When the Riehle's purchased this lot it was a non -conforming lot on Big Marine Lake. As a lake shore
property owner they purchased the ability to have private access to Big Marine Lake from a small park
like yard and put a dock on the lake. This is a reasonable use of the property. They were willing to pay
$125,000.00 for that.
In 2008 the average market rate of commercial marinas was approximately $202.00 per foot. With 90
feet of frontage they would pay at least $18,180.00 annually to have access to a large recreational lake
in close proximity to the metro.
Another non -conforming lot at 13160 182nd St N. just sold for $475,000.00.
ECONOMIC CONDITIONS ALONE SHALL NOT CONSTITUE PRACTICAL DIFFICULTIES.
I know someone who will pay $125,000.00 for the property.
The proposed construction of a residence on the Bluff is in direct conflict with the Comprehensive Plan
and Shoreland Ordnance which includes policies to preserve steep slopes and meet setback
requirements.
The requested variance to bluff does NOT eliminate the practical difficulty IT IGNORES IT!
The requested variance to septic tank and drainfield setback from dwelling does not allow the onsite
septic system to have adequate access to direct sunlight and air which is needed to function efficiently.
The drainfield trenches are 2 feet from the north side of the house under the deck.
The requested variance to ROW (right of way) setback will increase congestion on the street which is too
narrow to park on. This lot is on a curve in a congested section of 182nd St N. and looks like an alley in
the hood.
The City of Scandia has been dealing with this congestion issue for quite some time already.
There is only one lot in this section of 182nd St . that is not more than one lot. That lot was originally
owned jointly with this lot. This is the first time this lot has been owned separate from a neighboring
parcel. (see attached plat map)

PLAN AND GENERAL PURPOSES AND INTENT OF THE OFFICIAL CONTROL."
