Scandia Marine Lions Legacy Project – The Lions surveyed the membership to identify potential Legacy
projects. Based on the survey 4 potential projects were identified and the membership has been asked to
rank those projects. 2 of those projects involve Scandia Parks. See the information on the ranking survey
that follows this report.
Lilleskogen Park Plan –The construction of a shelter is included in the 2018 Park Capital Improvement
budget based on the structure being 100% funded by grants and donations. While placing a structure in
the park is desirable, I recommend that the Committee have a discussion on how to finish the areas
between the sidewalks and the wetlands and develop a budget and implementation plan for these areas
and the wetland itself. The original park plan is included. Currently these areas have no structure and are
a mix of non-native and native plant species with minimal aesthetic value.
Shoreland Ordinance – Lilleskogen Park – The City's new shoreland ordinance became effective on May
23rd. This will impact where any structures can be located at Lilleskogen and other City properties in
proximity to wetlands. Following this is a map from the previous delineation showing the wetland
locations.
The ordinance replaces the requirement for a uniform 75' setback from the boundaries of all wetlands
(called "unclassified water bodies" in the ordinance). The new ordinance adopts the wetland buffer
requirements that are recommended by the Board of Water and Soil Resources and used by local
watershed districts as the required setbacks—higher quality wetlands would require larger setbacks than
low quality wetlands. The section also exempts some small wetlands from the setback requirements—
consistent with the Minnesota Wetland Conservation Act regulations.
Below is the text that contains the current wetland setback language:
B. Wetland Setbacks. Structures, impervious, surfaces, and sewage treatment systems must
meet the following setbacks from the delineated boundaries of wetlands (defined in
Minnesota Rules 8420.0111). The wetland classifications are based on the Wetland
Management Classification System defined by the Minnesota Board of Water and Soil
Resources (BWSR) and the application of the Minnesota Routine Assessment Method
(MnRAM) for Evaluating Wetland Functions, Version 3.0 or most recent version. The
MnRAM evaluation shall be completed with wetland delineations for determination of
setbacks.

(1) Setbacks shall not be required for wetlands that are less than 400 square feet
in area, except for types 3, 4, 5, or 8 wetlands, or up to 1,000 square feet in area if
approved by the City and if the wetland is isolated and determined to have no direct
surficial connection to a public water.
(2) On Manage 2 and Manage 3 wetlands, structures may encroach onto 100
square feet, or on up to 5% of the structure setback area, whichever is greater.
(3) Wetland setbacks shall not be required for water bodies exempted from wetland
replacement requirements in Minnesota Rules 8420.0420, including public drainage
systems, restored or created wetlands, and wetlands impacts due to utility projects.

The Carnelian Marine Watershed District has previously conducted a study to classify wetlands; however,
their classification system does not match the BWSR classifications. I am working to meet with the
Washington Conservation District on a way to translate the classifications. The aerial below shows the
potential setbacks and the impact on sites for a shelter or other structure.
