Action Requested: Consider a petition from residents of 185`" St. N. (between Olinda
Trail/CR3 and Old Marine Trail) requesting a 25 mph (mile-per-hour)
speed limit.
Deadline/ Timeline: N/A
Background: • The attached petition was signed by residents of all homes fronting
on the approximately l.25-mile gravel road.
• The City does not have the authority to set speed limits,but may
request the Minnesota Department of Transportation (MnDOT) to
conduct a study to detertnine the reasonable and safe speed limit.
A speed limit less than the statutory limit (55 mph on this rural
road) may be posted only if authorized by MnDOT.
• Larry Engstrom, the resident bringing the petition, indicated that
there had been a previous petition to lower speeds on this road.
Staff found a 2002 request to the Town Board, which was
submitted to MnDOT, for a study to consider lowering the speed
limit to 30 mph. There was nothing in the file to indicate the
disposition of this request.
• Staff obtained records from MnDOT documenting that in 2003 the
Township was authorized to post a 45 mph speed limit for the
entire length of the roadway. The signs were never posted and
there are no records indicating why not.
• Staff briefly reviewed this matter with City Engineer Paul Hornby,
who reviewed the study data from 2003. He advised that it is
possible that a new MnDOT review of this roadway could result in
a determination that the statutory 55 mph speed limit is
appropriate. MnDOT could revoke the authorization for the 45
mph limit. He also advised that the lowest local speed limit
possible would be 30 mph, given that Scandia does not meet the
criteria for posting local streets with a 25 mph limit.
Recommendation: The Council could, as requested by the residents, ask MnDOT to
perform a speed limit study on 185th Street. There is a risk that the

speed limit might be raised rather than lowered.
Alternatively, the city could post the 45 mph speed limit signs as
authorized in 2003.

CITYOFSCANDIA 25 MPH Speed Limit Request
Residents on 185�h St., Marine on the St. Croix, City of Scandia. This being our
2°a or 3rd attempt to regulate traffic speeds on said gravel road to 25 MPH, as other
roads in the city of Scandia and May township are listed, such as 177�h St., located
south of 185th St. and many more in the area.
The last time we were turned down because we did not have enough residents
on 185th St. there is only one resident on 177th—MARKED 25MPH!
Reasons for a 25MPH Speed Limit:
(1.)6 Children riding bikes and walking to the school bus that live on
185`h St.
(2.)Elderly person with poor eyesight crossing 185�h St. to get his mail.
(3.)There have been two rollovers in the past two years causing damage
to road signs and Telephone Company terminal box which has not
been replaced yet.
The DOT, "Department. of Transportation",will not act on this item
until the city gives approval. The signs we have now are caution signs
that are not enforceable.
We hope this matter can be taken care of as soon as possible.

Members of the New Scandia Township Board:
This petition is a request to update/install/enforce 30 MPH speed zone signs on 185tn
St. North from County Road 3 to Old Marine Road. The last two years has brought
; an increased usage of this road from nonresidents traveling at speeds much higher
than the 30 MPH posted limit. Coupled with the expansion of our neighborhood's
population of young children this is a situation ripe for a tragic accident. Before
something like this happens we ask that you take action on this matter in the nearest
future as the old "Caution Children" signs are not doing the job.

Dear Ms. Peterson,
We have completed an engineering and traffic investigation to determine reasonable and
safe speed limits for 185�' Street North as requested in your letter to Ed Brown, dated
November 14, 2002 and City Council resolution 11-05-02-02.
Based on the investigation results and as Colleen Larson discussed with you previously,
we have recommended authorization of the following speed limit for 185`h Street North:
45 mph - between the intersection with CSAH 3 (Olinda Trail North) and the
intersection with Old Marine Trail North. i
Mn/DOT's Office of Traffic Engineering in St Paul is currently reviewing our
recommendation,and will make the final speed limit determination. You will be informed of
their decision.
Before posting speed limits authorized as a result of this study,we suggest a routine review i
of 185�' Street North to ensure all necessary signs are in place, visible, in good condition,
and in conformance with the Minnesota Manual on Uniform Traffic Control Devices. When
making the review, special attention should be given to warning and advisory speed signing
for any locations where the authorized speed limit cannot be safely maintained, and to
other traffic control devices which could be impacted by a change in the posted speed limit.
As Colleen discussed with you, we noted that you have twisted end treatments on the ;
guardrail. These end treatments are appropriate for speeds up to 40 mph. You may want !
to consider installing end treatments appropriate for higher speeds. �
