Action Requested: Consider an amendment to the city's Personnel Policy, Section 6 (d),
which provides for clothing and footwear allowance for Public Works
employees.
Deadline/Timeline: N/A
Background: • Full-time Public Works employees currently receive up to $150
per year reimbursement for the purchase of work-related footwear
and clothing. This allowance has not been raised for many years.
• Appropriate clothing is an important safety factor for these
workers. Safety footwear is required. Other work clothing is also
subject to heavy wear and tear because of the nature of their jobs.
• No allowance is currently provided for part-time employees,but
these workers also must have safety footwear and appropriate
clothing.
• The current policy requires that reimbursements be requested by
July 1 of each year. This was carried over from the old Township
personnel policy. There does not seem to be a business need for
this policy. Changing the date to December 1 would allow more
flexibility for the employee to purchase the clothing when needed.
Recommendation: Staff recommends that the Council adopt the resolution which would
amend the Personnel Policy to double the clothing allowance for full-
time employees from $150 to $300 per year, and add a$150
allowance for regular(year-round) part-time employees. (This would
apply to the part-time position proposed for the 2011 budget.) The
amendment also changes the deadline for submitting reimbursement
requests from July 1 to December 1.

RESOLUTION AMENDEING THE PERSONNEL POLICY
OF THE CITY OF SCANDIA
WHEREAS,the City Council has adopted Resolution 03-16-10-10 establishing
personnel policies for the City of Scandia; and
WHEREAS, an amendment to the policy has been recommended;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it should
and hereby does make an amendment to Section 6. (d) as follows:
(d) Clothing and Footwear. Each full-time Public Works Department employee shall be
reimbursed the sum of '� a a ����a����r� �Q� �n nmthree hundred ($300.00) per year
for costs incurred toward clothing and footwear purchased for work purposes. Regular part-
time employees workin�more than twent�20)but less than fortv(40) hours per week shall
be reimbursed the sum of one hundred fifty dollars ($150.00) per year for costs incurred
toward clothing and footwear purchased for work purposes. Documentation of costs
incurred shall be submitted to the City by T„�December 1 of each year to be eligible for
reimbursement.
