Re: Fire Service Agreement with May Township
Background: At the January 3 Council work session May Township Board Chair Bill Voedisch
discussed the continuation of the agreement with May Township to provide fire protection
services. The current agreement expired on December 31st, but provisions in the agreement
provide for continued coverage until a new agreement is in place. Voedisch explained that they
want to base the annual charge on the formula contained in the League and Township
Association model fire services agreement. May Twp. has used this formula in their agreement
with Stillwater for fire services for many years. The current calculation uses only population in
determining a contract cost with Scandia. The model formula uses 3 measurements:
population, assessed value of property, and number of runs based on a 3 -year rolling average.
Voedisch said their planner and assessor will work on generating the report of assessed
valuations. The Council was in agreement that this methodology could be used if May
Township doing the legwork.
May Township has provided information regarding the factors. There is a small difference
between the information regarding the number of households that is in the process of being
resolved. Depending on an agreement as to the number of households the May township % of
the budget would be either 11.11% or 10.8% of the cost to operate the Fire Department. The
resulting May Township charge would be $37,033 or $36,028.
Issue: Should a revised Fire Services agreement be drafted using the 3 factor formula proposed
by May Township for Council approval at the April 17 Council meeting?
Fiscal Impact: The charge in 2017 was $34,212.
Options:
1. Utilize the 3 factor formula in drafting the new agreement
2. Negotiate an amount based on the previous agreements
