Re: 2014 Bituminous Patching Project
Background: Last year staff solicited bids for bituminous patching as a separate project
in the hopes of obtaining better prices. The project included removal of
existing bituminous and poor sub -base soils. New aggregate and
bituminous was then placed. Bigger patches were contracted out and city
staff performed smaller repairs.
Proposal: Similar to last year, large repairs within the 2014 sealcoat area will be
contracted. However, instead of full depth, a 1-inch overlay will be used
on 205th Street. Severe cracking and raveling has occurred but bituminous
movement is minimal. Therefore, staff believes the sub -base to be
adequate so a surface repair will be used to cover deficiencies and re-
establish the crown. An overlay will allow for needed repairs while
increasing the quantity of work. Sections of Oakhill Road will also
receive a 1-inch overlay.
Fiscal Impact: The 2014 budget has $300,000 for contractual road maintenance. The
low base bid is $34,280.
Options: 1) Award the 2014 Bituminous Patching Project to T.A. Schifsky & Sons
for $34,280.
2) Do not award the Bituminous Patching Project.
Recommendation: Option 1
