9.f) Staff Report-Personnel Policy UpdatesSCANDIA Staff Repovt Date of Meeting: August 19, 2014 To: City Council From: Kristina Handt, Administrator Re: Personnel Policy Updates Background: At previous meetings the Council has reviewed the language changes proposed in the update to the Personnel Policy and either approved the language or directed staff to include it with the next Personnel Policy update. This resolution simply incorporates those changes into the one document (Personnel Policy). Issue: Should the City Council adopt the resolution to update the Personnel Policy? Proposal Details: In 2013, the City Council approved a Communications Policy. That policy is proposed to be added as Section 11 in the Personnel Policy. Having all policies related to the workplace in one document will make it more efficient to communicate expectations to new employees and also allow employees to go to one source to review employment policies. At the April Work Session, the Council reviewed language in sections 1 and 9 proposed by City Attorney Mike McCain during his review of the Personnel Policy. Section 1 changes make it clearer that employees are at -will employees of the City. Section 9 changes would replace the Grievance Procedure with an Open Door Policy that can be less intimidating and easier to use. The Council wanted to wait to include this in the Personnel Policy until other issues were settled. Section 10 changes are the City Equipment, Facilities, etc policy approved by the Council at the August 6, 2014 work session. Again, there is no language in the proposed updated policy that the Council has not seen before. Fiscal Impact: NA Options: 1) Approve Resolution 8-19-14-04 2) Amend and then Approve Resolution 8-19-14-04 3) Do not approve Resolution 8-19-14-04 Recommendation: Option 1.
