9.e) Staff Report - Cooperative AgreementTo: City Council Staff Report kpo SCANDIA From: Tim Kieffer, Director of Public Works Date: August 19, 2014 Re: Cooperative Agreement with Washington County Background: The Council adopted a Street Sign Policy last year to comply with federal regulations. The City's policy is to replace signs within the current year's seal coat area. Last year staff began replacing signs at intersections that shared County and City right of ways. There were three main reasons for this: It allows staff to install "no outlet" signs on street name posts saving money and time in long-term maintenance and alerting drivers before they turn down a road. The City's specifications and font are easier to read from further distances or at high speeds. It allows for consistency throughout the City. In order to continue this process, Washington County is requesting a cooperative agreement with the City to install signs within adjoining right of ways. One-third of the City's signs will have been replaced after this year. Proposal: Staff is recommending a cooperative agreement between Washington County and the City for street sign maintenance. This agreement would allow the City to install its street name signs and no outlet signs on one post at adjoining right of ways. The County will supply the stop signs. Fiscal Impact: The cost of installing a post with street names and stop sign is $175. The cost of installing a post with street names, stop sign, and no outlet signs is $210. The cost of installing a post with just a no outlet sign is $70. Material costs are reduced by 30% after the initial installation. Options: 1) Except the Cooperative Agreement between the City of Scandia and Washington County for sign maintenance. 2) Do not except the Cooperative Agreement.
