Action Requested: Receive a report from the Park and Recreation Committee about the
design of the Lilleskogen Park parking lot, and authorize them to seek
donors or grants for its construction.
Deadline/ Timeline: N/A
Background: • The Park and Recreation Committee has been working on
implementing the Lilleskogen Park Master Plan since it was
completed in March of 2008.
• In March of 2011, the City Council authorized SRF Consulting
Group, Inc. to prepare plans for the parking lot. The plans (2
alternative designs, with alternate price estimates for permeable
pavers) have been completed. The Committee reviewed the plans
at their June 6 meeting, and recommended the "Loop Drive
Concept,"which is consistent with the original park plan. It is felt
that this design will be more convenient for drop-offs,particularly
since school groups are eventually expected to make use of the
park.
• The Committee has found the parking lot to be a vital piece of the
project as it will determine the location of many of the other
elements and will make the park accessible to the community.
Fundraising efforts have been hampered by the lack of a detailed,
updated cost estimates and engineering plans for the parking lot.
Recommendation: Now that the parking lot design is complete,the Committee asks that
the Council:
1. concur with the Park and Recreation Committee's preference
for the "Loop Drive Concept;"
2. authorize staff to contact the Watershed District (CMSCWD)
and the Washington Conservation District to determine their
interest in participating in the project, particularly the alternate
pavement material and any other water-quality related
elements; and
3. authorize the Park and Recreation Committee to approach
individuals and community groups, and to apply for grants as
