Deadline/Timeline: N/A Background: • Bonestroo has been Scandia's engineering firm since 1996. Paul Hornby has been the designated City Engineer since 2008. Paul has stepped down from Bonestroo to pursue another opportunity. • Bonestroo has proposed Ryan Goodman, PE to replace Paul Hornby as City Engineer. Ryan has been involved in almost all of Scandia's engineering work since 2005. Lee Mann, PE, would act as principal-in-charge. Resumes for both Ryan and Lee are attached. Both Mr. Goodman& Mr. Mann will be present at the August 16 meeting to answer any questions you may have. • Staff inet with the Bonestroo staff to discuss items they are working on for the City of Scandia, and how to ensure that the change in staff is as smooth as possible. Here is a list of issues and their status: ✓ 2011 Seal Coating Project: will be substantially complete within the next 2 weeks; Ryan Goodman was already in charge of field work on this project. ✓ Tii Gavo: final punch list for public improvements nearing completion; Ryan has been lead on this work. ✓ Mayberry drainage issue: engineering recommendations made, staff currently obtaining quotes. ✓ Bone Lake Fish Barrier project: waiting for final plans from watershed district; final review will be required, but preliminary review provided most needed information ✓ Subdivision regulations/engineering standards update: Paul completed his role in review of code; engineering standards are substantially complete ✓ City/Hilltop water connection: (see separate report for this agenda.) Another upcoming issue for which engineering assistance will be Page 1 of 2 08/11/11 required is development of the comprehensive street maintenance policy, as recommended by the Capital Improvements Committee. This has not begun but should wait until a new firm is in place, if the Council should decide to issue an RFP for engineering services. Some engineering services will also be necessary for implementation of the Uptown Wastewater System Master Plan. It would be logical to continue to use the services of Bolton& Menk for that project. Recommendation: Staffrecommends that Ryan Goodman, PE be appointed City Engineer. Mr. Paul Hornby of our firm has been Scandia's City Engineer since 2008. As we discussed last week, Mr. Hornby has decided to pursue an opportunity with another firm and is therefore stepping down from the position of City Engineer for Scandia. Goodman, PE Qualifications for City of Scandia — Municipal Engineering Services Mr. Goodman joined Bonestroo in 2000 as an intern and joined the firm as a Civil Engineer in 2001. For the past ten years, Ryan has helped design and implement new developments and rehabilitation improvements in Scandia, Forest Lake, Plymouth, Centerville, Franconia, Apple Valley, and Maple Grove. His experience includes preparing plans, writing specifications and feasibility studies, working on design requirements, issuing permits, preparing and overseeing budgets, supervising development projects, assisting with Capital Improvement Planning, overseeing construction, and preparing project schedules. � Ryan has served as the Assistant Ciry Engineer of Scandia and Forest Lake since 2005. He has also served as the Township Engineer for Franconia since 2009. Ryan also has extensive experience working with the residents and business owners of these communities to keep them informed of future impacts. He wrote specifications, prepared contracts, schedules, and CURRENT LICENSES agreements. This project involved working with the City Staff and Professional Engineer—MN Committees to determine the final project scope. PROFESSIONALORGANIZATIONS • FRANCONIA TOWNSHIP, MN - BLOOM LAKE IMPROVEMENTS American Society of Civil Ryan worked with the Township in developing and implementing Engineers(ASCE) a plan to use the letter of credit to finish the infrastructure American Public Works improvements for the foreclosed development. Not only did he Association(APWA) prepare plans, specifications, contracts, schedules, and agreements, he also oversaw construction to ensure everything was completed within the letter of credit amount. • FOREST LAKE, MN - TRUNK HIGHWAY 61 AND COUNTY STATE AID HIGHWAY 2 ROUNDABOUT PROJECT Ryan was involved early in discussions with City Staff, Local Businesses, Residents, Mn/DOT, and Washington County in developing the final project scope. Throughout construction Ryan served as the business liaison to keep all affected parties informed of project developments and resolving conflicts. • FOREST LAKE, MN - 2011 TRAIL CONNECTS PROJECT, DNR GRANT #CO23-09-36 Ryan prepared plans, specifications and permitting for this �Bonestroo , � . project, wrote specifications, and prepared contracts, schedules, and agreements. This project required working close with the DNR, Mn/DOT, Washington County, and City Staff. The project had a demanding schedule which had to be met in order for the City to receive their full grant. Project was successful by being completed before the completion date, under budget, and receiving 100% of the grant amount. • FOREST LAKE, MN - 206TH STREET AND FENSTON AVENUE IMPROVEMENTS Ryan conducted the City meetings for this industrial park development. He prepared and gave presentations, answered questions, and prepared the plans and specifications for the development. • FOREST LAKE, MN - FOREST HILLS FARM FIRST ADDITION As project manager, Ryan was involved in early discussions with the City and the developer to determine the project scope and compliance with City standards. Ryan also prepared the plans and specifications for the project. This project was a