Action Requested: Approve position descriptions for the following positions:
- Volunteer Probationary Firefighter
- Volunteer Fire Engineer
Deadline/Timeline: N/A
Background: • One of the tasks given to the Committee reviewing Fire
Department governance documents was to review and recommend
updated position descriptions for all Fire Department jobs.
• Job Descriptions for most positions were approved by the City
Council in May of 2009. The Probationary Firefighter and Fire
Engineer descriptions are the only two positions that still need
updated job descriptions.
• The Committee met on January 27, 2010 and recommended
approval.
Recommendation: I recommend that the Council approve the position descriptions.

Volunteer Probationary Firefighter
Position Description
GENERAL REQUIREMENTS
Protects life and property by performing fire fighting, emergency aid, hazardous
materials, and fire prevention duties. Maintains fire equipment, apparatus, and facilities.
Firefighters have the responsibility for the protection of life and property from the
hazards of fire or other hazardous environments.
SUPERVISION RECEIVED:
Works under the supervision of the Fire Chief, Assistant Fire Chiefs, Captains or Senior
Firefighter.
SUPERVISION EXERCISED
None.
ESSENTIAL EMERGENCY RESPONSE DUTIES AND RESPONSIBILITIES
• Performs firefighting activities including, laying hose, and perForming fire combat,
containment and extinguishment tasks as instructed by an officer, (examples are
structure, vehicle, wild land grass/bush, and woodland firefighting).
• Performs emergency medical aid activities including administering BLS level first aid,
CPR and providing other assistance as required, if trained for this task.
• Responds to fire alarms and extinguishes or controls fires as a member of a team
under the supervision of an officer, if trained for this task.
• PerForms salvage operations such as throwing salvage covers, sweeping water, and
removing debris, if trained for this task.
• Performs overhaul operations such as sheet rock removal, ceiling panel removal,
flooring removal, and removal of materials from structure, if trained for this task.
• Selects, drags, lifts and carries hose and nozzle depending on the type of fire, and
correctly applies a stream of water or chemicals onto the fire, if trained for this task.
• Positions and climbs ladders to gain access to upper levels of buildings or assist
individuals from burning structure, if trained for this task.
• Creates openings in buildings for ventilation or entrance using appropriate and
available manual and power tools, if trained for this task.
• Protects property from smoke and water damage using positive pressure ventilation,
salvage covers, smoke ejectors, and deodorants, if trained for this task.
• Wears appropriate protective clothing and equipment, including self-contained
breathing apparatus, if trained for this task.
, • Performs extrication, disentanglement, and patient removal operations, such as
vehicle extrication, equipment extrication, and farm machinery extrication, if trained
for this task.
• Communicates via two-way communications systems, if trained for this task.

PERIPHERAL STAFF DUTIES
• Participates in fire drills, attends classes in firefighting, emergency medical,
hazardous materials, and related subjects.
• Attends regular and assigned training sessions to maintain and upgrade firefighting
skills.
• Participates in the inspection of buildings, dry hydrants, and other structures in fire
prevention programs, if trained for this task.
� Maintains fire equipment, apparatus and facilities, if trained for this task.
• PerForms minor repairs to departmental equipment, if trained for this task.
• Performs general maintenance work in the upkeep of fire facilities and equipment;
cleans and washes walls and floors; cares for grounds around station; makes minor
repairs; washes, hangs and dries hose; washes, cleans, polishes, maintains and
tests apparatus and equipment, if trained for these task.
• Presents programs to the community on safety and fire prevention topics, if trained
for this task.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
• Graduation from high school or GED equivalent.
• No specific work experience level required.
KNOWLEDGE. SKILLS & ABILITIES
• Ability to successfully learn the operation of the listed tools and equipment.
• Ability to learn to apply standard firefighting, emergency BLS aid, hazardous
materials, and fire prevention techniques.
• Ability to perform strenuous or peak physical effort during emergency, training or
station maintenance activities for prolonged periods of time under conditions of
extreme heights, intense heat, cold or smoke;
• Ability to act effectively in emergency and stressful situations; Ability to follow verbal
and written instructions;
• Ability to follow verbal and written instructions;
• Ability to communicate effectively orally and in writing;
• Ability to establish effective working relationships with employees, other agencies,
and the general public;

within a fifteen minute response time to the City of Scandia Fire Station
• Must possess a valid State Driver's License

