7.a)1) Changes to the Ice Rink Reservation Policy Meeting Date: 10/19/2010 Agenda Item: �� � 1 �� � .J City Council Agenda Report City of Scandia 14727 209th St. North Scandia, MN 55073 (651) 433-2274 Action Requested: Consider changes to the Ice Rink Reservation Policy, as recommended by the Park and Recreation Committee. Deadline/ Timeline: Any changes should be made before reservations are taken for the 2010-2011 skating season. Background: • The Park and Recreation Committee reviewed the Ice Rink Reservation Policy at their October 4, 2010 meeting and have recommended some changes be implemented before the coming skating season. • Currently, the city allows FLAA Hockey teams to reserve one- hour slots for the entire season at the price of$100.00 plus tax. In 2010, nine of thirteen available one-hour slots were reserved. Depending on the weather conditions, teams typically get use of the rink on 8 to 10 occasions for that price,but there are no refunds given if the weather conditions are unfavorable. • The Committee recommends that the charge be increased to $200. The current charge is less than what teams pay for one hour of indoor ice time. The city's cost to staff the warming house is $20 to $25 per hour, not including cost of preparing and maintaining the facility. The teams receive exclusive use of this community facility during that time and should absorb more of the cost. • The current policy allows residents to make one-time reservations at no charge. Few of these reservations are received, but we do receive some reservations for birthday parties or school/church groups. We do not currently allow reservations on Saturdays or Sundays. • The Committee recommends that single-use reservations be allowed on Saturdays and Sundays, including for hockey or broomball tournaments. They recommend a reservation fee of$50 per hour. One-time reservations on weekdays would remain free of charge. • A redlined copy of the Ice Rink Reservation Form, showing the proposed changes, is attached along with the proposed 2010-2011 Page 1 of 2 10/OS/10 season schedule. Reservation Policy Hockey rink—the rink is available for reservations on Monday, Tuesday and Thursday from 6:00 p.m. to 9:00 p.m. and Friday, 6:00 p.m. to 10:00 p.m. The rink may be I reserved for weekly use, $�88-200 per hour plus sales tax, for the season. No refunds will be issued if weather conditions or other factors outside the city's control prevent use for all or part of the season. Reservations are limited to FLAA Hockey until December 1. ALL HOCKEY PLAYERS SHALL WEAR HELMETS while on the ice. 3. SKATERS ONLY on the ice. No broomball unless it is scheduled. 4. SKATERS MUST CLEAR THE ICE WHEN THE ZAMBONI IS IN USE. 5. ATTENDANT ON DUTY IS IN CHARGE. Failure to comply with attendant's requests wili result in the expulsion of the offender(s) from the rink/warming house for the day. Repeat offenders may be prohibited from the rink for the remainder of the season. 6. No smoking or alcoholic beverages allowed. NO EXCEPTIONS. 7. Profanity, rowdiness, unsportsmanlike conduct is not tolerated. Failure to comply will result in expulsion of the offender(s) from the rink/warming house for the day. 8. Destruction or defacing of ice rink property, inside or outside is prohibited. Offenders will be prohibited from the rink/warming house for the remainder of the season. 9. Food and snacks are not allowed on the rinks, but are allowed in the warming house.
