Timeline:
Background: • The City Council budgeted $80,000 from the Capital Improvement Fund for
the construction of a salt storage building in 2010. This project was
recommended by the Capital Improvement Committee in 2007. The shelter
would allow the City to have supplies on hand when needed, make fewer
trips to the County public works facility or other suppliers during snow
events and protect the mix from the elements.
• Approximately in 2001, a 42' wide by 30' deep slab with 3'l 0" high 8"
thick walls was poured for the storage of salt on site.
• The options evaluated by staff are summarized on the attached chart. Staff
obtained quotes on three basic types of buildings: a post framed pole-barn
type building that would be built around the current slab (proposals A, B &
C); a wood-framed building to be constructed on the existing slab and knee
walls (proposal D 1) and a C1earSpan Truss Arch fabric structure (proposals
D2, E1 and E2.) All of the options would be about the same height (16
feet) and include a 14-foot high overhead door.
• Staff also obtained quotes on two different sizes of buildings; a completely
enclosed structure the depth of the current slab (proposals C, D1, D2 and
E 1) and another with one side open but 10 feet longer(proposals A, B and
E2.) Without a back wall the building was cheaper, and offered better
ventilation to remove the buildup of condensation that the salt creates. The
extra covered space behind the salt storage area could be utilized for storage
of bulky items like the Goose Lake aerator, snow plows, etc., while still
providing shelter for the salt/sand mix.
• The most economical structures are proposals A and B�4' x 40'
conventional pole buildings built around the existing slab ($23,000 to
$26,650.) They offer the most space for the money. However, these
buildings are not designed for salt storage, so staff would recommend some
modifications to make them more suitable for that purpose. Specifically,
'/2" treated plywood would be nailed to the bottom chord of the trusses to
provide protection against the salt condensation. A ridge vent and gable
end vent should be added for ventilation of the attic area. We should also
continue discontinuing the steel walls at 3 feet above grade (where the

concrete knee wall would be on the inside) to reduce rusting of the walls.
The steel comes with a lifetime warranty but staff could not get a response
on how salt storage might affect the warranty.
• Proposal C, from Morton Buildings, is also a wood post, fully-enclosed
building that would be built around the existing slab. Instead of inetal roof
and walls, the roof would be asphalt shingles over plywood, and the walls
would be low-maintenance Hardi-panel siding. All connectors would be
stainless steel. It may be more attractive than the metal structures, but is the
most expensive option ($36,616) and does not include the extra storage
space included in proposals A and B.
• Proposal D1, from Greystone Construction, is for a wood frame, fully-
enclosed metal structure built on top of the existing knee walls, with an
additional 4-foot wall of treated plywood above the concrete knee walls as
protection. The trusses would have plywood gussets rather than steel
gussets because of the corrosiveness of the salt. This building would look
like a 42'x 30' steel pole building sitting on top of the concrete walls. This
option is more expensive than A and B ($34,175) and should be more
durable. It does not, however, offer additional storage space.
• The fabric structure (C1earSpan) is the most common type of building used
for the storage of salt. The steel truss system is clad with a corrosive
resistant exterior and the building is rated for Minnesota wind and snow
loads. The building would completely enclose the salt pile and would have
a fabric entrance on the south end that would allow for the front end loader
to enter. (Fabric structures considered in the past were made by CoverAll;
those structures are no longer available.)
• Staff received 2 proposals for ClearSpan buildings; one from Greystone
Construction for a 42' x 30' structure (proposal D2, $33,200), and directly
from C1earSpan (proposals E 1 and E2.) C1earSpan's quote for the 42' x 30'
structure (E1) was less than Greystone's, but did not include tax and the
concrete piers that will be necessary for the overhead door. Shipping may
also be more than quoted, so we estimate the total cost would be slightly
higher ($33,550.) C1earSpan also quoted a price for a larger fabric structure
that would be open on one end, allowing for additional covered storage at
the north end of the building. The cost would be less because of the need
for one less wall, but there would be some additional costs to construct a
knee wall on the north end and add the concrete piers, etc., bringing the
total estimated cost to $31,400.
• We did not receive a quote for the larger C1earSpan structure from
Greystone. However, staff expects that we may be able to negotiate a price
comparable to what would be available directly from C1earSpan.
Recommend- We recommend that we proceed as soon as possible with construction of the
ation: salt/sand storage building. Having the material on hand will save time during
snow plowing events and improve safety for employees and the public.
Each of the options quoted have their advantages and disadvantages. If the
Council prefers a wood-framed building over the fabric structure, we would
recommend that you consider the Morton building over the less-expensive

alternatives. It would be more durable and maintenance-free than the metal
buildings, and may be considered by some to be superior in appearance to the
metal buildings.
If the Council finds the fabric (ClearSpan) structure to be acceptable, we would
recommend that we work with Greystone Construction. They are a local (MN)
company and can provide all the services needed to construct the building. We
would recommend we ask them for a quote on the larger (42' x 40') building,
with one open end to allow for some additiona] covered storage space.

Steel Dynamics, Inc. is the fifth largest producer of carbon steel products in the United States. Located at
their most recently commissioned mill in Columbia City, IN,the Structural and Rail Division is the only facility
in the world that can weld rail into 1,600'lengths. Says Steve Messina,civil engineer on site, "In the last few
years, SDI has developed a state-of-the-art facility that stretches nearly 3,100',which gives us the ability to
weld rail to such lengths." He continues, "This mill also has the capability to produce wide flange beams, H-
piling, angles, channels and sheet piling."
To ensure year-round production of long welded rail,a structure over part of the faci►ity was necessary to
protect equipment and rail product from the weather According to Messina, "The decision was made to

construct a fabric structure instead of a metal structure because of the cost savings and expeditious time to
construct."The company chose an 83'wide by 336'8"long ClearSpan Hercules Truss Arch Building. "It is
installed over the'transfer bed'," Messina explains, "which is where rail is temporarily stored and transferred
from the unloading process to the welding process. It keeps out wind and rain, and we expect it to keep out
snow as well."
The quick and easy construction made the ClearSpan structure the ideal solution for SDI. Messina says,
"Having a shorter start-to-finish timeline always simplifies construction and seems to make everyone happy.
The material that was used was lightweight and easy to put together due to the simple connections,which
ultimately made construction much safer."
