This important project will contribute to effective and cost conscious planning for the City of Scandia, as well as develop current solutions for the Uptown Wastewater System service area. The WSB team has the expertise and experience to provide you with resourceful, high quality solutions ■ for this project. ■ Our project team has excellent knowledge of the area and, as shown in the experience section of this proposal, has successfully completed similar studies in the surrounding area. Additionally, S-P Testing's role during the evaluation phase of both the existing and proposed drain field sites will provide valuable insight for the subsequent phases of the study. ■ We are proposing Jamie Wallerstedt, PE, for the role of Project Manager and primary contact person for the City of Scandia. Jamie has over nine years of experience in the planning, design, and construction of wastewater ■ collection systems. She is adept at discerning a clienYs needs and preferred style of work throughout the term of the project. Jamie's experience includes the design of lift stations, gravity sewers, and forcemain systems similar to the existing system in the City of Scandia. Her experience has provided her with a solid foundation and understanding of the operations and maintenance of these systems, which guides her decision making ability for issues relating to the life cycle cost of new improvement projects. In addition, Steve Schirmers of S-P Testing, Inc. will supplement our Company's expertise in evaluating septic ■ systems and centralized drain fields. Steve has 30 years of experience in evaluating and inspecting on-site sewage treatment systems. He is always acutely aware of the regulatory and logistical issues that surround projects of this nature and will be able to evaluate both the existing and proposed drain field, keeping those issues in mind. WSB feels Steve's experience depth is invaluable and we are excited to provide his services as part of this project. ■ Our team offers you these keys to a successful partnership: ■ Excellent Experience Related to Wastewater Planning Studies WSB has experienced staff in the area of wastewater collection systems and pressure forcemain system planning , and design. In addition, the City of Scandia would like to review the current wastewater budget and . proiect future wastewater rates if expansion to the system is feasible. , We can provide the Scandia is a rural community with a population of 4,195 and most households are served fu I I ra nge of services by individual on-site septic systems. There are ■ approximately nine connections to the City- owned system. The City's Ordinance No. 55 ■ allows for the City to bill each user for the cost of operations and maintenance based on out-of-pocket expenses. Bills are allocated to each user based on water meter readings, ■ although in the RFP it states that actual practice differs from the ordinance. The RFP indicates that the capacity of the existing system is 2,000 gallons per day, with a ■ total design flow of 4,060 gallons per day. The design capacity of the system will need to be confirmed. The condition of existing septic system is unknown; however, it is suspected ■ by Staff that the system is close to or at its maximum capacity. If so, no other connections should be made until the completion of this Wastewater System Master Plan. i We are proposing to provide engineering services related to the Uptown Wastewater System - Master Plan, including the evaluation of the existing and proposed drain fields, calculation ■ ^ of the existing and proposed wastewater flows, and estimation of both operations and J maintenance and future expansion capital costs. We can provide the full range of services , &.a,,<- , needed to complete all aspects of this project for the City of Scandia. Project Understanding 1 , S ' , e , a ■ ■ _ -,: u own . . . ,- , a . Our references and project experience are shown in the following sections. ■ WSB's water/wastewater group will lead the project, and is available to begin work immediately. WSB staff will coordinate the efforts for the project and will communicate with S-P Testing effectively to minimize the number of contacts for the City. The proposed project team, their qualifications, and experience are shown in the following sections. The WSB team's project approach and scope of services is based on the RFP, our discussions with the City staff, and includes our extensive experience on similar projects. . Following the work plan, we have provided an hourly estimate of the time required to perform each task. Although Grant is near the Twin Cities, it has been able to remain a rural community by adopting policies preserving very low density development. Due to the absence of an industrial or retail tax base and a very small commercial zone, the City has been and will continue to be fiscally conservative to keep , taxes low for its agricultural, rural, residential, and seasonal residential properties. . The City currently does not have a sanitary sewer system, but has faced pressures from state agencies to construct one. Recent projects include identification of infrastructure needs for flood mitigation and evaluation of alternatives for a wastewater collection and treatment/disposal system to serve the "Old Village" area. WSB attended multiple meetings with Senator Katie Sieben, Kent Lokkesmo (Minnesota DNR), and the Mayor and City Administrator. At these meetings, ■ WSB effectively described the City's infrastructure needs for flood mitigation and wastewater collection and disposal. The result of the discussions was a successful application for a flood mitigation grant that placed the City in the 2010 state bonding bill. WSB has recently submitted an application to the MPCA for Technical Grant Assistance to prepare a facility ' plan for a wastewater collection and disposal system to serve the "Old Village" area of ■ ARon. CITY OF NORTH BRANCH, MN Jul ,:1. City EngineeY - 651.277.5224 Since 2000, WSB has worked with the City of North Branch to improve the wastewater ■ system of this growing community. WSB has designed and managed the construction of numerous wastewater system projects necessary for increasing system capacity and ■ rehabilitating aging portions of the City's wastewater infrastructure. ¢ ! ' - As the City's aerated lagoon wastewater treatment system neared capacity, WSB , \ ' designed and managed construction of a wastewater treatment plant expansion , -C' that changed the City's process to a mechanical plant. Changing the City's _ ■ y ssT'' +, treatment process required a preliminary engineering report detailing the project '': -_ _rc _ _ , construction, o perations, and maintenance costs to determine the most cost- ■ -''' effective solution for wastewater treatment. Preliminary planning for expansion of the City's wastewater collection system was completed and is updated occasionally to ensure systems are sized adequately and the most efficient wastewater system is constructed as the City grows. WSB has designed new IiR stations ■ and sewer mains to collect and convey wastewater to the treatment plant in accordance with preliminary planning efforfs. Additionally, many sewer construction projects have required ■ coordination with the Chisago County or the State of Minnesota. We can provide a more detailed description of specific projecis we have undertaken for North Branch, if you desire. CITY OF MINNESTRISTA, MN WSB and S-P Testing were both involved with the City of Mlnnetrista's City Hall Expansion rproject. As City Engineers, WSB provided the engineering services to design and construct - the site grading, water system, and wastewater collection system. S-P Testing was involved to design and construct a septic system at the Veterans Camp Big Island. The project consisted of connecting three cabins, a campground, shower house, and . reception hall to the system. ■ Utility Rate Studies CITY OF PRINCETON, MN Jay Blake, Comriunity Development Director - 763.389.204Q The City of Princeton was in need of a wastewater treatment plant expansion and hired WSB to evaluate the existing rate structure in addition to providing ■ . _ recommendations to cover both the operations and maintenance and capital , costs of building the expanded system.
