Action Requested: Discuss the proposed 2% adjustments to employee pay rates included
in the draft 2012 Budget.
Deadline/Timeline: This is the last Council meeting scheduled prior to the December 20
meeting, at which the 2012 tax levy and budget are scheduled to be
adopted.
Background: • At the November 15 Council meeting, Council member Swanson
requested further discussion on this issue.
• There are been no general wage adjustments since 2009. Since the
last adjustment, the consumer price index has increased by
approximately 7.23% (Jan. 2009 [211.143] to Nov 2011[226.421],
CPI-U, U.S. Department of Labor)
• Detailed infortnation on the proposed adjustments presented to the
Council in September, including survey data from the Minnesota
League of Cities, is attached.
• If the wage adjustments remain in the budget, the typical next step
would be to bring a resolution setting 2012 pay rates to the
December 20, 2011 meeting for Council approval.
Recommendation: I recommend that the Council discuss the proposed 2012 pay rates and
give direction for any changes that need to be made for the final
budget.

Re: Proposed 2012 Pay Rate Adjustments
At the August 30 special meeting,the Council asked staffto estimate the budget impact of a 2%"cost
of living"adjustment to employee pay rates for 2012.
The attached chart shows the 2011 rates and what they would be after a 2%adjushnent in 2012. The
total annual cost for adjusting the pay rates of the regular,part and full-time positions(the top half of
the chart)would be approximately$5,475, including the increases in PERA,FICA&Medicare
employer contriburions.
For the temporary/seasonal positions(the bottom half of the chart)the total annual cost of the
recommended adjusiments would be approximately$420.
I recommend not adjusting certain rates. For example,there is no need to adjust the pay for the
temporary/seasonal ice rink attendants. We get plenty of student applicants for these jobs which pay
minimum wage,plus$0.25 per hour for each yeaz of previous experience. Our pay for election judges
is comparable to what other cities pay. We only occasionally use the community center attendant and
cleaner. These flat rates,which we pay per event,not per hour,should continue to be adequate.

During the budget review process,Council members may have questions on how the city of Scandia's
staffing level,pay and benefits compare to those of other cities. Staff has collected the attached
information from the League of Minnesota Cities' Salary and Benefit Survey. If you would like to
see additional data or sorts please let me lrnow. I can provide you with additional reports and/or
furnish you with the password to access the system online.

Salary data is not available for many part-time positions used by Scandia as they are either not
reported(such as our ice rink attendants)or there are few or no comparable positions(we have not
been able to find positions to compare with our Treasurer position, for example.)
Scandia is also unusual in that we have a combined Building OfficiaU Maintenance Supervisor
position. Therefore,we have used the survey for Building Official and for Public Works
Superintendent(the survey title most closely matching the duties of our position) for comparison
Putposes.

The salary for the Building OfficiaU Maintenance Supervisor and the pay rates for the Maintenance
Workers were reviewed and adjusted to the market in June of 2010. At that time,pay steps were set
for the maintenance workers based on years of service. The draft 2012 budget will assume that one
Maintenance Worker will advance from step 1 to step 2 before January of 2012 (eligible 9/13/11)and
the other Maintenance Worker will advance from step 3 to step 4 when eligible in June of 2012.)
The other pay rates have not been changed since January of 2009. One issue of concern is whether
the City will remain in compliance with state pay equity law when the next report is due in 2012. The
female Deputy Clerk and Treasurer positions,for example,rates appro�cimately the same as the male
Maintenance Worker position but aze paid less,and no pay steps have been set.
