• new cases: 1 for the month of February;
• 6 Exterior Storage violations, 12 potentially dangerous dog and 6 miscellaneous cases, 1 case
involving Scenic Riverway violations which will require a permit for cutting of trees.
*Dangerous Dogs: The City of Scandia has adopted by Ordinance #75 much of MN Statute 347
regarding dogs. Spring seems to be the time when most of our complaints occur. The City does not
license dogs but if the dog is declared dangerous a $300 fee is required to register the dangerous dog.
Currently the City has 4 Dangerous dogs registered and 8 that have received letters that the dog has been
deemed potentially dangerous. The ordinance lists how a dog can be deemed Dangerous, Potentially
Dangerous or a Public Nuisance.
PUBLIC WORKS
EQUIPMENT:
• The new Ford F250 regular cab arrived and was put into operation. Near the end of the first
plowing it hit a boulder that was within two feet of the roadway. The truck was repaired with
most of the damage occurring to the plow. The truck itself had the passenger beam tweaked
and the mechanic did not feel any long term effects would be noticed. The truck has since
been out plowing with no adverse effects.
STREETS:
• Snow plowing has been ongoing as the winter finally winds down. The routes are becoming
more familiar and trouble spots are being addressed;
• Potholes and road dips are becoming more and more prevalent and we are marking the really
bad ones and temporary filling some potholes with rock chips. The asphalt plants probably
will not open until mid-May and we intend on being out with the patching trailer as soon as
they open.
SAFETY:
• Weekly meetings as well as monthly Safety committee meetings to attain OSHA compliance;
• Both plow trucks went through their annual DOT inspection and the 1997 Ford was deemed
unsafe until repairs were made,the repairs were made with no plow time missed. The 2003
Sterling had minor issues such as marking lights that were repaired immediately.
SEWER/WATER:
• A second round of collection samples will be taken from the Elim parking lot lift tank, weather
permitting;
• I will be applying for additional grant money from the MN Dept of Health for the
abandonment of the well just east of the old maintenance building. The well casing has to be
perforated before it is filled with grout so the cost is about three times what a normal well
abandonment would cost. Two monitoring wells for the Bliss Addition septic system will be
abandoned this spring per MPCA requirements.
BUILDINGS:
• Ice dams have been prevalent on the Community Center and leaks have occurred inside the
building.
PARKS/PARK MAINTENANCE: Nothing during winter.
COMMUNITY DEVELOPMENT
PLANNING/ZONING:
• AOP's have been submitted by the gravel mines for the 2011 work year. Working with TKDA
regarding questions about the day to day operations and activities that occur.
• Tii Gavo has closed out their Watershed permit which was one of the requirements on the City
Engineers punch list. I have established a date of July 1, 2011 for the project to be finalized by
the City. The project is several years behind the established due date but should be able to
meet this new deadline.
• An application has been submitted for a variance and deemed complete, to build a residence on
an existing nonconforming lot on Big Marine Lake. The variance will probably be for lake
setback and lot size but the applicant is researching his options and has asked to be placed on
the April Planning Commission agenda.
ENGINEERING:
• There have been many questions regarding FIRM maps that FEMA established for flood
zones. The National Weather Service is forecasting a 21% chance of reaching the record flood
level of 94.1 feet. This would be about a 20 foot rise in the St. Croix; the Stillwater lift bridge
is closed when the flood level reaches 86 feet.
DAILY ACTIVITIES
• Building and Zoning inspections;
• Coordinating projects for Public Works;
• Review of permits for the excavation into the ROW by Utility companies.
• Resident interaction including phone calls, emails and in person regarding zoning,planning
and building issues as well as calls regarding street maintenance;
• Continuing education to maintain certifications for Wetland Conservation Act, Building
Official, Water Operator and other licenses that may be required;
• Training for the implementation of the sign reflectivity requirements ongoing;
• Safety training per the League of MN Cities Insurance Trust.
