We are pleased to submit our proposal to perform Geotechnical Services requested for the above
referenced project. The purpose of the 2015 Street Improvements Project is to collect
representative soils samples, analyze the soil and groundwater conditions and to furnish a factual
geotechnical engineering report for each Part to assist the City with reconstructing the respective
roads with an appropriate new pavement thickness section. The reports will not include design or
construction recommendations.
The proposed project consists of reconstructing bituminous streets in three areas (Parts) of Scandia.
Part 1 consists of two project areas: one located in the northwest corner of Scandia and one in the
east -central portion of Scandia. Part 2 consists of an area in the south-central portion of Scandia.
Part 3 consists of an area in east -central Scandia. The City of Scandia wants to evaluate the existing
bituminous pavement section thicknesses and determine the type of subgrade soil for reconstruction
purposes. Figures 1 and 2 provided by Bolton and Menk define each of these areas.
The City has not yet determined if the subsurface exploration and reporting will be performed
separately for each Part or concurrently/combined for all Parts (1, 2, and 3) at one time.
SCOPE OF WORK
The following is our proposed work scope based on the request for proposal provided by Bolton
and Menk.
NTI will mark the proposed boring locations in the field. A diagram of such locations has been
provided by Bolton and Menk.

NTI will contact the Minnesota "One -Call" system for clearance of public utilities within the areas
of the soil borings. NTI will provide a private locator should it be necessary. The cost of a private
locator is a reimbursable expense and is not included in our fee.
NTI will then mobilize a truck mounted drill to the site to drill 14 standard penetration test (SPT)
soil borings for Part 1, 9 SPT borings for Part 2, and 5 SPT borings for Part 3. All borings in Part 1
and Part 2 will be advanced to nominal depths of 4 feet below existing grade. Borings in Part 3 will
terminate at minimum depths of 4 feet and 10 feet below existing grade. The 10-foot borings may
be advanced more than 10 feet if necessary to reach the shallower of either bedrock or groundwater.
Based on well logs from a publically available resource, we anticipate bedrock to be 10 feet or less
below existing grade in the Part 3 area. Bolton and Menk's Figures 1 and 2 illustrate the proposed
boring locations.
The lineal feet of drilling proposed at this time is 56 feet for Part 1, 32 feet for Part 2, and 50 feet for
Part 3. The total for all three Parts will be 138 lineal feet. Borings may be terminated early if
soil/bedrock conditions resulting in practical auger refusal are encountered prior to the proposed
termination depths. If soft soils, fill or organic soils are encountered near termination we will
continue drilling a reasonable depth until a minimum of five (5) feet of suitable foundation soils are
observed.
If each Part is performed separately, then the drilling program for each individual Part will take less
than one day to complete. If all three Parts are combined into one drilling program, it will take one
day to complete.
We will make you aware of these field activities before proceeding to the site to allow you the option
to notify any pertinent parties prior to NTI's field work.
NTI has assumed that there is reasonable access to the proposed borehole locations. This would
include slopes suitable for traversing with a geotechnical drill rig, safe working distances from
overhead utilities, removal of site obstructions that prohibit access to the proposed borehole
locations, etc. In addition, drill rig access to the proposed boring locations may result in cracking of
onsite pavements or sidewalks and rutting of site soils. NTI will take reasonable precautions to
prevent such damage but repair and final restoration shall be performed by others at no charge to
NTI.
We understand that basic safety measures for traffic control including work ahead signage and safety
cones will be adequate for the anticipated low volume residential streets. NTI will provide safety
cones and work ahead signage for traffic control and safety purposes.
Existing pavement and base aggregate thicknesses will be measured in the boreholes. Soil sampling
in the borings will be performed at continuous 2-1/2 foot intervals to their respective termination
depths of 4 or 10 feet dependent on the project requirements. Soil sampling will be performed in
general accordance with ASTM D 1586. A geotechnical engineer will visually classify field -collected
samples in accordance with ASTM D 2488. Each soil sample's color, relative moisture, SPT N-
value, relative density, consistency and estimated compressive strength will be documented on soil
boring logs.

We will measure for the presence of groundwater or lack thereof when we complete each soil
boring. We will backfill and compact the soil borings with soil cuttings or high solids bentonite
grout to comply with current Minnesota Department of Health Regulations. Each boring located in
pavement will be patched with cold -patch asphalt.
We will perform laboratory tests on selected soil samples, this may include:
1. Moisture tests
2. Gradations
Upon completion of the field and laboratory work, a factual geotechnical engineering report will be
prepared. The report will include the logs of the borings, the location drawing provided by Bolton
and Menk and the results of the field and laboratory tests.
The report will also include a summary of-
1 . Bituminous pavement thickness
2. Aggregate base thickness
3. Type of subgrade soil and moisture conditions
4. Depth to groundwater (if encountered)
5. Additional notes that may be beneficial for pavement design and construction
NTI's engineers are also available to provide additional geotechnical guidance to the design team,
evaluate value engineered alternatives, review earthwork, groundwater control, and other civil plans
and specifications as an additional service. NTI's engineers, special inspectors and technicians are
available to provide construction and materials testing services once the project construction begins.
This provides professional continuity of services throughout the design and construction of the
project.
DELIVERABLES
NTI will provide two (2) paper copies and a PDF of the final report to the client.
COST
If each Part is performed separately with 3 drill rig mobilizations and 3 separate reports, we will
perform each respective Part for the following fixed fees:
Part 1 (14 borings x 4 feet = 56 lineal feet):.......................$2,650

