Re: Lilleskogen Parking Lot
Background: The Lilleskogen Parking Lot was sub -cut and aggregate was donated to
construct the base course. Staff received quotes to install two driveway
aprons and replace the existing apron with bold -face curb. The Park and
Recreation Committee decided to wait until spring of 2014 to see if prices
were more favorable. The parking lot was sloped to drain into a rain
garden in the middle of the lot. The Washington County Water
Conservation District, Carnelian -Marine -St. Croix Watershed District, and
staff worked on the design of the rain garden. Unfortunately, the high
water table and shallow catch basin, made the construction not feasible.
Currently, water is ponding and backing up onto the parking lot. Erosion
from the parking lot has begun to fill in the garden.
Proposal: The Park and Recreation Committee and staff are proposing to install two
driveway aprons, replace the existing apron with boldface curb, and install
concrete curb around the garden to control erosion. Two Rainguardian
drainage structures will be installed to treat the effluent from the parking
lot. An overflow pipe will be connected to the nearest roadway catch
basin which will allow for water over 1-inch to drain.
Issue: What scope of work should be completed for the Lilleskogen Parking Lot?
Fiscal Impact: The Park Capital Improvement Fund has $7,984 plus $535 from
Vinterfest donations for a grand total of $8,519. The low bid for the
concrete work was Knife River Concrete with a base bid of $7,250. An
additional $1,400 plus delivery will be needed for two Rainguardians.
The Watershed District has agreed to cost share with the City on the
Rainguardians. The cost for materials and installation of the overflow
structure is estimated at $1,000. A $750 inter -fund loan from the general
fund may be used to secure sufficient funds to be paid back when
subdivision fees are procured.
Options: 1) Award the Lilleskogen Parking Lot concrete work to Knife River
Concrete for $7,250; approve the purchase of two Rainguardians and
an inter -fund loan of $750 from the general fund.
2) Do not award the concrete work.
3) Other options.