• Ability to read and write the English language
• Ability to meet departmental physical standards

Position Description
GENERAL REQUIREMENTS
Performs fire suppression, emergency medical aid, rescue, hazardous materials, and
fire prevention duties. Instructs and drills fire fighters in fire fighting duties, use of tools,
raising of ladders, and rescue and salvage work, etc.
SUPERVISION RECEIVED:
Works under the General Supervision of the Chief Officers, or Captains.
SUPERVISION EXERCISED
Assist in supervising volunteer firefighter/first responders/ EMTs as directed.
ESSENTIAL EMERGENCY RESPONSE DUTIES AND RESPONSIBILITIES
• Responds to a wide variety of emergency alarms by driving fire apparatus and other
fire department vehicles; operates engines, connects lines and monitors and
controls hydraulic operations, setting and adjusting controls to ensure proper water
flow; briefs and advises member status of equipment; monitors and perForms various
duties to ensure the emergency response readiness of fire apparatus and vehicles.
• Instructs and drills fire fighters in fire and rescue procedure, use of tools, raising of
ladders, medical equipment, standing medical order, rescue operations and salvage
work, etc.
• Assists in supervising volunteer fire fighters in their assigned duties as directed.
• Assists in determining methods of fire suppression; supervises laying of hose lines,
directing of water streams, pressures of streams, placing of ladders, ventilation of
buildings, rescuing of persons, and placing of salvage covers as directed.
• Assists in determining methods of basic life support, medical protocols, rescue
documentation standards, and patient assessment techniques.
• Assists in supervising maintenance of departmental equipment, supplies and
facilities as directed.
• Monitors and observes departmental activities to ensure that conduct and
performance conform to department standards.
• Carries out duties in conformance with Federal, State, County and City laws and
ordinances as directed.
• Responds to alarms received; directs work of fire fighting and medical response prior
to arrival of a superior officer.
• Supervises the laying of hose lines, placing of ladders, direction of water streams,
and ventilation of buildings, rescuing persons, and placement of salvage covers.
• May act as Fire Chief during absence of Fire Chief or Assistant Fire Chiefs.
• Responds to multiple alarm fire as needed; assumes command in the absence of
superior officers.

• Carries out duties in conformance with Federal, State, County and City laws and
ordinances.
• Participates in the operation of departmental in-service training activities.
• Participates in various support assignments, including but not limited to the
maintenance of inventory records, scheduled inspections of department equipment,
hydrant inspections and maintenance and fire flow testing; ordering, inventorying
and issuance of safety equipment, and the preparation of specifications for new
equipment and apparatus.
• May be called upon to perform the duties of a company commander, as an acting
Fire Captain, on a relief basis; supervise other department personnel on multiple-
alarm responses and as dictated by emergency situations.
• Assists and participates in the preparation of reports and recommendations
regarding new firefighting and emergency medical techniques, equipment and
apparatus.
PERIPHERAL STAFF DUTIES
• Serves as a member of various employee committees.
• Attends conferences and meetings to keep abreast of current trends in the field.
• Prepares a variety of reports and records including personnel records.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
• Graduation from high school or GED equivalent with specialized training in fire
department administration.
• Two (2) years supervisory experience
• Four(4) years prior work experience as a volunteer firefighter
• FFII State of MN Certified
• EMT
• Principles of hydraulics as applied to fire suppression; design, use and maintenance
of fire apparatus and equipment; geography of the City and the department's
response area; location of water main and fire hydrants in the City; departmental
rules and regulations; basic principles of employee supervision and training; safety
methods and precautions involved in the operation of fire apparatus and vehicles;
federal, state and local laws and regulations governing the operation of fire
apparatus and vehicles on public roads and right-of-ways; principles, methods and
techniques of fire suppression and prevention; methods, techniques and practices
for hazardous materials mitigation; principles of mathematics, physics, chemistry
and mechanics as they apply to fire science; federal, state and local codes, rules
and regulations as they pertain to fire safety; basic principles of emergency medical
care at the basic life support level; proper lifting, carrying and climbing techniques;
plans check practices and procedures as they pertain to fire safety.
