Deadline/Timeline: N/A Background: • The environmental review process for the Tiller Corporation's project has been underway for more than two years. Delays have occurred at a couple of points in the process as Tiller made changes to their proposal and the City's consultants have waited for information needed for the EIS. • The last time the City Council discussed the project was at the December 21 meeting when the attached timeline for completion of the EIS was presented. It established a number of deadlines for Tiller to submit required data, and (if the data were complete and new issues did not arise) when meetings of the PAC (Project Advisory Committee) could be scheduled and when the draft EIS could be ready for public review and comment. • Since then some, but not all, of the information was submitted as indicated by notes on the attached copy of the timeline. • While progess has been made the missed deadlines indicate that the proposed June meeting of the PAC will not occur on schedule, and that preparation of the draft EIS may be delayed by 60 to 90 days or longer. Recommendation: I recommend that the Council receive this report. No action is necessary. Mike Caron of Tiller Corporation and staff will be available to answer questions. Tiller was to complete all EIS information including the traffic analysis and reclamation plans by March 4. I checked with Anne Hurlburt today, Apri14 and Tiller has yet to complete this information. As a concerned Scandia citizen and a member of Take Action Conserve Our Scandia l am frustrated by Tiller's lack of response to the Scandia Council and to the citizens. The Council unanimously approved the time line and Tiller has ignored the Council's request. This project has dragged on far too long. At the Dec 7 meeting the citizens were told to be "fair" to Tiller and let them finish the EIS. How much "fairness" does Tiller get? What is Tiller waiting for? When will this end?
