Background: • The RFP was issued in May. It was publicized on the city's
website, the League of Minnesota Cities website and was mailed
to 19 cleaning companies, including the current vendor
(Millbrandt Enterprises.)
• Three proposals were submitted, by Loiselle's Building
Maintenance (St. Croix Falls), Brothers Mfg (Grant) and
Milbrandt Enterprises (Scandia.) A chart summarizing the
proposals is attached.
Recommendation: The proposal from Loiselle's Building Maintenance is the most
favorable price and appears the most responsive to and consistent with
the RFP. I recommend that the Council direct staff to prepare an
agreement for approval at the July 19 Council meeting.

Request for Proposals (RFP) for
Community Center Janitorial Services
The City of Scandia is seeking proposals far janitorial services for the City's Community Center building
and seasonal services for its ice rink warming house building,both located at 14727 209'h St. N.
The Community Center includes the city's business offices(office hours 9:00 a.m.to Noon and 1:00 p.m.
to 4:00 p.m., Monday through Friday), meeting rooms (Board Room,Heritage Room), 4 restrooms (2-W,
2-M), hall (approximately 3,500 sq. ft.) commercial kitchen,bar area with sink, and a common foyer and
hallway area. The building is utilized by many community groups and events and is rented for private
parties including weddings. Page 4 of this proposal describes the tasks and the frequency of service
desired. Activities of the contractor will be required to be scheduled at times prior to or after office hours
and be coordinated with the building use schedule.
The warming house is open seasonally from December until March, depending upon weather conditions.
Services requested for this building include pre-season and post-season cleaning and weekly cleaning of
restrooms during the season (10 to 12 weeks depending upon weather conditions.)

Schedule. The City's intended schedule for contractor selection is set forth below; however, the City
reserves the right to modify this schedule by issuing an addendum to this RFP.

Proposal Submission:
Number and Descn�tion of Original/Copies: Mail or deliver one(1) original, and fifteen(15)copies of
the proposal to the City. All documents should be 8-1/2"x 1 l". Do not bind the original. The original
and the copies must be exactly the same.
Late Submission: Proposals received by the City after the response deadline will not be considered. The
respondent assumes the risk of the method of dispatch chosen. The City assumes no responsibility for
delays caused by the U.S. Postal Services,package delivery systems, mail delivery systems or weather.
Postmarking by the due date shall not substitute for actual proposal receipt. Proposals may be submitted
by fax or e-mail,provided that the paper original and copy are also delivered by the response deadline.
Release of Claims Liability and Preparation Expenses. Under no circumstances shall the City be
responsible for any proposal preparation expenses, submission costs, or any other expenses,costs or
damages, of whatever nature incurred as a result of the respondent's response to this RFP. Respondent
understands and agrees that it submits its proposal at its own risk and expense and releases the City from
any claim for damages or other liability arising out of the RFP and award process.
Duration of Res�ondent's Offer. The proposal constitutes an offer by the respondent that shall remain
open and irrevocable for a period of 90 days from the proposal due date.
Errors or Modifications. The City shall not be liable for any errors in the respondent's proposal. Except
during negotiations initiated by the City,no modifications to the proposal shall be accepted from the
respondent after the response deadline. Respondents are liable for all errors or omissions contained in
their proposals.
Reponses Subject to Public Disclosure. The City considers all information, documentation,and other
materials submitted in response to this solicitation to be of a non-confidential and/or non-proprietary
nature and therefore shall be subject to public disclosure under the Minnesota Government Data practices
Act(Minnesota Statute Chapter 13)after a contract is awarded. By submitting a proposal,the respondent
agrees to release the City from any liability resulting from the City's disclosure of such information.
SPECIFIC PROPOSAL CONTENTS
The proposal shall contain the following items:
1. Cover letter signed by an authorized representative of the respondent.
2. A description of the respondent's background and experience with similar work. Provide at
least three specific examples and references.
3. Identification and description of any subcontractors. The selected contractor shall be
responsible for the performance of any subcontractors and shall ensure that they abide by all
terms and conditions of the contract.
4. Provide a detailed cost estimate including the monthly contract price and list of tasks to be
performed. Any optional work tasks suggested by the contractor or tasks billed separately
from the monthly contract price should be indicated as such and prices included.
5. Provide a list of supplies,products and equipment to be furnished by the respondent, and a list
of all supplies,products and equipment to be provided by the City of Scandia. The respondent
may assume that the City will supply consumable paper products(toilet paper and hand

