Community Sewer Study Proposal May 9, 2018 Mr. Neil Soltis, City Administrator City of Scandia 14727 209th Street Scandia, MN 55073 RE: Community Drain Field Study Dear Mr. Soltis: In response to your request, we have prepared a scope and fee for the work to conduct a study to construct a community drain field to serve the area that is generally bound by Olinda Trail (County Road 3) on the west, 800’ south of 220th Street N on the north, Penfield Ave. N on the east and Ozark Ct N. on the south. The proposed study area is shown on the attached location figure. We propose to complete the following tasks: • Using available LIDAR information, review the existing topography and identify the potential limits of the service area. • Review infrastructure needs including the extents of gravity sewer, lift stations and drain field location. • Calculate flows to determine the needed capacity of the system based on future land uses. • Gather available information regarding wetlands, soils and private wells. • Prepare preliminary cost estimate for the ultimate system. • Prepare figures repesenting a general layout of the proposed system. • Prepare a summary report with the findings. Fees We estimate the cost to complete the above described work to be $12,400.00. We propose to bill the City on an hourly basis with a not to exceed limit. This estimate does not include any on-site field investigation work to be performed at this time. Thank you for the opportunity to submit this proposal, if you have any questions please feel free to contact me. Sincerely, Bolton & Menk, Inc. Ryan J.
