9.b) Staff Report-Prelim Work at Log House Landing
Staff Report
Date of Meeting: July 15, 2014
To: City Council
From: Kristina Handt, City Administrator
Re: Log House Landing Preliminary Work
Background:
At the July work session the Council gave staff the direction to move ahead and gather preliminary survey
and tree information for the proposed improvements at Log House Landing consistent with the concept
plan included in the State Road Account Program grant.
Issue:
Should the City approve $12,220 to complete preliminary survey work related to the Log House Landing
Improvements as described in the Engineer’s letter of July 10, 2014?
Proposal:
A copy of the cost estimate from Bolton and Menk is included in your packet. It includes preliminary
survey, layout and property research work.
Fiscal Impact:
The estimated cost of the prelim work is $12,220. Staff will request a 50% cost share from the Carnelian
Marine St. Croix Watershed District as previously directed.
The funds could come from the Capital Improvement Fund (CIF) where $20,000 was allocated for Log
House Landing this year.
Alternatively, the funds could come from the general engineering budget in the Public Works Dept
operation budget. The budget for the year is $32,500 and year to date expenses are approximately
$15,800. Additional expenses are expected following the seal coat project but staff estimates there will
still be adequate funds for Log House Landing prelim work in this budget. There are funds available
because staff budgeted for more work on the “P” roads than Council authorized. At this time, staff would
recommend utilizing the CIF for construction related expenses or more finalized engineering costs.
Options:
1) Approve $12, 220 for prelim work at Log House Landing from the general fund
2) Approve $12,220 for prelim work at Log House Landing from the Capital Improvement Fund
3) Approve some other amount of work at Log House Landing
4) Do not approve work at Log House Landing
Recommendation:
Option 1.