towels) and soap products (hand soap and dishwasher detergents)but other supplies or
products (such as cleaning chemicals) or equipment(such as floor scrubbing machines or
vacuum cleaners) should be included on the list.
6. Provide a schedule for providing routine weekly cleaning services and describe how services
will be scheduled to meet requirements for cleaning after Community Center events.
7. Provide a certificate of insurance for general liability insurance coverage with limits of at least
$500,000.00 per occurrence and$1,500,000.00 annual aggregate. The successful contractor
will be required to provide a ceriificate naming the City of Scandia as additional insured.
8. Provide proof of Workers Compensation Insurance coverage required by Minnesota Law, or a
certification that the contractor is exempt, as applicable.
EVALUATION AND SELECTION CRITERIA
The City will evaluate all responses received by the deadline. An interview may be part of the evaluation
process. The City will evaluate the submitted proposals in four areas: qualifications and experience of
contractor, proposed monthly cost,proposed total cost(including optiona] tasks, supplies,equipment and
products to be provided by the City) and proposed service schedule.
The City will select a contractor that best understands the needs of the City, has demonstrated expertise
and success in completing similar contracts, and provides the required services at the most economical
price.
Issuance of this RFP does not compel the City to award a contract. The City reserves the right to reject
any or all proposals, wholly or in part; and to waive any technicalities, informalities or irregularities in
any proposal at its sole option and discretion. The City reserves the right to award a contract in whole or
in part, to re-solicit for proposals, or to temporarily or permanently abandon the procurement.
Selection of the contractor will be conditioned upon entering into a contract consistent with the terms,
conditions, specifications and requirements of this RFP and its attachments, any addenda issued by the
City pursuant to this RFP,all representations(including but not limited to,representations as to price,
specifications,performance and financial terms)made by the consultant in its proposal and during any
presentations to the City, and any mutually agreed upon written modifications to the terms, conditions,
specifications,and requirements to this RFP or to the proposal.
After selection of the contractor, all other respondents will be notified of the outcome of the RFP process
and that the selected proposal is public and available for review at the City, subject to the City's
information management policies and procedures.

This is a proposal for the contract request made by The City of Scandia for
janitorial services. This is the job I have been providing to the Township and
now the city of Scandia for the last 20 plus years. As far as references go,
anyone who has worked for the city can speak for me. I was hired by Deloris
Peterson to take over the duties of Sherman Grandberg who was unable to
maintain the floors at the original town hall. We have since had an addition
added to the building to become what it is now with the new kitchen, bath rooms
and heritage room.
My business is commercial cleaning for the community. I am self-employed and
downsized to a point of a retirement job. I carry liability insurance with Security
State Agency of Scandia - which should supply you with a copy if asked. JoAnn
Buse informed me that my insurance can be adjusted to meet your need if
necessary. Being self employed I do not have sub-contractors and do the work
myself. This also means I claim to be exempt from Workers Compensation
Insurance. Over the past year I have worked closely with Steve Thorp to adjust
the use of chemicals and supplies for the city. We have locked in on the
supplies so as I no longer need to provide any. We have a system established
that only needs to be monitored and I believe works just fine. I do own some of
the equipment necessary for the scrub and wax process so the city needs not to
purchase this equipment as long as I do the work.
In terms of scheduling the service I believe it will continue as it now is. I will
work with Brenda to keep informed of the calendar of events and respond to the
needs. I will pick-up the additional paid function work schedule as requested.
This work will be done by 10:00 am the following morning as required. I hope to
maintain a good working relationship with the security person at these paid
functions. I have provided an additional service for the city by supervising
community service for the F.L. Youth Bureau. This is a very good service that I
am willing to continue if you so choose.

Finally we come to the detailed cost estimate. Following your list of services we
have a breakdown as follows:

Unforeseen problems such as roof leak or sewer back-up).
*Monthly duties should include at least finrice dust mopping of hall, heritage room
and kitchen (subject to use). Plus wiping tables and chairs as needed.
