5.a) Review Bids for Fire Rescue Apparatus Meeting Date: 5/4/2010
Agenda Item:
City Council Agenda Report
City of Scandia
14727 209ih St. North
Scandia, MN 55073 (651)433-2274
Action Requested: Review bid for the fire rescue apparatus body and consider awarding
the bid to Custom Fire Apparatus, Inc.
Deadline/ Timeline: Publication of Advertisement—March 24, 2010
Bid Opening—Thursday, Apri129 (10:30 a.m.)
Tentative Award of Bid—Tuesday, May 4 (Council meeting)
Background: • The Capital Improvement Program (CIP) and the 2010 budget for
the Equipment Replacement Fund call for replacement of Fire
Rescue Truck 5179 in 2010. The estimated cost was $200,000.
The chassis was purchased for$42,664 in 2009, with $177,336
budgeted in 2010.
• The Council approved specifications and ordered advertisement
for bids at its March 16, 2010 meeting. Advertisements were
placed on the city's and the League of Minnesota Cities web sites,
and in the St. Paul Pioneer Press, Country Messenger and Forest
Lake Times newspapers.
• During the bidding period only one company requested a copy of
the specifications—Custom Fire Apparatus from Osceola
Wisconsin.
• Custom Fire Apparatus submitted the only bid in the amount of
$179,980.00. Delivery would be 60 days from the date they
receive the chassis, with payment due on delivery. The City has
purchased apparatus from this company in the past and found them
to provide good products and service.
• The City Attorney and the Fire DepartmenYs Truck Committee
are reviewing the bid to determine whether all specifications have
been met. Verbal reports will be given at the May 4 meeting.
• Most of the cost ($200,000) is to be financed through equipment
certificates. If the bid is awarded, staff will immediately proceed
to obtain quotes on the financing for action by the Council at a
later date.
Recommendation: The Council has the following options:
04/29/10
1. If all of the specifications have been met, and the Council finds
that the bid is reasonable and that the bidder is responsible, the
bid may be awarded even though only one bid was received.
2. The Council may reject the bid and re-advertise for new bids,
with or without modifying the specifications.

Scandia, MN Foresight Rescue Apparatus
As Per Bid Proposal
Proposal Specifications
by: CUSTOM FIRE APPARATUS, INC.
The following Proposal/Contractor Specifications are in accordance with your advertised specifications for
the piece of apparatus as follows:
Special Service (Rescue) Apparatus, fabricated stainless steel compartmented rescue apparatus body, and all
other appurtenances in accordance with the following:
GENERAL REQUIREMENTS
It is the intent of these specifications to cover the furnishing and delivering to the purchaser, complete
apparatus equipped as specified. Minor details of construction and materials where not otherwise specified are
left to the discretion of Custom Fire Apparatus, Inc. who will be solely responsible for the design and
construction of all features.
The apparatus being furnished under these specifications will conform to the requirements specific to Special
Service fire apparatus NFPA Booklet 1901 version 2009 and also all applicable State and Federal Safety
Standards currently in effect.
RELIABILITY OF CONTRACTOR: Please refer to the provided Reference Lists and Company
newsletters as evidence that CustomFIRE has the ability to design, engineer, and construct the apparatus
specified. The factory where the apparatus body is to be manufactured and tested is located in Osceola,
Wisconsin. The apparatus design is an "original" generated by the CustomFIRE and not a reproduction of
fire/rescue apparatus designs previously engineered by other Contractors/Manufacturers.
DESIGN: T'he design of the equipment will be in accordance with the best engineering practices. The
equipment design and accessory installation will permit accessibility for use, maintenance, and service. All
components and assemblies will be free of hazardous protrusions, sharp edges, cracks or other elements which
might cause injury to personnel or equipment. NOTE: Where "nibbled" or non-continuous cutting methods
are used to machine the body material, all edges will be reworked/machine smoothed for injury prevention
and appearance reasons.
All oil, hydraulic, and air tubing lines and electrical wiring will be located in protective positions, properly
attached to the frame or body structure and will have protective loom or grommets at each point where they
pass through structural members.
04/28/10

