• 14 Exterior Storage violations, 16 potentially dangerous dog ordinance violations and 9
miscellaneous cases.
New cases: 4 for the month of July.
PUBLIC WORKS
EQUIPMENT:
• The rotary mower was delivered replacing the old rotary mower that had guards that were
missing or not functioning properly. The rotary mower is used on the boom mower for cutting
small trees and brush along the roadway.
STREETS:
• Patching has been almost entirely completed. Road patches have occurred on 205�h' Oxboro
Ave and on Oakhill Rd. There have been 5 or 6 major patches done where the road was
extremely deteriorated.
• An erosion problem at Goose Lake landing will be addressed again this fall. Last year we
added rip rap in several places on the landing to attempt slowing the flow of water down
before it gets to the lake. This year we will be cleaning out some sediment and try to redirect
the drainage better to alleviate the problem.
• A similar erosion problem is occurring down on Log House landing right at the river. We will
be attempting to stabilize the landing with a better base material so vehicles won't degrade the
surface.
• A note was left at the door of the residence on 208th St regarding their boulder in the ROW. I
spoke with the homeowner and informed her that it needed to be moved and gave a deadline of
September 1, 2011.
• Ditch mowing was completed with over 100 equipment hours being logged on the John Deere
hour meter. One more mowing will take place along with brush cutting to help visibility and
stop the `snow fence' effect or drifting from the tall weeds.
• Old Marine Tr guardrail at Oxboro Ave is slated to be reset as the posts have moved too far off
the roadway. Frontier Communications has a wire that must be moved prior to resetting the
posts.
• Chloride treatment was added to 237t"to add stability to the road as well as cut down the dust.
I have received no complaints about the gravel and have informed residents of the area that the
long term fix will be discussed.
SAFETY:
• Weekly meetings as well as monthly Safety committee meetings to attain OSHA compliance.
• The mock OSHA inspection performed by Safe Assure came back with very minor corrections
that have since been taken care of. We feel pretty confident that we are OSHA compliant for
Public Works.
SEWER/WATER:
• The well near the old Maintenance building has been completely abandoned. This was
required because of the Community Center well has requirements imposed by the Dept. of
Health. The next step that must be taken is the elimination of 2-3 fuel tanks buried by the
building. The Wellhead Protection Program from the Dept. of Health requires us to eliminate
any possible ground water contaminants within 200' of the well.
• There have been 3 residential septic pumps that have needed service on the 201 systems by
Big Marine Lake that I am aware of this year. The maintenance of the system is contracted to
Washington County so there could possibly be other failing pumps. Approximately 100
pumps were installed in 1986 to service the homes and a trend may be starting after 25 years of
service.
• I became aware of a system that is on City property off of Lofton Court and spoke with Pete
Ganzell of Washington County and he said that it is a private system on City property. I have
very limited information of this system at this time and will continue to investigate.
• The property owner of 18180 Olinda Tr is in the process of rebuilding. He has done boundary
delineation and found that the driveway on his north side is not owned by the City. It was my
impression that the City owned this for access to the Anderson-Dahlgren 201 system as the
access from the lake side is very limited due to terrain. At a minimum the City should have a
useable easement to the system which may or may not be in place, further investigation will be
occurring.
BUILDINGS:
• The Community Center roof will be repaired soon,the contractor has it scheduled but has run
into weather related delays.
• The Warming house has a window that was chipped; the replacement sash is in and will be
installed soon.
PARKS/PARK MAINTENANCE:
• The outfield fence was repaired on the South ballpark after a tree fell on it.
• Playground inspections are ongoing as required by our insurance provider. We have had no
issues with equipment however the skate park ramps will be inspected thoroughly at the end of
the season and they do take a lot of abuse. Greg has tried to keep the ball fields in top shape
with all of the rain this year.
COMMUNITY DEVELOPMENT
PLANNING/ZONING:
• Tii Gavo is nearing completion.
ENGINEERING:
• A Sign Retroreflectivity draft resolution should be coming soon from the League of Minnesota
Cities. The policy must be in place by January 22, 2012 and one of the first recommendations
was to inventory all of the signs within the City. Preliminary estimates are about 800 signs
within the City boundary. A budget has been recommended within the Public Works
Department for$5000 to replace about 100 signs in 2012.
DAILY ACTIVITIES
• Building and Zoning inspections;
• Coordinating projects for Public Works and filling in as needed (tree trimming after high
winds,patching roads);
• Review of permits for the excavation into the ROW by Utility companies.
• Resident interaction including phone calls, emails and in person regarding zoning, planning
and building issues as well as calls regarding street maintenance;
• Continuing education to maintain certifications for Wetland Conservation Act, Building
Official, Water Operator, MPCA Septic certification and other licenses that July be required;
• Training for the implementation of the sign reflectivity requirements ongoing;
• Safety training per the League of MN Cities Insurance Trust.
