Action Requested: Authorize application for a SHIP (Statewide Health Improvement
Program) grant in the amount of$3,920 for preparation of a Trails
Master Plan, as recommended by the Park and Recreation Committee.
Deadline/ Timeline: Pre-applications were due October 1, 2010; applications are due '
October 29, 2010; funds must be spent by June 30, 2011.
Background: • The city has an opportunity to apply for up to $4,000 in
Community Partner Project grant funds as part of the Statewide
Health Improvement Program (SHIP) administered by the
Washington County Department of Public Health and
Environment. Funds will be awarded for projects that increase
opportunities for non-motorized transportation and/or increase
access to community recreation activities. A local funding match
is not required.
• Information on the grant was received after the September Council
meeting, and pre-applications were due prior to the October Park
and Recreation Committee meeting. Staff took the liberty of
submitting the required pre-application for a project to prepare a
Trails Master Plan.
• The 2006 Parks Plan and the adopted 2009 Comprehensive Plan
include a goal to "develop a trail and bicycle route master plan,
including identifying a search area for a trail connection between
William O'Brien State Park and Big Marine Regional Park
Reserve." (See Goal 1, page 4-8 of Parks Plan adopted July 18,
2006 and Parks and Trails Goal 6, page 144 of Comprehensive
Plan adopted March 17, 2009.)
• The Park and Recreation Committee reviewed the pre-application
at their October 4 meeting, and recommended that the City
proceed with an application.
• Staff has learned that, based on the pre-application and the amount
of funds available, it is very likely that Scandia will be awarded a
grant.
• Grant funds would be used to hire the city's consulting planner/

landscape architect to work with the Park and Recreation
Committee and the Friends of Scandia Park and Trails to develop
a Master Plan and Trails Maps, and a brochure for residents and
visitors.
Recommendation: I recommend that the Council authorize submission of the SHIP grant
application.

RE: Community Partner Project Funding
Washington County Department of Public Health and Environment is pleased to announce an
opportunity for cities, townships, and communities to receive Community Partner Project
funding as part of the Statewide Health Improvement Program (SHIP) grant. SHIP is an integral
part of Minnesota's nation-leading 2008 health reform law, strives to help Minnesotans lead
longer, healthier lives by preventing the chronic disease risk factors of tobacco use and exposure,
poor nutrition and physical inactivity. Many Americans live in places where getting the
recommended amount of physical activity is difficult; in most communities, even the most trivial
errand requires use of a vehicle.
Funds will be awarded to aid in increasing opportunities for non-motorized transportation and/or
increasing access to community recreation facilities. Funding is competitive and eight
applications are expected to be awarded.
Funding requirements:
• One application per city or township
• Applicants may request up to $4,000
• Proposal must be submitted by a City or Township located in Washington County
• Actions must be geared toward sustainable changes in policy, systems, and/or
environments
• Actions must address physical activity (an obesity prevention strategy)
• The pre-application form is due October 1, 2010
• SHIP funds must be spent by June 30, 2011
• Applications must be received by October 29, 2010 at 4:30 p.m.
Consideration will be given to applications with:
• Changes available to the maximum number of community members, diverse or
low-income populations; or
• Collaboration between cities, townships, and community organizations, i.e.
schools, parks etc.
A detailed list of fundable projects is included in the pre-application form.