Scandia, MN Foresight Rescue Apparatus
As Per Bid Proposal
Parts and components will be located or positioned for rapid and simple inspection and recognition of
excessive wear or potential failure. Whenever functional layout of operating components determines that
physical or visual interference between items cannot be avoided, the item predicted to require the most
maintenance will be located for the best accessibility.
Cover plates which must be removed for component adjustment or part removal will be equipped with
disconnect fastenings or hinged panels.
Drains, filler plugs, grease fittings, hydraulic lines, bleeders and check points for all components will located
so that they are readily accessible and do not require special tools for proper servicing. Design practices will
minimize the number of tools required for maintenance.
All components will be designed and protected so that heavy rain or other adverse weather conditions will not
interfere with normal servicing or operation.
All specified stainless steel will be type 304, #4-brushed where specified for unpainted compartment panels.
All specified .125" or heavier smooth painted or swirl finish aluminum will be 5052-H32 alloy. All specified
4-way aluminum treadplate will be "polished" treadbrite or equal type 3003 of specified thickness. All
specified bolted fasteners will be coated stainless steel "low profile" button socket head cap screws. All nut
fasteners to be Ny-Lok or approved equal, designed to prevent loosening.
CustomFIRE will be prepared, if so requested by the Purchaser, to present evidence of our design
experience/capabilities and manufacturing ability to carry out the terms of the contract.
CONSTRUCTION METHODS AND MATERIALS
CustomFIRE will be providing the tried and true fabricated construction methods as used on the apparatus
you have previously received from us. We will not mix body materials such as stainless steel sheet metal over
aluminum "space-frame" extrusions.
Our apparatus body will be easily repairable, since it does not include the practice of stitch-welding, seam-
welding, or plug-welding mating body panels and fabrications. Likewise, our apparatus body construction
methods do not rely on metal fusion, adhesives, encapsulating welded extrusions, or non-removable fasteners,
as a method of permanent assembly.
NOTE: THERE WILL BE NO PROPRIETARY EXTRUSIONS USED IN THE CONSTRUCTION OF THE
PROPOSED APPARATUS BODY, THUS ALLOWING FOR APPARATUS BODY REPAIRS AND
MODIFICATIONS BY ANY QUALIFIED FABRICATOR AND/OR AUTO BODY COLLISON REPAIR
CENTER.

As Per Bid Proposal
ENGINEERED APPARATUS BODY DESIGN REQUIItEMENT
CustomFIRE's proposed fire apparatus body design will be "fully engineered", meaning that ALL body
fabrications have been computer 3-D modeled, on-screen precision assembled, and each individual part can
be traced to an engineered drawing, including but not limited to: compartment corners, wheel well housings,
compartment door jambs, compartment floors and roofs, compartment dividers/bulkheads, interior
compartment wire covers, compartment shelves/shelf brackets/shelf adjustable tracks, door panels (hinged),
door bundle brackets (roll-up), roll-out trays/drawers/tool boards, hose bed dividers, pump house
sides/front/back panels,pump operator's panel layout,pump gauge and instrument panel layout, etc;
NOTE: Hand-made/built apparatus bodies, without digitally recorded dimensional and fabricated
shape information (allowing for precision part reproduction), DO NOT MEET THE INTENT OF
YOUR "IN HOUSE REPLACEABLE" SPECIFICATION REQUIREMENTS. Therefore,
apparatus body designs that are not 'fully" engineered, with all assemblv fastener holes, lighting
fixture holes, pump controls/gauges/instruments/outlet fittingnlet ftting holes, door handle/latch
holes, and accessory equipment/trim mounting holes included in the design engineering should not
be considered as they will be far more diff cult to repair or modify if such need arises.
SERVICEABILITY: Records as to the purchase source for all auxiliary components of the specified
apparatus shall be available to Purchaser upon request. This purchase information shall include manufacturer
name, model number, authorized distributor, current part number, and special installation instructions.
MOBILE ROAD SERVICE VEHICLE: Custom Fire Apparatus, Inc. owns and staffs a dedicated fire
apparatus Mobile Service Vehicle (Fire Tech Service), available for 24-hours/7-days of the week, emergency
and non-emergency servicing of all of the Fire Department's fire fighting vehicles. The Mobile Service
Vehicle is staffed by Custom Fire's factory trained technicians, familiar with all major systems of fire fighting
vehicles, including but not limited to: Chassis, Pump Systems, Foam Systems, 12-Volt Electrical Systems,
Line Voltage Systems, Aerial Devices, and Hydraulic Systems. Please refer to our provided information
