The Scandia City Council met as a Board of Appeals and Equalization on the above date in the Board
Room of the Scandia Community Senior Center. Mayor Christine Maefsky called the meeting to
order at 5:00 p.m.
Council members present: Steve Kronmiller, Chris Ness, Jim Schneider, and Mayor Christine
Maefsky.
Staff present: City Assessor Chase Peloquin and Administrator Neil Soltis.
The Board heard testimony from the following property owners:
• Rod Negus, 23550 Melanie Trail N, Parcel #05.032.20.14.0007 — seeking to reduce the
market value from $434,500 to $415,000 based on 7.6% increase and no improvements to
the property.
• Steve Kronmiller, 13541 1881h St. N, Parcel #34.032.20.22.0020 — based on 10% increase
with no improvements beyond repair of hail damage - ok with no change in value
• James & Denise Krummi, 19169 Layton Ave. N, Parcel# 30.032.20.44.0011— seeking to
reduce assessed value from $479,200 corrected to $450,000, to $446,040 based on square
footage error and incorrect information on County site regarding # of bedrooms and
bathrooms
• Leo Mueller, 18965 Layton Ave. N, Parcel #31.032.20.11.0074 - seeking to reduce assessed
value from $268,000 to $200,000 based on value of house as a tear down property.
• Thomas Hinz, 13080 182nd St. N, Parcel#33.032.02.44.0012 — seeking to reduce assessed
value from $658,400 based on the amount of deferred maintenance needed
• Whit Carnes, 19655 Oxboro Circle, Parcel#26.032.20.14.0003 — seeking to reduce assessed
value from $737,200 to $500,000 based on offer to purchase the property and comparable
presented by realtor.
No further testimony was heard and the Board deliberated on the requests
• Negus, 23550 Melanie Trail N, Parcel #05.032.20.14.0007: Motion by Schneider, seconded
by Ness to reduce the value to $420,000. Vote 4-0
• James & Denise Krummi, 19169 Layton Ave. N, Parcel# 30.032.20.44.0011: Motion by Ness,
seconded by Schneider to reduce the value to $450,000. Vote 4-0
• Leo Mueller, 18965 Layton Ave. N, Parcel #31.032.20.11.0074: Motion by Kronmiller,
seconded by Schneider to reduce the value to $250,000. Vote 4-0
• Thomas Hinz, 13080 182nd St. N, Parcel#33.032.02.44.0012: Motion by Maefsky, seconded
by Kronmiller to reduce the value to $622,000. Vote 4-0
• Whit Carnes, 19655 Oxboro Circle, Parcel#26.032.20.14.0003: Motion by Schneider,
seconded by Ness to reduce the value to $675,000 Vote 4-0
Peloquin reviewed valuation changes that he was recommending based on discussions with
property owners in advance of the meeting. Peloquin recommended the following:

• Douglas Clute, Parcel #18.032.20.41.0001 reduce the value from $149,800 to $76,400 based
on the amount of acreage that is buildable. Motion by Schneider, seconded by Kronmiller to
reduce the value to $76,400. Vote 4-0.
• Mark Rossi, 14892 Old Marine Trail N, Parcel #26.032.20.34.0002 reduce value from
$325,000 to $302,700 based on improvements not completed: Motion by Ness, seconded by
Maefsky to reduce the value to $302,700. Vote 4-0.
• Jim Schmidt, Parcel#29.032.20.11.0004 reduce value from $331,000 to $296,500 based on
consistency with adjacent property: Motion by Schneider, seconded by Ness to reduce the
value to $296,500. Vote 4-0.
• Sarah Johnson, 13041 Mayberry Trail N, Parcel #21.032.20.43.0001 change classification
from residential to agricultural based on actual use of the property: Motion by Schneider,
seconded by Ness to change the classification to agricultural. Vote 3-0, Maefsky abstaining.
No further business was conducted.
MOTION by Ness, seconded by Kronmiller to adjourn. VOTE: 4-0 Motion carried. The meeting was
adjourned at 6:40 p.m.
