Deadline/ Staff will need to initiate planning soon to have a structure Timeline: completed by the next snow season. Background: • In 2008, the City Council budgeted $20,000 from the Capital Improvement Fund for the construction of a salt storage building. This project was recommended by the Capital Improvement Committee in 2007. The shelter would allow the City to have supplies on hand when needed, keep plow trucks on the road plowing by making fewer trips to the County Storage shed during snow events, and protect the mix from the elements. A copy of the report considered by the Council at the June 3, 2008 meeting, which provides more background on the benefits of the project, is attached. • The Council decided not to proceed with the project and the Capital Improvement Program was revised to move the project to 2011 at a cost of$60,000. The aesthetics of the "Coverall" fabric and metal structure was the primary issue. • When the Capital Improvement Plan was updated in 2009, there was considerable discussion about this project (see attached excerpts of minutes.) The project was moved to 2010, but the majority of the Council again rejected a fabric and metal structure in favar of designing a different type of building. • The 2010 budget for the project is $60,000. The current balance of Capital Improvement Fund is $195,733. • To provide some additional data for the Council's consideration, Treasurer Colleen Firkus surveyed 55 cities by email, to determine how they handle salt/sand storage. Cities were selected based on similar population size and amount of roads maintained. The data she collected is attached, along with photographs of the various types of Page 1 06/10/10 r _ structures used by 19 of the 30 cities that responded to the survey. • There are four basic structure types used for salt/sand storage: concrete, metal, wood and fabric. A chart on the next page summarizes some of the advantages and disadvantages of each type. • Since the fabric structure was rejected in 2008 & 2009, new design standards were developed. The standards do not apply to industrial buildings, to allow form to follow function. Revision of the Development Code is underway to formally adopt the new standards. A fabric stature would set a precedent only for structures built for salt/sand storage. Recommendation: The Council should give direction on the type of structure they prefer. For any type of structure, except a fabric structure, the first step would be to secure proposals from an architect or engineer for design services. If the Council would prefer to proceed with a fabric structure, the next step would be to obtain two quotes for construction, as no architect or engineer is required. I also included local municipalities. Out of the 30 responses, 19 stored salUsand in some fashion - from open asphalt pads to concrete bunkers. The most frequently used structure type was a fabric cover-all (6), next were metal buildings (5), with one combination concrete and metal (Stillwater). Four were made of wood, most with a metal roof and one was made of concrete. Two cities stored their material outside(Columbus&St. Paul Park). Costs ranged from $4,700 to $200,000, with wood structures and fabric cover-alls being the least expensive rypes. Two were built in partnership with MNDOT. It was interesting to note that Scandia had the greatest amount of roads to maintain at 90 miles of road compared to cities of comparable populations. Most had half to one-third amount of roads to maintain. Many had fenced yards to store equipment and materials, as well as their public works buildings. Most also used only salt and obtained the salt from a state contract. While Cover-alls are the least expensive type of storage structure, it really comes down to what type of structure the Council would prefer. Aesthetics is always a consideration when a building is very visible, but it is also the most subjective factor in a decision. Considering the current economy and levy limits, cost may be the deciding factor. Using the existing concrete slab will save some money, but that also limits the location of a salt storage structure. Placing a structure behind the Public Works building may make aesthetics less of a concern. '� = , , �� y, 2009 Minutes Pertaining to Salt Storage January 20, 2009 SNOWPLOWING AND ICE CONTROL POLICY On January 9, a meeting was held with Council members Peterson and Amos, Administrator Hurlburt and Public Works employees Egelkraut and Regnier to evaluate the Snowplowing and Ice Control Policy adopted in October 2008. There was consensus that the policy should be modified to begin snowplowing operations with a 2-inch (instead of 3-inch) snowfall. It was agreed to add a statement to make it clear that snow and ice removal will continue during regular work shifts, subject to the availability of personnel and equipment. There was also consensus that the proposa] to construct a salt/sand storage structure should be reexamined by the Council. During Council discussion, Lindell suggested that an agreement for sharing of salt/sand purchases be looked into with Marine and May Township. Peterson, seconded by Lindell, moved to adopt the revisions to the Snowplowing and Ice Control Policy as recommended at the sub-committee meeting on January 9, 2009. The motion passed unanimously. Council decided not to reconsider the salt/sand storage structure through an update of bids at this time. *************************************************************************** October 20, 2009 SNOW PLOWING Review Snow and Ice Control Policy At the request of Council member Lindell, Administrator Hurlburt reviewed the Snow and Ice Control Policy which was adopted in 2008 and revised in January 2009. Last year was hampered with staffing challenges and road salt shortages. For the coming season, Washington County will again be restricting