road maintenance budget.
Recommendation: I recommend that if the Council agrees to share the cost of dust
control on 180th Street, that the city's share be limited to half of the
cost of one application of chemicals, to be consistent with the Dust
Control policy; and further, that the Township should provide an
invoice to the City itemizing the contractor's cost plus no more than
15%to cover their administration.

Hello Anne.
As a municipal neighbor, I have a question for you that hopefully you can bring forward to the city council and
mayor.
As you may be aware, May Twp does a dust control application to all gravel roads twice a year. Last year our
cost went up 10% and of course, we are looking for ways to cover the costs. 180th street is a road that acts as
our common border, and May Twp has assumed responsibility for maintaining that road for many years.
We apply dust control (CaCI or MgCI) for several reasons: 1) it saves the road "fines," 2.) a damp road is
easier to grade, 3.) safety(driving in a dust cloud is dangerous) and 4.) generally better quality of life. If you
look at the plat maps you will see that there are many more homes are on the Scandia(north) side of
180th compared to the May(south) side.
Doing the grading and snow plowing have never been an issue for us, but continuing to do twice a year dust
control is becoming a budgetary concern. I am asking, on behalf of May Township, if Scandia would consider
cost sharing for dust control along the length of 180th street that is common to our two communities. This
would be distance of about 7/8 of a mile and we would not count the last part of the road that turns south into
the Vet's Camp, since this portion is totally within May Twp.
Our cost per application are approximately$1,800 per mile, $3,600 per mile for the two applications. For 7/8 of
a mile the cost would be $3,150 and an equal half share of that would be $1,575. We would be very
appreciative if Scandia would be willing to donate this amount to cover the costs for 180th,but obviously any
amount would be appreciated.
If you need more information, such as our actual billings, I would be pleased to provide it. I am willing to
appear at a council meeting if that is deemed appropriate.

The City of Scandia considers that applying dust control measures improves the quality of life of
its residents living on gravel roads. The application of calcium chloride improves the gravel
surface by compacting the gravel, which makes for a smoother surface and thus requires less
grading, as well as reducing dust. The City also encourages the application of dust control to
private roads and parking lots.
Dust Control on Public Roads
The City of Scandia will pay for one application of dust control chemicals annually to the city's
remaining gravel public streets.
The City's Public Works strive to avoid grading over the "Dust Control Area" after dust control
chemicals have been applied. However, safety of the traveling public is of the highest concern,
and grading may be necessary as determined by the Maintenance Supervisor. Dust control
applications may continue to be effective even after occasional passes by road grading
equipment,
The City does not guarantee the performance of dust control chemicals. The material has
historically performed well when the road and weather conditions were favorable. Traffic volume
can also affect its performance.
Special Provisions for 185"' Street
Because 185'h Street serves an active sand and gravel mine, the need for dust control far
exceeds what would be necessary due to normal traffic volumes. Consistent with the
requirements of Chapter 4 of the Development Code and the Conditional Use Permit and
Annual Operators Permit(AOP)for the mine, the City will arrange for dust control applications
for this street at its discretion. The operator will pay the full cost of dust control applications for
this street. The location and frequency of applications may be modified by provisions of the
AOP.
Private Roads, Driveways and Parking Lots
Business owners, residents of private roads and driveways, and other local governments may
also participate in the dust control program by paying the full cost of the calcium chloride applied
to the area they designate, plus fifteen percent of the contractor's cost to cover city staff time
and administration of the program. In the spring of each year, city staff will obtain a quote to
establish the cost for the current year. City staff will notify such business owners and residents
who have requested application in the past of the current cost, and will bill them after the
application with the payment due to the city within 30 days.