single-family home development that included street utility improvements. • FRANCONIA, MN - 260TH STREET PAVING PRO]ECT Ryan was involved in early discussions with the Township to determine the project scope. Ryan also prepared the plans and specifications for the project. This project was a street improvement consisting of sub-grade repairs, storm sewer installation, concrete curb and gutter, and paving of 3.3 miles of roadway, striping, and signage. • FOREST LAKE, MN - SANITARY LIFT STATION IMPROVEMENTS Ryan was the senior construction manager for these lift station improvements. The project included design and construction of the lift station improvements as well as forcemain modifications. • PLYMOUTH, MN - COUNTY ROAD 6/61 RAVINE STABILIZATION (MEDICINE LAKE IMPROVEMENT) Ryan served as design engineer. The project repaired the drainage way by re-grading the eroded channel, installing three flow-control weirs which slowed down flows and allowed the use of live willow stakes and plantings to stabilize the channel slopes rather then riprap. Water quality ponding, which provides additional holding capacity, was also constructed concurrently with the drainage way repair to increase the water quality benefits of the projed. • FOREST LAKE, MN - 2007 WATER DISTRIBUTION SYSTEM IMPROVEMENTS Ryan prepared plans and specifications and permitting for this project, wrote specifications, and prepared contracts, schedules, and agreements. This project involved working with the Public Works Department to determine problem areas and water main breaks. After problem areas were identified, Bonestroo managed the water main improvements. �Bonestroo PRINCIPLE-IN-CHARGE Lee M. Mann, PE Qualifications for City of Scandia - Municipal Engineering Services Mr. Mann joined Bonestroo in 1994 and currently serves as Bonestroo's Government Division Leader. In this capacity, Lee is responsible for leading and supporting our employees in providing excellent service for our municipal and agency clients. Lee served as the Director of Public Works/City Engineer for Farmington, MN from 1997 thru 2007. As director, his duties included managing the City's public works system, supervising maintenance and engineering staff; reviewing developments, addressing resident concerns, presenting projects to the City Council, and coordinating multi-party interactions. Having worked in a number of capacities for a variety of communities, Lee has a solid background in municipal street and utility, transportation and storm water management projects. His project management experience includes report preparation, agency coordination, permitting, critical path planning and comprehensive plan implementation. Trunk sanitary sewer, storm sewer and pond Ciry Engineers Association of improvements installed for this project were necessary to Minnesota(CEAM) facilitate future improvements throughout Farmington's downtown area. - FARMINGTON, MN - ASH STREET RECONSTRUCTION & UTILITY IMPROVEMENTS The City of Farmington, Castle Rock Township and Dakota County partnered to reconstruct a section of County Road 74 (Ash Street)through Farmington and the Township. New sanitary sewer that was installed provided service connections and facilitated elimination of failing septic systems in the area. In addition to the street reconstruction from a rural section to a widened section with curb and gutter, trunk water main, storm sewer and regional pond improvements #Bonestroo , . completed critical regional facilities. FARMINGTON, MN - ELM STREET (CSAH 50) UTILITY AND STREET RECONSTRUCTION The City of Farmington and Dakota County worked together to reconstruct eight blocks of an arterial street through the Farmington central business district. Improvements included sanitary sewer and water main, storm sewer, street reconstruction, new sidewalk and streetscape. - FARMINGTON, MN - FLAGSTAFF AVENUE UTILITY AND STREET IMPROVEMENTS The Flagstaff Avenue utility and street improvements were developed to support the construction of a new high school on a 110-acre site on the westerly edge of Farmington. The project involved significant land acquisition, preparation of an EAW and coordination with the Metropolitan Council in providing a trunk sanitary sewer interceptor between Farmington and Lakeville. FARMINGTON, MN - 195T" STREET (CR 64) EXTENSION TO TH3 AND TH3 ROUNDABOUT This multi-agency project provided an important county east- west transportation corridor link through Farmington to TN3. Improvements included a 650-foot bridge over a railroad and DNR protected waterway with a roundabout at the intersection of CR 64 and TH3. • As client service manager on these projects, Lee was responsible for overall supervision of delivery of report preparation, plans, specifications and construction. - FARMINGTON, MN - 2ND STREET/SPRUCE STREET RECONSTRUCTION Reconstruction of 2nd Street and Spruce Street and utilities supporting the construction of the new City Hall. - FARMINGTON, MN - FOURTH STREET STORM SEWER EXTENSION Trunk storm sewer extension from south of Elm Street to north of Walnut Street. Continuation of storm sewer installed for Main Street project. Included an extension of a water main and street improvements. FARMINGTON, MN - 5TH STREET TRUNK SANITARY SEWER EXTENSION Trunk sanitary sewer extension from south of Elm Street to north of Walnut Street. Continuation of sanitary sewer installed for Main Street project. Included an extension of a water main and street improvements. FARMINGTON, MN - WALNUT STREET RECONSTRUCTION Reconstruction of Walnut Street from 4th Street to TH 3 including side streets.