the salt supply due to shortages of the material. Staffing is anticipated to be stable and several experienced back-up snow plow drivers will be available on an on-call basis. Travel time and distance to re-supply the trucks during critical snow events continues to be an issue, as the city does not have its own storage facility. The issue of on-site storage of a salt/sand supply was discussed. Last year, construction of a fabric cover-all design over the existing concrete pad with four-foot walls at the public works site was rejected in favor of a wooden structure, at a proposed cost of$60,000. This appropriation of funds was designated for the year 2011 in the Capital Improvement Program. Council member Lindell questioned if there can be outside storage of the salt/sand mix. Administrator Hurlburt explained that past experience determined this to be impractical as the mix freezes into clumps and cannot run through the spreaders. The material needs to be under cover. Mayor Seefeldt noted that the Capital Improvement Committee discussed construction of an on- site storage building, and asked committee member Jim VanHoven to speak. Mr. VanHoven stated that before recommending a structure be built, a cost-analysis study should be done to determine the amount of savings. He felt a building should "earn its keep". 2009 Minutes Pertaining to Salt Storage Building Official Thorp indicated that he could bring back quotes from the suppliers who were contacted about this issue last year. A $20,000 cost was proposed. Administrator Hurlburt gave several options if the council wants to proceed with the proposal of constructing a salt/storage building with a fabric cover. A hearing to update the Capital Improvement Plan is scheduled for November 3. An amendment to allocate current funds for the construction of a salt/sand storage building could be adopted at that meeting. A budget amendment and ordinance change to deal with building types and materials would also need to be acted on prior to approving the construction. The council will discuss these actions at the November 3 meeting. ���:��������*��:�����:������***�*��*�**��****�**�:�****�*���**�**�**�***�*� November 3, 2009 PUBLIC HEARING ON COMPREHENSIVE PLAN AMENDMENT—CAPITAL IMPROVEMENT PROGRAM UPDATE, 2010-2014 (RESOLUTION 11-03-09-04) City Administrator Hurlburt presented a report on the draft Capital Improvement Program (CIP) for the years 2010 to 2014. The CIP is a required element of Comprehensive Plan and changes must be adopted using the same procedure as an amendment to the plan, including a public hearing by the Planning Commission. A draft CIP was prepared based on input from the Capital lmprovements Committee and from direction based on City Council discussions. The updated draft CIP noted two changes that affect 2009 expenditures: 1) Replacement of Rescue Vehicle Sl 79 (change timing from 2010 to 2009 and 2010); and 2) Construction of a Salt/Sand Shelter(change timing from 201 1 to 2009 and reducing cost from $60,000 to $20,000). Commission Chair Ness opened the public hearing. Terry Brindley, 23450 Melanie Trail: Mr. Brindley stated that the city should build a storage crib east of the Public Works building for the purpose of storing salt during the winter season. It is a safety issue to make sure roads are maintained properly and material is available when needed. Administrator Hurlburt explained that there is a slab and existing walls at the site for this purpose, and different options have been looked at to build a cover. A fabric cover-all system could be built for an estimated $20,000, or at an increased cost of over$60,000 for a wooden structure. If approved in the CIP amendment for 2009, the next step is to amend the budget in December. Lisa Schlingerman, 20661 Quint Avenue: Ms. Schlingerman stated that a fabric covered building is not in keeping with the Comprehensive Plan, and yet $60,000 is a substantial amount of money for a storage building. How does the cost of the building compare to the cost of traveling to Stillwater to load the salt/sand mix? Administratar Hurlburt stated that an ordinance amendment could be granted to allow for this type of building for this exclusive purpose. The council can decide on the amount of money to spend on the building, but the cost to drive to the County facility is not the determining issue. It is the time factor of having the snowplow trucks 2 2009 Minutes Pertaining to Salt Storage off the city roads and traveling to load salt during snow events that is critical. The city is also dependent on the county's operating hours and availability. Pam Arnold, 16560 220`h Street: Ms. Arnold questioned the longevity of a fabric building. Administrator Hurlburt stated that the proposed building has a 15-year warranty on the fabric. Salt/sand storage is a common use for this type of structure; a metal building is subject to corrosion. Terry Brindley: Mr. Brindley felt there are good reasons to construct an on-site storage building and hopes the issue gets resolved. Chairman Ness closed the public hearing. Commissioner Schwarz questioned why the CIP includes funds for a Fire Chief vehicle in 2011. Administrator Hurlburt explained that this purchase is in the 2009 budget and is being reevaluated by the current fire chief. Anticipated donations did not materialize and the purchase was not made this year. The reasoning to provide the chief a car was based on safety concerns of traveling to a rescue call in an unmarked vehicle. Council member Peterson stated that she was against building a hoop style structure with a plastic cover. If the ordinance is amended to allow hoop structures for government use, it follows that residents will ask to construct this type of building. This building type should remain as unallowable. Peterson suggested leaving $60,000 in the CIP for a wooden salt/sand storage