U� � � Council Report March 2011 Steve Thorp Scandia Building Official/Maintenance Supervisor BUILDING INFORMATION: # Permits issued: March= 3 YTD=14 #New residential units: 0 YTD=O Totals for March 2011 Valuation=$168,001.00 YTD=$230,568.00 Permit Fees=$1,793.50 YTD=$3043.00 a) Plan Review Fees=$1,123.55 YTD=$1,477.55 b) Other Fees=$0 YTD=$0 Total Fees Generated= $2,917.05 YTD=$4,520.55 CODE ENFORCEMENT/ZONING ACTIONS: • TOTAL ENFORCEMENT ACTIONS: 112 1. court action: 0 2. actively pursuing: 30 3. closed cases: 82 • new cases: 4 for the month of March; • 8 Exterior Storage violations, 14 potentially dangerous dog and 6 miscellaneous cases, 1 home occupation case and 1 case involving Scenic Riverway violations. *Home occupations are an allowed accessory uses in most zoning districts but one of the requirements is that there can be no outdoor display of goods. PUBLIC WORKS EQUIPMENT: • The 2003 rear flail mower was supposed to be replaced in 2010 but the boom mower took its spot. The rear flail mower is on the April 19th agenda for replacement. STREETS: • Snow plowing is hopefully complete for the 2010/2011 winter season. There was 17 events that required plowing and this winter was the 4th snowiest winter on record; • The patching trailer is out and we are using a hot mix down that we can get down in Maplewood. Once the Barton Pit opens we are hoping to have more patching done as some of the frost boils are quite bad. SAFETY: • Weekly meetings as well as monthly Safety committee meetings to attain OSHA compliance; • Both plow trucks went through their annual DOT inspection and the 1997 Ford was deemed unsafe until repairs were made, the repairs were made with no plow time missed. The 2003 Sterling had minor issues such as marking lights that were repaired immediately. SEWER/WATER: • A second round of collection samples have been taken from the Elim Church parking lot lift tank; • We were awarded a grant for $1,177.00 to abandon the well behind the old operations and maintenance building. The well casing has to be perforated before it is filled with grout so the cost is about three times what a normal well abandonment would cost. Two monitoring wells for the Bliss Addition septic system will be abandoned this spring per MPCA requirements. BUILDINGS: ` • Ice dams have been prevalent on the Community Center and leaks have occurred inside the building. PARKS/PARK MAINTENANCE: Nothing during winter. COMMUNITY DEVELOPMENT PLANNING/ZONING: • AOP's have been approved and most of the required information is in and the plants will probably be opening in May. I will be doing a start up inspection shortly after they open. • Tii Gavo has closed out their Watershed permit which was one of the requirements on the City Engineers punch list. I have established a date of July 1, 2011 for the project to be finalized by the City. The project is several years behind the established due date but should be able to meet this new deadline. • An application was brought to the Planning Commission for a variance on a lot on Big Marine Lake. The Planning Commission will be forwarding their recommendation at the April Council meeting. • There have been several inquiries regarding building new houses on existing lots and any requirements that would come with the subdivision. ENGINEERING: • Paul Hornby and I have been going over the Pavement Management plan and will be bringing recommendations to the Capital Improvement Committee in May. DAILY ACTIVITIES • Building and Zoning inspections; • Coordinating projects for Public Works; • Review of permits for the excavation into the ROW by Utility companies. • Resident interaction including phone calls, emails and in person regarding zoning,planning and building issues as well as calls regarding street maintenance; • Continuing education to maintain certifications for Wetland Conservation Act, Building Official, Water Operator and other licenses that may be required; • Training for the implementation of the sign reflectivity requirements ongoing; • Safety training per the League of MN Cities Insurance Trust.
