Deadline/Timeline: N/A Background: • The City of Scandia currently supplies water to the Community Center, Warming House, Gammelgarden Museum and Elim Church and its former parsonage, via the well located within the Warming House. The city's system is classified by the Health Dept. as a"nontransient noncommunity"public water supply. • The Hilltop Water Company is a private community waters system serving 26 homes and businesses in the Village area of Scandia. Their well is on the old "water tower barn"property located on Olinda Lane. • The Health Department has made recommendations to the owners of both systems that they look for a possible connection to another water source that could be accessed in case of emergencies. • The Hilltop Water Company approached the city last year to see if there was interest in exploring a connection between the two water systems. • At the August 16, 2011 meeting, the City Council authorized the City Engineer to prepare a feasibility report. The Hilltop Water Company agreed to contribute half(up to $1,500) of the estimated $2,970 cost. • A copy of the report has been provided to Hilltop's representative. Background 7he City of Scandia operates a small water system, often referred to as the Uptown Well system,which supplies water to the City offices/community center,ice rink warming house, Elim Lutheran Church, and Gammelgarden.Throughout this letter,the City operated water system will be referred to as the City water system. The City water system is supplied by a single 400 foot deep groundwater well.The 70 gallon per minute {gpm)well pump was installed when the well was drilled in 1996. Four 119 gallon pressure tanks provide pressure to the water system when the well is off and provide water storage.The water system provides water system pressures of approximately 45—70 pounds per square inch (psi)to the water system as measured at the warming house mechanical room. The Hilltop Water Company is a private water system which serves roughly 25 homes and businesses in the village center.The Hilkop water system well is approximately 275 feet deep and was constructed in 1972. The well pump is assumed to have a design capacity of approximately 50 gpm and two 82 gallon pressure tanks provide water storage. Ground elevations in the Hilltop water system are approximately 40 feet above the City of Scandia facilities.The water system is set to maintain water system pressures between 40—60 psi. Regulation Both the City water system and Hilftop Water Company are regulated Class E public water systems.The City water system is classified as a non-transient, non-community water system.The Hilltop Water Company is a non-transient,communiry water system.The d'rfference between community and non-community is the lack of primary residences on the City water system.A Class E water system in the State of Minnesota is any system comprised of a groundwater source with no treatment other than treatment devices not used for compliance with federal law. According to the Minnesota Depariment of Health (MDH), if an emergency interconnection is installed; current system requirements will not change.The MDH recommends all community water systems have a redundant water supply. Water System Emergency Connection A small interconnection between two near points of the two water systems would physically connect the water systems. However,the benefits of a small diameter connection would be limited. The City water system supplies water to the Elim Lutheran Church through a copper pipe assumed to be 1%z inch diameter.The Hilltop Water Company supplies businesses and residence across Oakhill Road from the church.Although a connection at this location would be the least costly connection, but it would provide a very limited capacity between the water systems due to hydraulic losses and would not supply the needs of either water system. The recommended emergency interconnection between the City and Hilltop water systems includes an approximately 4-inch water main directly between the two wells.A three or four inch water main would be required for the City well to pump to the Hilltop water system.A supply of 50 gpm could be provided across the interconnection while maintaining normal water system pressures.An interconnection would likely be directional drilled aiong Olinda Trail to connect to the warming house mechanical room and Hilltop water system vault.The recommended interconnection is estimated to cost approximately$70,000 which includes a 10%contingency. Summary A 4-inch emergency interconnection between the City and Hilltop water systems would provide a sufficieM backup water supply for both water systems.An interconnection would meet the MDH recommendation for backup water supply for the Hilltop Water Company and would not change existing system requirements of either water system.
