Action Requested: Consider the recommendation of the Park and Recreation Committee
to designate "no parking" on one side of 205`}' Street, from the
railroad tracks to the Copas boat launch (also known as the Log House
Landing) on the St. Croix River(approximately 1,000 feet.)
Deadline/Timeline: N/A
Background: • The Committee identified issues with the boat launch, including
the large amount of use it receives at certain times and the
accompanying problems with congested parking on 205`�' Street
(which is a narrow gravel road) and on surrounding streets in the
neighborhood. There is also a concern that there is no policing for
removal of zebra mussels, like there is at some other locations on
the river.
• One option discussed was to limit use of the boat launch to
Scandia residents only, by use of a permit system. This would
require a new ordinance. The committee is not recommending a
permit system at this time. Not enough data is available regarding
use by non-residents and whether this would solve the perceived
problems.
• Committee member Mike White presented his suggestion of
limiting use of the boat launch to Scandia residents to the
Carnelian-Marine-St. Croix Watershed District. They responded
that they do not support such a limitation(see attached letter.)
• The Committee has recommended "no-parking"on one side of the
road as this would decrease use by limiting parking, and solve a
safety concern by making sure that emergency vehicles have
access to the launch area.
Recommendation: I recommend that the Council consider the recommendation, and
adopt the draft resolution if desired.
The Committee did not discuss which side of the road should be
designated "no-parking." The draft resolution specifies that parking

would be eliminated from the south side of the road. To the south of
the road is Gilbertson's Creek, a designated trout stream. There are a
few spots on the south side where erosion has occurred, so this would
keep vehicles off that area.
While the Committee's motion stated from the railroad tracks to the
boat launch, staff recommends that the Council consider including the
section of 205�'between Quinnell Avenue and the railroad tracks in
the no-parking designation. This section has no more room for
parking than the rest of the road and congestion on this section could
also create a problem for emergency vehicles.

APPROVING NO PARKING SIGNS ON THE SOUTH SIDE OF 205TH STREET NORTH
FROM THE SOO LINE RAILROAD TRACKS
TO THE COPAS/I,OG HOUSE LANDING

WHEREAS, 205`h Street North is a public roadway extending from Quinnell Avenue N.
easterly to the boat launch on the St. Croix River known as the "Copas Landing" and/or the "Log
House Landing"; and
WHEREAS, this gravel roadway varies in width from fourteen feet to nineteen feet,
crossing the Soo Line Railroad tracks; and
WHEREAS, the roadway is closely bordered by wooded land and a designated trout
stream on the south side of the roadway;
WHEREA5, cars parking on bath sides of this roadway or its shoulder creates
congestion and a possible obstruction to emergency vehicles that may need to access the boat
launch and the river; and
WHEREAS, the Scandia Park and Recreation Committee has recommended that one
side of the street be designated as a no-parking zone;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SCANDIA, WA5HINGTON COUNTY, MINNESOTA, that the south side of
205th Street North shall be posted with "No Parking" signs from the Soo Line Railroad tracks to
the boat la�nch parking area:

Re: Log House Landing
Dear Mr. White:
At your request, the Board of Managers discussed your proposal to limit access for boat
launching at Log House Landing to Scandia residents only. The Board wants me to
express to the Parks Committee and the City of Scandia its desire to wark with them to
achieve water quality improvements throughout the City. However, it does not support
limiting access at this landing to Scandia residents only as an effective way to achieve
this goal on the St. Croix River.
