5.a)3) Meeting with the Planning Commission / - ' � , � �� August 3, 2010 A regular meeting of the Scandia City Council was held on the above date. Mayor Dennis Seefeldt called the meeting to order at 7:03 p.m. Following the Pledge of Allegiance, roll call was taken. The following council members were present: Connie Amos, Pete Crum, Dolores Peterson and Mayor Dennis Seefeldt. Council member John Lindell joined the meeting at 7:06 p.m. Staff present: City Administrator Anne Hurlburt, City Attorney Dave Hebert, Building/Code Official Steve Thorp, and Deputy Clerk Brenda Eklund. APPROVAL OF THE AGENDA Peterson, second by Amos, moved to approve the agenda as presented. The motion passed unanimously. SPECIAL EVENT PERMIT. SCANDIA FIRE RELIEF ASSOCIATION FUN RUN (SEPTEMBER 11, 2010) The Scandia Fire Relief Association will be holding a SK and l OK run as a fundraiser on Saturday, September 11, 2010, coordinated with the annual Taco Daze event. Between 75 to 250 participants are expected. Staff recommended approval of the Special Event Permit with conditions such as route and traffic control approval by the County Sheriff's Department and an obstruction permit issued by the County Highway Department. Peterson, second by Crum, moved to approve a Special Event Permit for the Scandia Fire Relief Association Fun Run on September 11, 2010. The motion passed unanimously. SPECIAL EVENT PERMIT, MEISTER'S BAR AND GRILL (TACO DAZE, SEPTEMBER 10 & 11, 2010) Meister's Bar and Grill, 14808 Oakhill Road,has applied for a Special Event Permit to host outdoor bands and a"teen idol" event on September 10 & 11. The selling of beer will occur outside on Meister's property. Staff determined that the application has met the ordinance requirements, and recommended approval with conditions. Amos, second by Crum, moved to approve a Special Event Permit for Meister's Bar and Grill on September 10 and 11, 2010. The motion passed unanimously. SPECIAL EVENT PERMIT, SCANDIA MARINE LIONS (TACO DAZE, SEPTEMBER 10 & 11, 2010) The Scandia Marine Lions Club has applied for a Special Event Permit to conduct activities on the Community Center grounds and to organize a parade during the annual Taco Daze event being held on September 10 & 11, 2010. Complaints were received after last year's parade concerning the use of water cannons to soak parade spectators. The parade organizers will take steps to prevent similar incidents this year. Staff recommended that the permit be approved with conditions. One condition required that a certificate of insurance be submitted prior to the event naming the City as an additional insured. Peterson, second by Amos, moved to approve a Special Event Permit for the Scandia Marine Lions Taco Daze activities on September 10 and 11, 2010. The motion passed unanimously. August 3,2010 Scandia City Council Page 2 of 3 CITY OF SCANDIA PARTICIPATION IN TACO DAZE City Administrator Anne Hurlburt reported that the Park and Recreation Committee have decided not to host an informational booth on Taco Daze. The Committee will be running the dodgeball tournament once again this year. Traditionally, the council members have participated in the parade. The Public Works pick-up truck will be available for the council members to ride in. ANNOUNCEMENT OF FILING PERIOD, 2010 CITY ELECTION Mayor Seefeldt announced that the filing period for the mayor's seat and two council member seats runs from August 3 to August 17. Mayor Seefeldt reported that the city is in very good financial shape and being operated by a skilled administration team. The fire and police department have fantastic leadership and are running as well as he has ever seen. Mayor Seefeldt announced that he will not seek a third term as mayor. City Administrator Hurlburt explained the process for filing as a candidate to run in the November 2,2010 election. The local cable access station is planning to tape a"Meet the Candidates" forum prior to the election. The council recessed at 7:15 p.m. The Planning Commission meeting was called to order at 7:36 p.m. The following were present: Commission Chair Chris Ness, Commissioners Tom Krinke and Peter Schwarz. Staff present: City Planner Sherri Buss, TKDA. WORK SESSION ON DEVELOPMENT CODE UPDATE A review of a complete draft of Chapters 1 and 2 of the Development Code began at the July 27 work session. The Council and Planning Commission continued to review the two chapters in preparation for a public meeting. Administrator Hurlburt began a page by page review of the draft. Changes and edits were identified for the following sections: • Chapter One, 4.2(53) edit an incomplete sentence • Chapter One 4.2(168) edit punctuation • Chapter One, 8.2(8) edit out"have" Chairman Ness questioned if a separate definition for"household" should be included. There is a definition for"family". Staff will review the use of this term to see if a definition is needed. A draft of a tree replacement table to be included in Chapter 2, Section 3.1 l, Woodland and Tree Preservation,was introduced. This will be included for ease of use in determining a tree replacement schedule. It was noted in Section 4.16, Livestock and Livestock Operations (1)(C), that identifying acres as "grazable"has been removed. It was clarified that no more than 10 chickens may be kept on one August 3, 2010 Scandia City Council Page 3 of 3 acre of land. It was suggested that a table be included showing the number of poultry allowed per acre, in addition to the animal equivalents table. Edits will be made in Section 5.0, Land Development, to remove Conventional Subdivision from AG C and AP districts. Lot Averaging is allowed in AG C and AP. It was suggested that the diagrams on page 2-94 be enlarged for ease of reading. A final draft will incorporate the edits and corrections identified in the past two work sessions. This final draft will be posted on the website later in the month. A timeline for putting the new code into effect was discussed. It was decided to hold an informal open house meeting on Tuesday, September 14 for public review and comments on the draft. The Planning Commission will then hold a public hearing on Tuesday, October 5 for possible recommendation for adoption. The Commission may extend a recommendation to the November 3 meeting date, if desired. The City Council could then make a decision on approval following the recommendation. Consensus agreed that this will build sufficient time into the process to provide for public comments and feedback. Crum, second by Peterson, moved to adjourn the meeting.
