Action Requested: Consider requesting an engineering feasibility report on the possible
interconnection of the City water system and the private Hilltop water
system.

Background: • The City of Scandia currently supplies water to the Community
Center, Warming House, Gammelgarden Museum and Elim
Church and its former parsonage, via the well located within the
Warming House. The city's system is classified by the Health
Dept. as a"nontransient noncommunity"public water supply.
• The Hilltop Water Company is a private community waters system
serving 26 homes and businesses in the Village area of Scandia.
Their well is on the old "water tower barn"property located on
Olinda Lane.
• The Health Department has made recommendations to the owners
of both systems that they look for a possible connection to another
water source that could be accessed in case of emergencies.
• The Hilltop Water Company informally approached the city last
year to see if there was interest in exploring a connection between
the two water systems. More recently,that request was renewed.
• Staff obtained an estimate from the City Engineer for preparation
of a feasibility study, a copy of which was supplied to Hilltop.
They have responded,through Greg Benson,that they will be
willing to participate in the study and contribute half(up to
$1,500)of the estimated $2,970 cost.
Recommendation: The Council should decide whether or not to participate in the
feasibility study to determine whether the two water systems could be
connected.

Dear Ms. Huriburt:
The City of Scandia has requested we prepare an estimate of fees to interconnect the City water
system and the private Hilitop water systems as an effort to provide some redundancy for each
system.
The Hilltop water system serves approximately 23 units with indiv(dual or combined services, and
a population of about 45 people. The Hilltop Water Company has requested the City consider an
interconnection between the City and Hilltop water systems to provide back-up supply for each
system.
We propose to pertorm the foliowing tasks as preliminary investigation before interconnection of
the system occurs.
1. Perform a site review of both water systems to document existing facilities— buildings,
pumps, controls, equipment.
2. PerForm a review of current regulations and permitting requirements for connection of
the two water systems.
3. Review system pressure zones and operation conditions for compatibility for
interconnection of the systems.
4. Prepare a letter summary report with estimated costs to connect the two water systems.
We propose to perform Items 1 —4 above on an hourly basis not to exceed $2,970, including
expenses for on site facilities review.
