7.a iii 2018 - Tennis Court - reconstruction - Staff report Staff Report Date of Meeting: May 15th, 2018 To: Mayor, City Council From: Adam Hawkinson, Director of Public Works Re: Tennis Court Replacement Background: The City has a goal to provide recreational opportunities for the community. The City’s tennis courts have severe cracking and was repaired about 3 years ago with the intention that the tennis courts would be reconstructed when capital funds were budgeted for the project. Since that time the sport of Pickle Ball has become very pop ular in communities throughout the US. Last year the City took the opportunity to provide recreational activities for all age groups by integrating Pickle Ball lines within the tennis courts. During Taco Days, Pickle Ball tournament was held which used th e newly lined courts. It was successful. Other things to consider with the reconstruction of the courts is that the City offers tennis lessons on the court as a part of the City’s Recreation programing and the original court financial funders play there every week using both tennis courts. The first stage is to have the old asphalt removed and re-paved to provide a surface free of cracks, second stage is to have the posts installed, and thirdly the painting. Issue: Should the City Council award the bids to reconstruct and paint the City’s Tennis courts? Should City Council approve the painting of Pickle Ball lines on the City courts as well as Barton/ Johnson’s courts? Proposal: Staff is recommending that the City Council accept the lowest bids for the tennis court reconstruction and painting to provide a quality play surface for both sports. Parks Committee supports the reconstruction, lining of the Pickle Ball courts in conjunction with the tennis courts, and to include adding Pickle Ball lines to the Barton Johnson Park Tennis courts. The Barton / Johnson Committee and Chair have granted permission to paint their tennis court with Pickle Ball lines. There is also the consideration that if the sport is popular enough, the City may pursue constructing more Pickle Ball courts to the East side of the existing tennis courts to add more Pickle Ball courts at a future date. The contractors noted was no additional cost for the painting if more Pickle Ball courts were added in place of a tennis court. The additional cost is in the post installation which was $1,000 to $3000 per set. Since there is no data supporting the communities need for additional Pickle Ball courts and the drain tile under the tennis courts may be impacted, staff is recommending keep the two tennis courts integrated with Pickle Ball and coordinate with Barton Johnson Park and have theirs painted to accommodate Pickle Ball. If the City paid for the striping then Barton/Johnson would agree to reserve the courts for Taco Days and other tournaments the City organizes. Staff has received the following bids: Paving: FPI: $73,877.00 - $1,290.00 Class V - $75,167.00 if additional class V is needed T.A. Schifsky: $30,000 - $3,000.00 class V - $33,000 if additional class V is needed Prefer Paving: $ 55,000.00 - $34,400 class V - $ 89,440.00 if additional class V is needed Surfacing: T.A. Schifsky: Color coat -$9,900.00 – Posts - $3,000 per set Tennis West sports: $9,983.00 (includes Barton Johnson courts) - $1,950 – posts per 2 sets of posts C&C courts: $67,672.59 – Panel overlay – 20 year warranty – goes over existing courts Fiscal: In the approved CIP budget there is $40,000 budgeted for the project. Due to quotes provided last year the project was under funded and additional funds would need to come from the general fund as a loan against the Parks CIP . The amount of $4,233.00 to $7, 233.00 would need to approved to cover the additional costs. The Barton/ Johnson Court cost to strip their court with pickle Ball lines is included in the Tennis West bid at $200.00 Options: Option #1: T.A. Schifsky pave the courts and Tennis West Paint and post install - $44,933.00 – minus $700 for single green color - $44,233.00 Option #2: C&C courts - $67,672.59 – Panel overlay Option #3: Don’t reconstruct the courts this year. Recommendation: Staff recommends option 1