building. Administrator Hurlburt explained that staff was directed to provide cost options and council will determine how to prioritize the project. The issue being considered is either to leave it in the 2011 CIP or move up to a 2009 expenditure. Commissioner Rodsjo asked if the cover-all structure would be left up year round, where is the site and would it be visible from the road. Administrator Hurlburt answered that yes, it is intended to remain in place. The site is on the northwest corner of the Public Works/Fire Department building. The visibility depends on the direction of travel on Highway 97. There would more of a view when traveling westbound. Rodsjo asked if the material could be stored uncovered. Hurlburt relayed information from Public Works Supervisor Morrison that salt/sand mix left uncovered picks up moisture and freezes solid which then cannot be handled in the spreader device. Commissioner Rodsjo voiced agreement with Council member Peterson that a hoop building goes against the city's design standards and a long term plan should be evaluated that would conform to the same standards that residents are asked to follow. Rodsjo suggested that a portion of funds be allowed for a design study first in 2010, followed by bidding the plan out for construction in 2011. 3 2009 Minutes Pertaining to Salt Storage Commissioner Krinke stated that having salt/sand material on-site is in the interest of public safety. Design standards should take a backseat to the responsibility of citizen safety. Commissioner Rodsjo asked why the pedestrian connection from Hawkinson Business Park to the Village Area, which was identified for development in the Comprehensive Plan, was not included in the CIP. Administrator Hurlburt stated that this project is not specific enough in detail to have the project defined. It's vague at this point, but could be added to the pending list of projects. Rodsjo also commented that it is imperative that the city designate funds for the maintenance of roads. Rodsjo is in favor of including funds in the CIP for these projects. Council member Lindell questioned the office space study proposed for 2010 in the amount of $18,000. Lindell is not in favor of proceeding with this project if the funds are not available to follow through with construction. Administrator Hurlburt stated that the project includes a needs analysis as the first step to determine the permanent solution for additiona] space. Determining the scope of the project gets numbers in the budget for long range expansion needs. Commissioner Rodsjo stated that it is a necessity to have additional space down the road. A needs study is an important first step, resulting in long range planning. Money is not wasted on smaller projects that are done just to get by. Rodsjo, seconded by Maefsky, moved to amend the draft CIP to include $15,000 towards a design/engineering plan for a permanent wooden salt/sand structure in 2010 and $60,000 far construction in 2011. Commissioner Schwarz commented that problems with snow removal operations will continue for the next few winters if this project is delayed. Commissioner Krinke agreed that the project should start in 2010. Rodsjo, seconded by Maefsky, moved to amend the above motion which would amend the CIP to include $60,000 in 2010 for construction of a permanent storage building, Project#PW-011, which is in line with the Comprehensive Plan. Deadline/ N/A Timeline: Background: • The City Council budgeted $20,000.00 from the Capital Improvement Fund for the construction of a salt storage building in 2008. This project was recommended by the Capital Improvement committee in 2007. The shelter would allow the City to have supplies on hand when needed, make fewer trips to the County Storage shed during snow events and protect the mix from the elements. • A the May 6 meeting, the Council postponed action and directed staff to prepare more information regarding the benefits, cost efficiencies and aesthetics of the structure, and on alternative construction types. A memo responding to this request is attached. • The Capital Improvement Committee met on May 29 and discussed the project. They raised several additional questions: 1. How much salt does the City use in a normal year? Based on the past two years, the City uses about 300 tons per year or approximately 30 tons for each time the roads are salted (on average about ten times per year.) 2. Could the City save on the cost of the salt by purchasing larger guantities directly, compared to purchasing it from the County? The County sells the salt to the City at their cost. They are able to purchase larger quantities than the City ever would purchase, so we would not expect to get a better price. 3. How much salt could be stored in the proposed st�-ucture, and Izow mucll could be delivered at one time? With a storage facility the City of Scandia can haul salt during normal work hours and have it on hand when the salt is needed. The City of Scandia owns two sanding and plow trucks which have to plow/sand both sides of approximately 90 miles of streets. Without a reserve of salt nearby each city truck must drive down to the County salt shed which is time away from plowing. Under adverse conditions this can take an hour or more for the truck to get back to the plowing route. Storing the salt makes it possible for the City to haul the salt at convenient times which means that there is no down time for the plows when they are needed. In most instances the City requires no more than 2 loads for each truck during a snow event. This means that we only need to stockpile 4 truck loads at a time and can restock after the event. COST EFFECIENCIES There is no sign�cant cost savings by storing the salt on site rather than at the County as it is impossible to determine how much salt will be needed over an extended period of time. With