Deadline/Timeline: Study would start in January, 2012 and be complete within 60 days. Background: • At the December 13 meeting the Council requested that the City Engineer prepare a scope of services for a study of whether the drainfield/treatment capacity can be expanded within the existing site. • The cost of the project would not exceed $4,000. Funds are available within the 201 Sewer Fund to pay for the study. Recommendation: The Council should authorize the engineer to proceed. Our team of licensed Engineers and Specialists has the experience and qualifications to complete a study for the Anderson/Erickson Wastewater System's existing drainfield sfte that will provide written recommendations to the City Council of what improvements can be made to the existing drainfield site to increase capacity. The Anderson/Erickson Wastewater is an important system that provides wastewater collection and treatment for the homes along the east side of Big Marine Lake and Norell Avenue. Our proposed scope of work to complete a study of the existing drainfield site will be organized into three project tasks. We have organized our tasks into the following phases: review of existing collection and treatment system, recommendations for drainfield expansion, and provide financial cost of recommended improvements. SCOPE OF SERVICES TASK 1 -COLLECTION AND TREATMENT SYSTEM REVIEW • A site visit will be conducted with the City and Washington County to physically walk the drainfield site, complete hand-auger soil borings in the residual treatment area,and verify the treatment system site conditions. • A review of the current operations, maintenance practices,and records managemerns will be conducted. • Upon the system review we will provide comment on operational procedures and relatively simple system repairs/upgrades that would improve the system performance and extend the drainfield's life. . Also upon review of the system and soil conditions in the residual treatment area,we will make recommendations for soil treatment system expansion or pretreatment options that would allow additional connections to the system over the defined service area. TASK 2- DRAINFILED EXPANSION RECOMMENDATIONS • We will provide recommendations on expanding the existing drainfield and/or adding pretreatment to serve all properties in the desired area to be defined by the City. PROJECT SCHEDULE If authorized by the City,we could begin the project in January of 2012 and complete it within 60 days. If seasonal limitations such as frozen ground,very deep snow or excessively cold weather interfere with accurate field work, it may be necessary to delay certain tasks until spring. PROJECT DELIVERABLES • 10 printed copies of the final master document of the Anderson/Erickson drainfield. • An electronic(PDF) copy of the final master document.
