Deadline/ Timeline: N/A Background: • At the May 10 work session, the Council discussed the project included in the 2011 budget to replace flooring in the common areas of the Community Center. The floors are original to the building and showing significant wear. The Council requested that the staff look into refinishing the floor and replacing worn tiles. • Several companies that refinish and restore vinyl composite tile (VCT) and ceramic tile (CT) flooring for evaluation of the floors and estimates for restoration. We received the following quotes: CLEAN Construdion Deep Clean and Building Room: Inc. There are no floor tiles left from the initial installation, so new tile would be required. • All three companies furnished estimates for restoring ceramic tiles in the bathrooms and other areas. The tiles in the main restrooms, in particular, always look dirty and have developed significant odors that are not addressed by normal cleaning. Restoration of the tile and grout and subsequent sealing could significantly improve these areas. • CLEAN Construction & Building Services was the only contractor that performed a test on the Hall floor to determine how much stripping would be required. Based on their test, they found that 2 strippings would be needed. The Deep Clean, Inc. quote also assumed that 2 strippings would be required. • In their test, CLEAN demonstrated the two options for refinishing the floor; a gloss finish, or a matte finish. They indicated that the matte finish might show fewer of the imperfections that cannot be removed by refinishing. • All three contractors recommended that professional stripping be repeated every several years to prevent the current conditions from coming back. They noted that restoration will not remove all of the damage done over the years, or address some of the tile that should be replaced (such as near the Hall doors) or is deteriorating more rapidly (the Heritage Room.) • Sigstad's Flooring of Forest Lake was contacted to obtain planning-level estimates for replacing flooring. They visited the facility, and suggested that the city could use the following estimates for the cost of replacement flooring: VCT $2 / sq. ft., installed Carpet $1 to $2/ sq. ft., plus installation ($0.65 sq ft) (depending on whether olefin or nylon is chosen) • Sigstad's recommended that the city consider replacing the floor in the main Hall, foyer/hallway and Heritage Room with commercial carpeting, based on what they have furnished in similar facilities. New olefin commercial carpets do not stain and would be less costly than VCT. Recommendations: The Council should give direction on whether you wish to proceed with restoration, replacement or no action at this time on any or all of the floors in the Community Center. Based on the test by CLEAN it appears that the appearance of the existing Hall floor could be significantly improved through restoration. Staff would not recommend choosing Marblelife as they might not remove all of the old finish with only one stripping treatment, and the results may not be as good. Page 2 of 3 06/14/11 The Council should compare the cost of restoring the 25+ year old floor with the cost of replacement. It would cost between $0.50 and $0.75 per sq ft to restore the VCT floors, close to half the cost of a new olefin carpet floor. The Council could choose to address only the worst flooring conditions at this time. It is my opinion that the VCT in the main hallway(about 352 sq ft) should have first priority for replacement with either VCT or carpet.