If additional drilling footage on a started boring is required to reach competent non -organic native
soils we will invoice at a rate of $18/foot.
SCHEDULE
Upon receiving authorization to proceed, the field work will typically begin in approximately 5 to 10
business days and will take less than 1 day to complete for each Part but will depend on the final
scope package selected by the City. The final report(s) will be issued to Bolton and Menk and the
City of Scandia within 5 to 10 business days of completion of field work for each respective Part.
ACCEPTANCE

returning a copy to us. The attached General Conditions are an integral part of this proposal. This
proposal is effective until June 30, 2014.

Per your request, we are submitting this cost proposal for evaluation of several streets in Scandia,

scope of work, present an estimate of our fees, and provide our anticipated schedule.
Scope of Services- Part 1

Scope of Services- Part 3
• Field locate and mark 5 locations along 2051h Street North to Log House Landing as
shown in the sketch you provided. Notify GSOC to locate public utilities.
• Perform 5 auger borings to depths ranging from 4 feet for the eastern boring to 10 to 12
feet minimum (up to 21 feet maximum) for the central borings and to groundwater or
bedrock (up to 21 feet maximum) for the two eastern borings.
• Obtain samples of subsurface soils for materials classification and determination of water
and/or organic content.
• Backfill boring holes per Minnesota Department of Health requirements and patch with
bituminous patching mixture.
• Prepare a factual report providing descriptions of drilling, sampling, testing and
classification methods, summary of bituminous layer thickness, and summary of
aggregate base thickness and textural classification.
Add Alternate
As an add alternate, we recommend that the roads be tested with a falling weight deflectometer
(FWD). The FWD is a standard roadway testing procedure that allows the roads to be evaluated
for road carrying capacity along their entire length. Used together, the FWD and soil borings
allow us to accurately measure the strength of the roadway at 1/10`h mile intervals and determine
whether there are any structural concerns in any part of the roadway that may need to be
addressed prior to rehabilitation. The use of this technology will provide a much more accurate
assessment of areas of instability. We have attached data sheets that describe our FWD testing.
Fees
Our services will be performed on a lump sum basis as follows:
Part 1 - $1,950
Part 2 - $1,180
Part 3 - $2,890
Add alternate for FWD testing for Parts 1, 2, and 3 - $1,400
Schedule
Based on our current schedule and weather permitting, we can perform the coring and soil
borings within two weeks of obtaining a notice to proceed. Our reports will follow within two to
three weeks of performing the field work. If work is authorized by May 23, 2104, we would
complete our reports before July 28, 2014.

Terms and Acceptance
Our services will be performed per the attached three -page Service Agreement. Please indicate
your acceptance of this proposal by endorsing the enclosed copy and returning it to us. The
original proposal is intended for your records.
Remarks
The scope of work defined in this proposal is intended for geotechnical purposes only, and not to
explore for the presence of extent of environmental contamination at the site. However, we will
note obvious contamination encountered.

streets located in Scandia, Minnesota.
Our Understanding of Project
Per your emails and provided sketches (attached), we understand that the City of Scandia is proposing to
reconstruct various City streets as part of the City's annual maintenance program. It was requested that
soil borings be performed in three separate parts. As identified on the sketches provided by Bolton &
Menk:
■ Part 1 includes fourteen soil borings to a depth of four feet
■ Part 2 includes nine soil borings to a depth of four feet
■ Part 3 includes one soil boring to a depth of four feet and four soil borings to a minimum depth
of ten feet.
As discussed with Ms. Katie Warner of Bolton & Menk, for the 4-foot deep borings, it is more cost-
effective to perform pavement cores and hand augers. This also provides more precise measurements of
pavement materials. Therefore, it is our intent to perform 24 pavement cores and hand augers in lieu of
the four -foot soil borings in all three of the project areas.
From our review in Google Earth, it appears the streets have a bituminous surface and do not have
concrete curb and gutter.
Purpose
The purpose of the subsurface investigations at the identified locations is to determine the bituminous
and aggregate base thicknesses, if present, and to classify the underlying soils. On 205th Street North,
the intent of the deeper soil borings is to identify pavement materials and underlying soils, as well as to
determine the depth of either groundwater or bedrock.

