Action Requested: Consider making a nomination for the Comfort Lake-Forest Lake
Watershed District (CLFLWD)board of managers.
Deadline/ Timeline: The County requested nominations by July 23, 2010, for one term that
will expire on September 22, 2010.
Background: • Cities and townships may nominate individuals to serve on the
board of managers of watershed districts. Appointments are made
by the county board.
• After receiving notice from Washington County, the city
advertised for citizens interested in appointment to the board.
• No applications were received by the July 15, 2010 deadline.
Recommendation: The Council should consider whether or not to submit a nomination
for the CLFLWD Board. You could also choose to endorse the
incumbent (Richard Damchik, Forest Lake) for reappointment.

The term of office for Richard Damchik, Forest Lake, on the Comfort Lake-Forest Lake Watershed
District, will expire on September 22, 2010.
State statute provides that the County Board will select watershed district managers from lists of
nominees submitted by the municipalities that are wholly or partially in the watershed district. The
list must contain at least three nominees for each manager's position to be filled. The list must be
submitted to the County at least 60 days prior to the expiration of the term of office of a manager. If
no list is submitted or if the list is not received 60 days prior to the manager's term of office expiring,
the County Board will then proceed to appoint a manager through its open appointment process. In
either event, the County Board shall make its appointment 30 days prior to the term expiration
If you wish to submit a list of nominees for consideration or wish the incumbent to be considered for
reappointment, your joint or separate list should be sent to me prior to July 23, 2010.
A copy of the County's advisory board application form is enclosed. Please duplicate it as necessary.
Further information on the nature of duties involved is attached and may also be copied.

The City of Scandia is looking for nominees to represent the Scandia area on the Comfort
Lake-Forest Lake Watershed District board of managers. Interested residents should
submit their applications to the City no later than Thursday,July 15 to be considered for
nomination. State statute provides that the County Board may select watershed district
managers from lists submitted by the municipalities in the district.
Watershed districts are a special purpose local unit of government established to manage
water resources. Their boundaries transcend city and county boundaries and are
determined by the natural boundaries of the watershed. The Comfort Lake - Forest Lake
Watershed District(CLFLWD) encompasses roughly 47 square miles in northern
Washington County and southern Chisago County,including the Cities of Forest Lake,
Scandia, and Wyoming, and Wyoming Township. The watershed outlets to the northwest
to the Sunrise River, which flows northeast through Chisago County before discharging
to the St. Croix River.
