Engineering and Small Community systems. We have over 65 years of combined experience and rely
on technology and communication with an ear focused on listening to deliver a consistent quality
product tailored to match our client needs.
Your proposed project manager will be Dennis Sparks. Dennis brings excellent communication and
writing skills and has over 15 years experience working with Communities such as the City of Scandia.
Dennis resides in Eagan, MN and is readily available for daily meetings or other correspondence.
The key to our success is applying solid engineering principals and think innovatively. Our team will
provide quality sewer system planning using proven techniques, yet providing a system that can be
maintained adequately by the community it is intended for. We attribute our success to a strong work
ethic, passionate desire to include ideas from local residences and honest communication with

In the past summer we have completed successful systems in the City of Hadley and Seaforth. These

Bollig Inc relies on the experience of the firm's project management staff to look for opportunities
to improve the design approach or bring value to the project design. Bollig Inc's licensed
engineers and designers employ innovative techniques to facilitate the approval and construction
of our projects. Our engineers look for the right approach to fit each project. Our project team
works closely with the client to understand how they will use the finished product. In many cases,
we have found ways to reduce the costs of the project or add state-of-the-art features to improve
the long-term performance of the project while minimizing annual costs. In Brooten; for example,
we determined that the City could eliminate a lift station by installing a deeper sanitary sewer line
into their industrial park. In Hadley, the City was able to treat their wastewater by regionalizing
with the nearby City of Siayton. Bollig Inc promoted inter-council discussion and secured a $9 per
month user rate for Hadley residents. In Seaforth, a soil based hybrid pressure-gravity collection
system was installed to convey sewer flows to a centralized Advantex pretreatment system
eliminating numerous pumps and thereby minimizing long-term operation and maintenance
needs.

Boliig Inc has experience in planning over $150 million worth of municipal improvement projects.
Our approach to comprehensive planning includes the development of an inventory of a city's
existing sanitary sewer, water main, storm sewer and street systems. A comprehensive plan
helps to prioritize improvements and provides a guide to cities to review financial opportunities
such as assessment, state or federal monies, grants, etc.
One example of Mr. Bollig's research capabilities lies while working as Assistant Engineer for
the City of Willmar. Brian Bollig designed and implemented an odor control strategy that
significantly reduced obnoxious odors at the City of Willmar's old Wastewater Treatment Plant.
Mr. Bollig recommended the biofilter odor control technology because of its unique ability to
remove dimethyl sulfide and other complex organosulfur compounds. With Council
endorsement, Mr. Bollig began implementation of the 10,000 cubic feet per minute biofilter. Mr.
Bollig researched the technology, visited sites where it was implemented elsewhere, consulted
with a nationally-recognized odor control specialists and organized the project design team. Mr.
Bollig provided research, design and construction management. In 2005, Mr. Bollig was asked
to present his improvements at the International Public Works Association Annual Conference
held in Ntinneapolis, Minnesota.

Bollig Inc has extensive knowledge of providing a Preliminary Engineering Report that complies
with the Rural Utilities Service Bulletins having successfully produced them for the Seaforth,
Hadley and Roseland Townships. Bollig has also compieted Rural Development environmental
report (ER) documentation for both Hadley and Roseland Townships. Bollig prides itself in
meeting the exact requirements for RUS Builetins in an easily foilowed and discernabie format.

At Bollig Inc, every member of our team is dedicated to meeting and exceeding project schedules
and demands which enable us to meet same day and next day requests. Each person can be
reached by phone, email or voicemail. Since principals, project engineers and surveyors are
actively involved in their projects; they answer client's questions and respond quickly to needs.
During project development, regular communication between the project team and city staff aliows
Bollig Inc to adjust the preliminary solutions to enhance the Master Plan. The principal-in-charge
will ensure each team member is kept current with project parameters and goals. Each team
member is responsible for the success and quality of the project.
Bollig Inc views all city meetings to be very important to the communication between the City and
The Engineer and would attend all meetings as requested by the City.

Bollig Inc has weekly staff meetings to address project status and priority issues for each project.
We use this meeting to identify projects that need additional resources or action to maintain
schedule or reach decision points. Project specific meetings are held regularly with project
team/consultant members and client's project coordinator. Intervals of team meetings will depend
on size and complexity of the project.
Bollig Inc also provides quality reviews by an engineer or principal, who is not part of the project
team, who will look at plan content and constructability issues. This review will occur at periodic
points in project development to insure the highest quality final project.
Bollig Inc's costs are tracked weekly through our accounting system. Each task in the scope of
work is tracked in weekly time sheets. Project managers use this information to monitor project
progress versus project costs and can make adjustments as required. Monthly reports will be
submitted with progress billings to the client.

