5.a)2) 6-17-14 Council MinutesJune 17, 2014 A regular meeting of the Scandia City Council was held on the above date. Mayor Simonson called the meeting to order at 7:00 p.m. Following the Pledge of Allegiance, roll call was taken. The following council members were present: Council members Dan Lee, Chris Ness, Jim Schneider, Sally Swanson and Mayor Randall Simonson. Staff present: City Administrator Kristina Handt, City Attorney Nick Vivian, City Engineer Ryan Goodman, Police Deputy Chris Majeski, Fire Chief Mike Hinz and Deputy Clerk Brenda Eklund. PUBLIC FORUM The Council recognized retiring firefighters Jim Finnegan and Kim Bakken for their years of service with the department. Mayor Simonson presented Finnegan with a Certificate of Appreciation for seventeen years of service with Scandia Fire and Rescue, where he served as Fire Chief from 2009 to 2013. Bakken was not present to accept her certificate for fifteen years of service. APPROVAL OF AGENDA Lee, seconded by Ness, moved to approve the agenda as presented. The motion carried 5-0. June 17, 2014 Scandia City Council Page 2 of 4 PARK AND RECREATION COMMITTEE Authorize Advertising and Interviewing of Dodge Ball Referees for Taco Daze Park and Recreation Committee Chair Greg Zauner reported that the Committee is recommending that four referees be hired to staff the Taco Daze Dodge Ball Tournament, as it has been difficult to rely on having enough volunteer referees for the annual event. The Committee has proposed the position pay $10 an hour, with expectations that the event would run from 10am to 4pm. The Committee voted to increase the registration fee by $5 to help offset this cost. Simonson, seconded by Swanson, moved to authorize staff to advertise and interview for Dodge Ball Tournament referees. The motion carried 5-0. BUILDING OFFICIAL The Council received the building inspection report from Building Official Chad Payment. Thirteen permits were issued in May. POLICE DEPARTMENT Police Deputy Chris Majeski reported on vandalism to the dala horse statue located at the bank entrance, a break-in at a cabin near the river, a stolen boat from the Vets Camp (recovered at the Big Marine Lake boat access without the motor), car break-ins, scam reports and a rise in the number of bear sightings. Deputy Majeski introduced Washington County Sergeant Lonnie Van Klei, who has been assigned to cover Scandia issues. FIRE DEPARTMENT Fire Chief Mike Hinz reported that the department responded to eleven rescue calls, one fire, and one dive call during May. Three new recruits are now active with the department. CITY ENGINEER City Engineer Ryan Goodman reported that Washington County has scheduled the Lofton Avenue pavement rehabilitation project to begin in early July, with completion by late July to early August. The soil boring results for Scandia streets are in and Goodman said that he will report on these at the July 2 work session. Council member Swanson asked how the Log House Landing site review is proceeding. Goodman stated that the Carnelian-Marine-St. Croix Watershed District is supportive of the improvement plan and this will also be discussed at the July 2 work session. CITY ATTORNEY City Attorney Nick Vivian reported that he has been working with Administrator Handt on various policies and procedures. DIRECTOR OF PUBLIC WORKS In Kieffer’s absence, Administrator Handt reported that the department has been tree trimming, mowing the roadsides and filling potholes. June 17, 2014 Scandia City Council Page 3 of 4 AUTHORIZATION FOR MEISTERS TO SELL BEER AT FAT CAT TRIATHLON, HAY LAKE PARK, JULY 12, 2014 Administrator Handt explained that Meister’s Bar & Grill has applied for an off-premises temporary liquor license to sell beer at Hay Lake Park during the Lion’s Fat Cat Triathlon event on July 12, 2014. State law allows a licensed on-sale business to sell alcohol at a community festival conducted on a facility owned by the city. Lee, seconded by Swanson, moved to authorize Meister’s Bar & Grill to sell beer at Hay Lake Park on July 12, 2014 as described in their application. The motion carried 5-0. ACCEPT DONATIONS FROM THE SCANDIA-MARINE LIONS FOR COMMUNITY CENTER HALL TABLES (RESOLUTION NO. 06-17-14-02) AND COMMUNITY CENTER HALL PROJECTOR (RESOLUTION NO. 06-17-14-03) Tom Triplett, Scandia-Marine Lions Club President, presented a $2,000 donation to the city to purchase replacement banquet tables for the Community Center hall. The donation will cover the purchase of 14 rectangular tables and 2 round tables. Triplett explained that the Club had set a 2014 contribution goal of $75,000, and will end up exceeding this. They anticipate that $90,000 will be donated this year to projects around the community, with approximately 20% of the funding going to civic projects. Simonson, seconded by Lee, moved to approve Resolution No. 06-17-14-02, Accepting Donation from the Scandia-Marine Lions Club for Community Center Tables. The motion carried 5-0. Administrator Handt explained that the Lions have donated $4,000 to purchase and install a ceiling mounted projector in the Community Center. Simonson, seconded by Lee, moved to approve Resolution No. 06-17-14-03, Accepting Donation from the Scandia-Marine Lions Club for a Community Center Projector. The motion carried 5-0. The Council thanked Mr. Triplett for the Lions’ generous contributions towards Community Center improvements. APPOINTMENT TO PLANNING COMMISSION Two applications to fill a vacancy on the Planning Commission were received and interviews were held prior to the Council meeting. The appointment will fill Sue Bies’s term, which ends February 1, 2018. Ness, seconded by Schneider, moved to appoint Travis Loeffler, subject to his acceptance, to fill the vacancy on the Planning Commission, with Mike White being appointed if Loeffler declines. The motion carried 5-0. June 17, 2014 Scandia City Council Page 4 of 4 RECONSIDERATION: STEP INCREASE, EGELKRAUT At the May 20 Council meeting, the Council voted 4-1 to not approve a step increase for Maintenance Worker Mike Egelkraut. Administrator Handt’s staff report explained that Robert’s Rules of Order allow for a reconsideration of a vote if a motion is made by a member who voted on the prevailing side to reconsider the vote. Simonson, seconded by Lee, moved to reconsider the vote to deny the step increase for Maintenance Worker Egelkraut. Roll call vote: Ness – yes; Swanson – yes; Schneider – no; Lee – yes; Simonson – yes. The motion carried 4-1. Simonson, seconded by Lee, moved to approve a step increase for Maintenance Worker Egelkraut effective June 11, 2014. Roll call vote: Swanson – yes; Schneider – no; Lee – yes; Ness – yes; Simonson – yes. The motion carried 4-1. ADJOURNEMENT Ness, seconded by Swanson, moved to adjourn the meeting.
