Action Requested: Authorize engineering design services for the Lilleskogen Park
parking lot.
Deadline/ Timeline: N/A
Background: • The Park and Recreation Committee has been working on
implementing the Lilleskogen Park Master Plan, which was
completed in March of 2008. The Capital Improvement Program
(CIP) includes a multi-year plan for the project. The primary
funding source (the Parks Improvement Fund, which derives its
revenue from cash-in-lieu-of-land park dedication fees) is
inadequate to complete the project. The Committee, and the
Friends of Scandia Parks and Trails, have been investigating
various funding sources and actively pursuing a number of grants.
The Scandia Marine Lions Club has indicated a preliminary
interest in helping with the project.
• The CIP and the 2011 budget for the Parks Improvement Fund
show $12,300 in funding for Lilleskogen in 2011. The current
balance of the Park Improvement Fund is approximately $16,300.
• The Committee has found that there may be grants available or
interest in building or funding various elements of the plan (trails,
outdoor classroom butterfly garden, etc.)but that most funders are
not interested in paying for the design and/or installation of the
small parking lot that is part of the plan. The parking lot is seen as
a vital piece of the project as it will determine the location of
many of the other elements and will make the park accessible to
the community. Fundraising efforts are also hampered by the lack
of a detailed, updated cost estimates and engineering plans for the
parking lot. For example, we found that the watershed district or
the Washington Conservation District might be interested in
partnering on water quality-related portions of the project, but first
we need a specific plan that could be permitted. With construction
drawings, it might also be possible to find donors for materials or
labor, or to apply for certain grants.

• We requested a proposal from SRF Consulting Group, Inc. for
design services for the parking lot. (The park plan, and the design
for the water control structure installed in 2009, was prepared by
SRF.) The estimated cost would not exceed $5,100.
Recommendation: I recommend that the Council accept the proposal and authorize SRF
to proceed with design of the parking lot, as recommended by the Park
and Recreation Committee.

Based on your request, we are pleased to submit this proposal to provide Yrofessional
Engineering Services for preparation of construction plans for a new parking lot at Lilleskogen
Park.
PROJECT BACKGROUND/UNDERSTANDING
The initial 2008 master plan for Lilleskogen Park proposed installing a new 10-12 parking lot to
define a main entrance for the park. In August 2009, SRF prepared a survey and construction
plans f'or the installation of a new water level control structure within the park to increase water
levels within the existing wetland complex. It appears this survey information can also be used to
assist with the preparation of construction plans for the layout and grading of the new proposed
parking lot.
It is our understanding The City would like to prepare final plans, specifications and contract
documents for the new parking lot facility. We have not included construction administration or
in-construction services in this proposal, but we can assist the City with construction services on
an as-needed basis. Scope and fees for this task can be negotiated with you once the project
design phase is completed.
SCOPE OF SERVICES
This letter presents a series of activities that SRF Consulting Group, Inc. proposes to complete
for the design of the parking lot and addressing related grading, storm water runoff and site
restoration. We have developed the f'ollowing Scope of Services based on our understanding of

ASSUMPTIONS
Based on the available data and understanding of the project and the Master Plan, the following
assumptions have been made.
� The scope and fee estimate assumes that the SRF survey information is adeyuate to address
layout and grading of the parking lot.
• Since no soil borings have been obtained, we have assumed that soils in the area are suitable
for construction of the parking lot.
• This project will have no wetland impacts.
� A NPDES permit will not be required for the project.
DELIVERABLES
The Scope of Services will provide the following deliverables:
• Hard copy and electronic construction plans and specifications for construction of parking
lot, related grading and drainage
• Final cost estimate
OPTIONAL TASKS
As noted earlier, the City may wish to utilize SRF Consulting Group, Inc. for construction
administration and in-construction assistance. This can be negotiated at a later date, once the
project design phase is completed.

SCHEDULE
We proposed to complete the site visit in late March and have final design completed by the end
of April. Permitting with the CMSCWD Board would be completed by mid May. This schedule
is flexible and can be adjusted as necessary.
BUDGET/BASIS OF PAYMENT
SRF proposes to be compensated for the above-described work on an hourly basis for actual time
expended at a fee not to exceed $5,100. The estimated cost is based on the following itemized
level of effort:
Preliminary Design $1,000
Construction Documents and Specifications $2,500
Bidding Assitance $ 500
CMSCWD Permitting $1,000
Reimbursables $ 100
For other direct project expenses, such as mileage, printing, supplies, reproduction, etc. we
propose be reimbursed at cost, and mileage be reimbursed at the current allowable IRS rate for
business miles.
Invoices are submitted on a monthly basis for work performed during the previous month.
Payment is due within 30 days.
CHANGES IN SCOPE OF SERVICES
It is understood that if the scope or extent of work changes, the cost will be adjusted accordingly.
Before any out-of-scope work is initiated, however, we will submit a budget request for the new
work and will not begin work until we receive authorization from you.
STANDARD TERMS AND CONDITIONS
The attached Standard Terms and Conditions (Attachment A) together with this proposal for
professional services constitute the entire agreement between the Client and SRF Consulting
Group, Inc. and supersede all prior written or oral understandings. This agreement may only be
amended, supplemented, modified or canceled by a duly executed written instrument.