Boliig Inc is prepared to immediately start upon notification to proceed. Our team will first meet
with the City of Scandia, and the necessary agencies to review the documents recorded to date,
introduce ourselves and start an open channei of communication for the early identification
process.
I. I ntroduction
Boilig Inc proposes a kick-off meeting with the City of Scandia to introduce our project
team and collect pertinent information to begin the Wastewater Niaster Planning. To
ease City staff efforts, the Bollig Team will provide a pre-list of information needed from
the City to ensure a successful meeting.
II. Population
Both current and projected population growth wilf be documented to provide a basis for
both current and future wastewater needs. Demographic census data will be utilized
along with information collected from City of Scandia, Washington County and others
as appropriate.
111. Existing System - Uptown Wastewater System
Bollig Inc has extensive knowledge of soil based treatment and dispersal design and
construction methodology. Documented examples include Hadley, Seaforth and
Roseland, Minnesota (see attached references). To ensure Scandia receives the
attention to detail our team will include Subconsultant Terry L. Bovee who brings over
30 years of soil experience and is currently a committee member of the state of
Minnesota's Advisory Committee for Subsurface Sewage Treatment Systems. Terry
assisted in the soils interpretations in the City of Seaforth, the City of Hadley, and the
unincorporated area of Roseland. Our team also includes Subconsultant Clayton W.
Lunser who brings over 20 years of advanced design and inspection of soil based
treatment systems. Clayton's day-to-day operation and maintenance expertise will
assist in identifying immediate user friendly improvements. Clayton will also assist in
compliance inspections and identify the impact of any inflow or infiltration (I/I) areas on
the system. Clayton and Bollig Inc have formed a unique partnership to blend sound
yet innovative engineering with practical user friendly operation and maintenance for
larger subsurface sewage treatment systems.
Other tasks will include review and suggested updates to your existing sewer
ordinance, development of a detailed operation and maintenance budget and monthly
user rate cost considerations.

IV. Recommended Future Wastewater System Needs
The City of Scandia appears to be a rapidly growing and developing City that may
benefit from taking a step back to ensure the proper system is installed. Regulations
�viil most likely be a component discussed during the pianning stages impacting cost.
Boliig inc will investigate the needs for future connections, development of potential
growth and system expansion. Evaluating the City Owned drainfield expansion site as
weil as the layout configuration of piping and locations and conditions of septic tanks
will also play a major role in the decision making process. A cost analysis of these
variables will be developed. This will assist the City of Scandia in planning the future
of the system as well as making an educated decision today.
V. Funding and Implementation Plan
As a young firm Bollig Inc prides itself on being able to secure funding for their clients.
Bollig Inc wiil discuss funding opportunities for the City of Scandia may wish to pursue.
We have applied for and secured State & Federal funding from numerous sources for
the communities we work with. Through this we have developed relationships with the
funding agencies available to communities.
Brian Boliig, President, personally made contacts to specific agencies to obtain grant
funding. Brian has accompiished, as a Principal Engineer, close relationships with the
cities served. This is one attribute that Bollig Inc can achieve as a smaller firm to serve
Scandia. Bollig Inc has applied for and secured State & Federai funding from
numerous sources for the communities we work with. Through this we have
developed relationships with the funding agencies available to communities. The
following is a chart showing these accomplishments in the past year.

We have also learned that there are advantages and disadvantages to each of the
available funding sources. Our approach is to review each individual project and
determine which funding source will help the community meet their goals.
In Hadley, Boliig promoted the Build America Bond program which allowed the City to
obtain an annual federal reimbursement check for neariy $7,000 each year.
Using a "fresh" perspective, Bollig Inc is assisting the City of Brooten in creating
legislative packages along with filiing out multiple funding applications to secure
incremental grant packages for their Industrial Park Improvements.
Recently we secured a 50% state grant for Roseland Township to build a new
wastewater treatment system. This will coincide with other grant funding to fund over
75% of their total cost of the project with grant funds. Bollig Inc recommends that The
City of Scandia consider this funding source along with other State and Federal
Funding including Rural Development.
VI. Presentation to the Council
Experience from the engineering field and firm itself should not limit the final outcome.
Holding a pub�ic meeting is one of the requirements, however listening and facilitating
a rewarding meeting with the agencies involved, Scandia "Uptown" Residences, the
City Council and the Engineers is essential. The people of the community can
contribute valuable ideas, are knowledgeable of the local area and components of the
existing system conditions. They may have great impacts on how the system may be
designed in the future making it more efficient and cost effective. A public meeting can
be held prior to one of the Council Meetings at about the 75% development of the
Master Plan.
Upon following the Master Plan Approach and presenting this to the public a final
report and presentation to the council will be presented.