Scope of Services
The following tasks are proposed to help achieve the stated purpose. If unfavorable or unforeseen
conditions are encountered at any point during the completion of the tasks that lead us to recommend
an expanded scope of services, we will contact you to discuss the conditions before resuming work.
Traffic Control
Based on our review of MnDOT traffic volume maps, it appears the streets to be investigated are low -
volume, rural routes. As such, we are assuming that flagging will not be required. To alert motorist and
protect our field crew, we will use traffic warning signs. The cost for traffic control has been included in
our budget.
Site Access, Staking and Utility Clearance
Based on the sketches provided, we assume that exploration locations will be accessible with a truck -
mounted drill rig. Given the intended exploration depths, a utility locate is anticipated for both the
pavement cores/hand augers and soil borings.
Depending on access requirements or potential utility conflicts, our field crew may slightly alter the
exploration locations from those proposed to facilitate accessibility.
Prior to drilling, we will contact Gopher State One Call and arrange for notification to the appropriate
utility vendors to mark and clear the exploration locations of public underground utilities. You or your
authorized representatives are responsible to notify us before we begin our work of the presence and
location of any underground objects or private utilities that are not the responsibility of public agencies.
Pavement Cores and Hand Augers
At the identified locations, we will conduct twenty-four (24) pavement cores and hand augers to measure
pavement and aggregate thickness, and to identify underlying soils. Hand auger borings will be
performed to a maximum depth of 48 inches below the existing pavement surface. We have budgeted
the following hours to perform this work:
■ Part 1-9.0 hours
■ Part 2 — 6.0 hours
■ Part 3 — 3.0 hours
We will repair the coreholes with a cold -mix bituminous patch as appropriate. The cores will be
submitted to our lab for total thickness measurements and a review of bituminous material condition.
Penetration Test Borings
At the specified locations on 205th Street North, we will perform a total of four standard penetration
tests (SPT) borings to maximum depth of 10 feet below the roadway surface. As requested, borings will
be terminated if groundwater or bedrock is encountered prior to a depth of 10 feet. The thickness of the
bituminous surfacing layer and the aggregate base layer (where it can be determined) will be measured
and recorded. Penetration tests will be performed and samples will be gathered at 2 1/2-foot vertical
intervals to the depth of termination.

If groundwater is encountered in the boreholes, the depth where it is observed will be recorded on the
boring logs.
Borehole Abandonment
Minnesota Well Code requires sealing of any boring or core that encounters groundwater and is either
greater than 25 feet deep or penetrates a confining layer.
Based on the intended exploration depths, we do not anticipate the need to seal the boreholes. The
boreholes will be backfilled with the auger cuttings and the pavement will be patched.
Sample Review
For the borings performed on 205th Street North, soil samples will be returned to our laboratory and will
be visually classified and logged by a geotechnical engineer.
Reporting
Data obtained from the pavement cores, hand auger borings, and soil borings will be used to prepare a
letter that includes:
■ Summary of the pavement core and hand auger results, including a description of the underlying
soils.
■ Boring logs describing the materials encountered on 205th Street North, including bituminous
and aggregate base thickness estimates. The depth to groundwater and/or bedrock will be
identified.
■ A sketch of the exploration locations.
■ A discussion of the measured pavement thicknesses and subsurface soil types.
Our final letter will be delivered electronically to you. If a hard -copy is needed, please let us know.
Depending on authorization, if more than one area is authorized, results will be provided in one
comprehensive document.
Additional Services
If borings need to be extended beyond their termination depths, or if additional soil borings are
requested, we will charge an additional $15 per lineal foot beyond the originally intended drilling footage
(40 feet).
Additional site mobilization will be charged at $292 per day.
If additional pavement cores/hand augers are requested, we will charge $165 per location.

Cost and Invoicing
We will furnish the services described in this proposal for the following estimated fees:
■ Part 1— $2,609.00
■ Part 2 — $2,024.00

Total for Parts 1, 2 and 3 - $7,808.50
A tabulation showing our estimated hourly and/or unit rates associated with our proposed scope of
services is also attached. It should be noted that there are efficiencies gained by authorizing all project
areas. If all areas are authorized, the costs associated with warning signs, trip charges, and site layout
will be reduced providing a cost reduction of approximately $500.
We would be happy to meet with you and discuss our proposed scope of services further, clarifying the
various scope components, or to discuss how the scope may be adjusted to meet your project
requirements.
Our work may extend over several invoicing periods. As such, for work that is performed during the
course of each invoicing period, we will submit partial progress invoices.
Schedule
We anticipate the field explorations can be completed within two weeks of authorization. Soil borings on
205th Street North will be performed on May 28, 2014. We understand that the final report is requested
by July 28, 2014 and we anticipate that our final letter will be delivered prior to that date.
If our proposed scope of services cannot be completed according to this schedule due to circumstances
beyond our control, we may need to revise this proposal prior to completing the remaining tasks.
General Remarks

can be retained for your records and the copy can be signed and returned to us. Please return the