Provide a brief description of your project. What specific dollar amount is requested? What will
ou use the intended funds to do?
The City Scandia is requesting funds to develop a Trails Master Plan for the community. The plan
would identify trail corridors for bicycles and pedestrians linking key destinations in the community. It
would include identifying a conceptual route for a trail connection between William O'Brien State Park
and Big Marine Park Reserve, and well as trails connecting other destinations and existing and proposed
trails in the City.
The City is requesting $3,920. The funding will be used to develop the Master Plan and Trails Map, and
a brochure for residents/visitors. The City is proposing to use a consulting planner/landscape architect
to work with its Park and Recreation Committee and the Friends of Scandia Parks and Trails to develop
the Master Plan, GIS map and brochure.
Why is this project needed in your organization/community? Please include any supporting data
here.
The need for the Trails Master Plan was identified in the City's 2006 Parks Plan and its adopted 2030
Comprehensive Plan, completed in 2009.
The City of Scandia includes significant state and county parks, its historic village, and the St. Croix
River. Over 200,000 people visited William O'Brien State Park, and over 154,000 people visited Big
Marine Park Reserve in 2009. Visitors to the City and community residents would benefit from the
development of trail connections linking these key recreation areas and other destinations in the
community. An existing pedestrian/bike trail follows Trunk Highway 95 along the St. Croix River, but
no other trails have been developed in the City.
Creation of the Master Plan will enable the City to seek funding and work in partnership with other
organizations to develop a network of trails to serve residents and visitors. Development of the trails
system has the potential to improve the health of residents and park visitors, provide additional
recreational op ortunities, and sup ort the City's economy through ex anded tourism.
What are the goals and objectives of your project?
1. Develop a Trail Master Plan and Map to identify key trail connections for bicyclists and
pedestrians in Scandia
2. Identify and make connections to existing and proposed regional trails
3. Develop a brochure for visitors and residents that promotes the use of existing trails
4. Complete the Trail Master Plan that will allow the City to seek grant funds and develop
partnerships to create the trail system.
Describe how your project will incorporate policy,systems, or environmental change(brief
narrative).
The creation of the Master Plan will implement recommendations identified in the City's 2006 Parks
Plan and its adopted 2030 Comprehensive Plan. The City will incorporate county and regional trail
plans and maps as it develops its Master Plan. The City will also utilized the information on natural
resources, cultural resources, and significant viewsheds developed for its comprehensive plan to develop
the Master Plan, showcase and protect key local resources.

Briefl describe the ro'ect location.
The City of Scandia is located in northern Washington County. The City includes William O'Brien
State Park, Big Marine Park Reserve, several city parks, a historic village, and several miles of St. Croix
River shoreline. Its 2030 Comprehensive Plan identified large areas of important natural resources,
significant historic and cultural resources, and key viewsheds in the City. The City has an attractive
rural landscape that showcases the natural and cultural history of Washington County.
The Washington County Comprehensive Plan also identifies several existing and proposed county and
regional trails that traverse Scandia. This project will identify a trails master plan that will connect the
significant recreational resources, natural and scenic areas, and historic village to benefit residents,
businesses and the community as a whole.

Who is the target population? What community needs of this population will be addressed by the
ro'ect?
The Metropolitan Council estimated that Scandia's population was 4,210 in 2007. The Council expects
that the City's population will be 5,400 in 2030. This project has the potential to benefit all city
residents by creating a community-wide trail system.
William O'Brien State Park received over 200,000 visitors in 2009, and Big Marine Park Reserve
received over 150,000. Use of regional parks is growing as Metro Area residents stay closer to the
region to recreate. This project could also benefit a significant number of visitors who could bike
between parks or among the key destinations within Scandia.

The city will use its City's Park and Recreation committee as the advisory committee for this project,
and will invite the Friends of Scandia Parks and Trails to join the committee in this effort. The Master
Plan will also be discussed and approved by the City Council.
The City will utilize information from Washington County and the Minnesota DNR to assist with
development of the plan. As needed, we will consult with these organizations to discuss development of
the plan.

Friends of Scandia Parks and Trails has completed some concept planning for a trail that could link the
Gateway Trail to William O'Brien. They have also been involved with the State of Minnesota parks
and Trails Council on cooperative planning. The Friends will contribute the information that they have
developed and collected to this project.
Please identify how you will work to sustain the SHIP project beyond the initial project funding.
Include any other funding or support available and any other grants or opportunities you are
considerin .
The City will utilize park dedication funds to help to develop trails.
The City will also utilize the Master Plan to seek grant funds and partner with other organizations to
seek grants when available.