City of Seaforth , Minnesota— 2006 to present
Population 85 people (37 homes, 1 business, 2 churches, 4 municipal buildings). Seaforth started
as a joint pilot project between the City of Seaforth, University of MN Extension Service, and Rural
Development. Bollig Inc (formeriy B&L Environmental) was selected by the wastewater
committee to evaluate onsite solutions by completing a Community Assessment Report (CAR).
Evaluations revealed mound systems at each lot were hampered with numerous well setback,
soils and insufficient area constraints. The funding source — Rural Development, required
preparation of a preliminary engineering report which considered regionalization, and sewer
ponds. The recommended alternative was a soil based system which utilized a new septic tank at
each parcel into an innovative hybrid gravity-pressure sewer collection system followed by a
centralized pretreatment system. Treated wastewater was then dispersed into a 2-cluster
combined seepage bed and at-grade soil dispersal sites located > '/z mile apart. Benefits include
gravity collection, minimal disruption to existing lots, flexibility to add additional treatment,
elimination of nitrogen removal, and a system that is mostly non-proprietary in nature. Project has
since been expanded to include a new water distribution system with connection to Lincoln
Pipestone Rural Water (LPRW). Their new wastewater system went operational in Year 2010,
final connection to LPRW will occur in Spring 2011. Bollig Inc secured 76 percent grant funding
for their system improvements. Project Engineer was Principal Brian Bollig with assistance from
Dave Baumgart and Kris Van Dyke.

City of Hadley, Minnesota- 2006 to present
Population 61 people (60 homes, 2 businesses, 1 church and 2 municipal buildings). Hadley was
currently a direct discharge community. Bollig Inc (formerly B&L Environmental) was selected to
represent City to help evaluate wastewater options. Initial a Community Assessment Report
(CAR) was prepared to consider soil based wastewater dispersal options. Boilig Inc proposed
and held a pre-site evaluation meeting, allowing homeowners to sign up for a particular time and
day during the weekend to evaluate their site. Funding also required analysis of regionalization
and lagoon based treatment. Bollig Inc promoted inter-City coordination with the City of Slayton
and the City of Hadley and found that Hadley could connect to Slayton's existing wastewater
ponds for a cost of $9 per month per user. Due to lowest present worth cost, the recommended
alternative was to regionalize with the City of Slayton. A new gravity collection system was
installed with only two (2) lift stations to pump wastewater over 5 miles to the City of Slayton.
Replacement of their water distribution system along with water system treatment improvements
were added to the project. Bollig Inc secured significant grant funding combined with helping
Hadley to sign-up for the "Build America Bond" program which reimburse the City for a portion of
their interest rate payments effectively securing about 80 percent grant funding for their project.
Project Engineer was Principal Brian Bollig with assistance from Senior Engineer Andy Nelson,
Senior Design Technician Dave Baumgart and Construction Survey Technician Kris Van Dyke.

Population 122 people (52 homes, 1 business, 1 church). Bollig Inc has been retained to evaluate
wastewater options. The design flow was in excess of 20,000 gpd. Bollig Inc promoted
development of a single engineering report which considered both soil based options and other
more traditional wastewater options such as regionalization, stabilization ponds, and treatment
with continuous surface water discharge. Bollig also assisted the community to form a sanitary
sewer district. Originally, he recommended alternative was a soil base treatment system.
However the adjacent landowner withdrew his offer to sell his land. Due to heavy clay soils
combined with soil dispersal sites located a further distance away, the recommended alternative
was revised to a 2-cell stabilization pond. Using part-time operation staff from adjacent
communities the O&M cost was by far the lowest cost available. Bollig Inc has been instrumental
in obtaining grant funds from the State TMDL program, Rural Development, Kandiyohi County.
Additional monies are being sought from the MN Department of Economic Development. It is
believed that grants will exceed 75 percent funding. Project Engineer is Andy Nelson with
strategic planning assistance from Principal Engineer Brian Bollig.

SOILS EXPERIENCE
I was employed by the University of Minnesota's Agricultural Experiment Station for 12
years (1977 — 1989) as a soil scientist. My responsibilities included soil mapping, map
unit development, determination and interpretation of soil physical, chemical and
morphological properties. I was directly involved with soil survey mapping activities
conducted in cooperation with the USDA-NRCS accelerated soil survey project in
Minnesota. The majority of soil mapping was conducted in south central Minnesota in
years prior to 1989, but I also participated in more recent field soil mapping and
collecting soil data for updating soil surveys in southeastern Minnesota.
I have six years of field experience in jurisdictional wetlands delineation in south central
Minnesota and have over twelve years experience in other soils-related activities such as
delineation of hydric soils and soils classification for livestock manure storage facilities.
In recent years, I have teamed with engineers and other professionals on more than a
dozen large-scale projects to provide the detailed, field-derived soils information
necessary to design medium and large scale subsurface sewage treatment systems. I have
also developed and conducted soil workshops for licensed soil scientists and for
individual sewage treatment system designers/installers/inspectors. I am currently a
committee member of the state of Minnesota's Advisory Committee for Subsurface
Sewage Treatment Systems.