this in mind, the intent is to store enough salt for a major snow event and replenish it as needed. It is a benefit to the citizens of Scandia that the streets are cleared as quickly as possible. It is also to the City's benefit to keep the maintenance workers plowing snow with as few interruptions as possible. With only two full time workers there is a limited amount of time the drivers can plow safely. Sending the drivers down to pick up salt during or just after a snow event can be dangerous to the drivers and take one of our two trucks out of operation in the event of an accident. AESTHETICS A clear span space is required to store the salt so that a front end loader can get inside the building and load or unload the salt. The structure does not have to be tall enough for a dump truck to extend its' box but it needs to be high enough that the bucket can be raised up on the front end loader. Wood buildings, such as barns, can be designed for taller machinery, however today a wood building with walls taller than 10 feet must be engineered. Steel clear span building can be used and many come with engineering but the salt presents an obvious problem. Fabric structures are becoming more prevalent as they offer the clear span option needed for large equipment and present an affordable option. WOOD-Section 2308.2 of the Minnesota Building Code allows buildings to be constructed with provisions of conventional light-frame construction with limitations. One of the limitations is that walls may not exceed 10 feet unless it is designed by an engineer. TKDA estimated a 40' x 42' salt shed (33% larger than Scandia's building) for the City of Lake Elmo in 2005 at $75,600. The cost of a wood structure would be about $40 a square foot, or around $50,000 for our project. • Page 2 , City of Scandia emo To: Scandia City Council � From: Steve Thorp Code Official John Morrison Maintenance Supervisor Date: 5/29/2008 Re: Salt Storage Building Two proposals were submitted to the Scandia City Council regarding the construction of a Salt Storage building at the May 20, 2008 meeting. Concems were brought up regarding the benefits, cost e�ciencies and aesthetic quality of the structure. BENEFITS The Scandia maintenance workers drive down to the Washington County Public Works department (120th St. N. and Manning Ave.) to pick up salt for the streets to de-ice the roads. Currently the options are: • Storing of the salt outside turns the salt into large blocks that do not go through the spreader. • Monitor the forecast and load the trucks with salt for an upcoming winter storm. If the forecast is wrong, the salt will then stay in the truck until the next storm comes which exposes the salt to moisture and leaves the truck fully loaded. • During or shortly after the snow event, the trucks will be driven down and loaded with salt. This may have to be done during the storm if it is the initial load of salt or if the storm is bad enough that the trucks need multiple loads. It is about 12 to 13 miles to the Washington County Salt shed which under normal conditions would take about 20 minutes in a dump truck each way. The County Streets department is on a flexible schedule which means that the salt shed is not accessible at all times during normal working hours as the County crew is also out plowing. The County maintenance workers load the trucks with salt which is done s Page 1 STEEL-The City of Lake Elmo ultimately built a steel structure which is aesthetically pleasing but requires about 8 foot high concrete walfs to protect the steel from the satt. We have existing 4 foot hall concrete walls on the site in which we have to work with making this construction method difficult. The cost of a steel structure with new poured walls would be in the $30 a square foot range (depending on engineering fees), or$38,000 for our project. FABRIC-Salt sheds can now be constructed out of fabric and are used by many street departments including Forest Lake, Blaine, Coon Rapids, Brooklyn Park as well as the MNDOT structure in Forest Lake. These buildings are engineered structures built to factory specifications and installed on site. The cost of a fabric structure is about $17 a square foot, or $21,000 for our project. The site of the City of Scandia's Salt shed is located behind the Scandia Fire Hall/Public Works building which obstructs the view to the building. Out of the 30 responses, 19 stored salt/sand in some fashion - from open asphalt pads to concrete bunkers. The most frequently used structure type was a fabric cover-all (6), next were metal buildings (5), with one combination concrete and metal (Stillwater). Four were made of wood, most with a metal roof and one was made of concrete. Two cities stored their material outside(Columbus&St. Paul Park). Costs ranged from $4,700 to $200,000, with wood structures and fabric cover-alls being the least expensive types. Two were built in partnership with MNDOT. It was interesting to note that Scandia had the greatest amount of roads to maintain at 90 miles of road compared to cities of comparable populations. Most had half to one-third amount of roads to maintain. Many had fenced yards to store equipment and materials, as well as their public works buildings. Most also used only salt and obtained the salt from a state contract. While Cover-alls are the least expensive type of storage structure, it really comes down to what type of structure the Council would prefer. Aesthetics is always a consideration when a building is very visible, but it is also the most subjective factor in a decision. Considering the current economy and levy limits, cost may be the deciding factor. Using the existing concrete slab will save some money, but that also limits the location of a salt storage structure. Placing a structure behind the Public Works building may make aesthetics less of a concern.
